MORGAN COUNTY COMMISSIONERS RIECKER BUILDING The Board of the Morgan County Commissioners met in their offices on Tuesday, October 12, 2010 with the following members present: Mike Reed, President Don Reynolds, Vice-President Dean Cain, Member The meeting was called to order at 8:30 am with the pledge of allegiance to the flag. The minutes of the October 4, 2010 meeting were read and approved. 10-387 Motion by Mr. Mike Reed and seconded by Mr. Don Reynolds to approve the minutes from October 4, 2010. Vote Don Reynolds- yea, Mike Reed- yea, Dean Cain- yea. Motion Carried Becky Thompson, Dog Warden, reported traveling 155.8 miles responding to dog calls. Mrs. Thompson stated 7 dogs were impounded and 1 dog was taken by S.P.O.T. Commissioners approved an application submitted by Dean Wise, to bore under County Road 75, located in York Township, Section No. 23W, Morgan County, Ohio to be for a water line. The Construction of this project will begin on or about October 18, 2010; and will be completed by November 1, 2010. Mary Goode spoke with Commissioners concerning training for individuals interested in OSU Extension Office’s Master Gardeners. Vicki Quesinberry, Director, Job and Family Services, submitted meeting request for Jody Murray to “Child Welfare” training in Athens, on November 16th; “SIBS and the System” training in Athens, on November 3rd; and “Emotional Resiliency” training in Athens, on October 20th; Jan Snouffer to “Child Care” training in Columbus, on October 12th, 13th and 14th; Vicki Quesinberry to “Advisory Committee Adult Technical” training in Marietta, on October 26th. Mike Workman, Morgan County Community Improvement Corporation, discussed an idea on how to get more money flowing into the General Fund; TaxBax Program. The purpose of this program is to encourage all citizens of Morgan County to change their buying habits by shifting 10 percent of their taxable purchases currently made in outside counties to vendors and retailers in Morgan County. Commissioners agree it is a good idea but unsure if it will work; however, it is a good concept. Commissioners were asked to pass a resolution supporting the new TaxBax Program. 10-388 Motion by Mr. Dean Cain and seconded by Mr. Don Reynolds to approve the following: We, the Morgan County Commissioners, unanimously support and agree to promote the Morgan County TaxBax program for the purpose of encouraging Morgan County citizens to re-direct 10 percent of their purchases of taxable items outside our county to vendors and retailers inside our county. 31 We understand that if each citizen in Morgan County would re-direct 10 cents of each dollar they spend outside our county we could increase contributions to our General Revenue Fund by up to $110,000 annually. We pledge this additional revenue would be re-invested in providing better, more efficient services for the citizens of our county, including but not limited to upgraded equipment, additional staff training, and professional management of our resources. Vote Don Reynolds- yea, Mike Reed- yea, Dean Cain- yea. Motion Carried Peggy Barns, Recorder, inquired on the incentive for employees to opt out of the county’s health insurance. Jim Greer, Greer Insurance, Sherri Noll, CEBCO, and Cindy McCarty, Anthem, discussed a proposal for the county’s health insurance. Also in attendance was: Stevan Hook, Engineer, and Gary Woodward, Auditor. CEBCO stands for County Employee Benefits Consortium of Ohio and is offered through the County Commissioner’s Association of Ohio. 22 counties are currently enrolled; a three year commitment is required. This ensures the stability of the program. An explanation of the benefits, how their renewal is calculated, and the proposed rate were discussed. This would entail a 40% increase to the current health care premium. Mark Eckert met with Commissioners to discuss an issue with a neighbor’s septic system. There is a horrendous smell coming from the property. Commissioner Cain informed Mr. Eckert he needs to speak with the Health Department. Mark stated he met with them and found out a permit was pulled five years ago, to his knowledge the septic was never put in. Shannon Wells, Morgan County Commissioners’ Development Office, mentioned she attended training in Columbus last Wednesday and Thursday, October 6th and 7th. A discussion was held concerning Washington-Morgan Community Action failing to spend $166,000 in CHIP grant funding in Morgan County. Commissioner Reed said a minimum of six houses could’ve been rehabilitated. Commissioners Reed, Reynolds and Cain all expressed displeasure with having to return $166,000 to the state when many county residents qualify for assistance. A complaint against Transit was discussed. Jim Greer, Greer Insurance, discussed the county’s health insurance with Commissioners and the option of staying with Medical Mutual until January 1st, so the employees will not have to start paying towards a new deductible. Commissioners would still be required to pay the renewal increase of 16% for November and December. Commissioners discussed the ambulance contract with Southeast Ohio EMS regarding Homer Township. Larry Albert questioned dogs being posted. Brenda Swank and Brenda James, James Insurance Agency, inquired on offering insurance options to county employees: whole and term life, vision and dental insurance. Commissioners don’t have a problem with it and mentioned they should get in touch with each department head and set up a time with each department. 10-389 Motion by Mr. Don Reynolds and seconded by Mr. Dean Cain to authorize Sheriff Thomas C. Jenkins Sr. to sell six vehicles at auction and deposit the money into the Law Enforcement Trust Fund. Vote Don Reynolds- yea, Mike Reed- yea, Dean Cain- yea. Motion Carried 10-394 Motion by Mr. Don Reynolds and seconded by Mr. Dean Cain to approve the following as requested by Doug Matheney: Whereas, with over 500 farms and 104,000 acres in farmland, agriculture is clearly vital industry to Morgan County; and 33 Whereas, farmers depend on diversity in their seed selection and a reasonable price for these seeds; and Whereas, the genes patented by one company, Monsanto, are present in 80% of the corn and 90% of the soy beans grown in the United States; and Whereas, the actions of Monsanto to establish a stranglehold over certain seed varieties has resulted in an anti-competitive seed marketplace; and Whereas, due to this anti-competitive marketplace, seed prices have increased dramatically and the amount farmers spent on seeds went up by 59% between 2006 and 2009; and Whereas, these price increases threaten the future of food production, which must grow by 70% by 2050 to meet the projected increase in the world’s population; and Whereas, while a company is certainly entitled to reap the rewards of its investment in new agricultural biotechnology, it is not entitled to use its dominant market position to suppress competition and extract unreasonable prices from its customers; Therefore, be it resolved that the Morgan County Commissioners call upon Ohio Attorney General Richard Cordray to investigate Monsanto’s business practices in Ohio and take steps to rectify the monopoly position of Monsanto in the ag biotech industry.
