As directed by the Delegation of Authority By-law, this report lists service agreements, contribution agreements and grant agreements that were approved, amended, extended and executed in 2015. BACKGROUND Schedule “B” of the Delegation of Authority By-law authorizes the General Manager and heads of the various branches to enter into agreements and undertake other actions related to their mandate. The by-law contains full details, including specific titles of the positions with delegated authority, as well as the limits imposed by the by-law. The list below summarizes the delegated authorities and corresponds to the tables in the subsequent section of this memo. Each table provides the details for each area. 1. The General Manager, Community and Social Services is delegated the authority to sign agreements to receive funding from the federal or provincial governments. 2. The Community and Social Supports sections are delegated the authority to sign agreements related to the Ontario Works Act, 1997, the Ontario Disability Support Program Act, 1997, and other social services and employment development initiatives. 3. Long-Term Care is delegated the authority to sign agreements related to long- term care. For the purposes of reporting, the agreements are categorized as follows: a. Resident Admission Agreements b. Accountability Agreements. 4. The Housing Services Branch is delegated the authority to sign agreements funded by the City, the provincial, or federal government, related to: a. Housing; and, b. Homelessness. 5. Child Care (Children's Services) is delegated the authority to sign agreements related to child care; Community and Social Services is delegated the authority to administer provincial and City child care funding and to allocate fee subsidies. For the purposes of reporting, the agreements are categorized as follows: a. Fee Subsidy Funding b. Wage Subsidy & Pay Equity Funding c. Wage Enhancement Funding d. Municipal Health & Safety Funding e. Special Purpose and Capital Retrofit Funding f. Special Needs Funding g. Stabilization Initiative – Emergency Bridge Funding h. Family Support Funding 6. Community Development and Funding Branch (Community Funding) is delegated the authority to sign agreements related to community development. For the purposes of reporting, the agreements are categorized as follows: a. Renewable Community Funding b. Community Application Support Worker c. Emergency Community Funding d. Community Partnerships Major Capital Funding 7. Strategic Community Initiatives Branch is delegated the authority to sign agreements related to community initiatives.
