The first one is the Grosse Rat, which represents the legislative branch— that is, its 100 members are responsible for creating the laws that govern the canton and the city. They meet twice a month for public sessions in the Grossratssaal in the building at the rear of the Rathaus. The second one is the Regierungsrat, which rep- resents the executive branch—its seven members are charged with implementing the laws and actually running the canton and the city.
