ISU Communication 2028 INTERNATIONAL SKATING UNION Communication No. 2028 (revised version July 28, 2016 - List of assigned Helmet numbers for the season 2016/17) Personalized helmets and dedicated numbers for Short Track Speed Skating (Including enforcement of rule 102 paragraph 6 in regards to helmets) Following ISU Communication No. 1954 regarding initiatives and measures for the promotion of Short Track Speed Skating and new rules adopted at the ISU Congress in Dubrovnik the following measures will be in place as of the upcoming 2016/17 season. 1. Personalized Helmets ISU Rule 295, paragraph 13.a) was amended by the ISU Congress 2016 as follows: quote “If no helmet covers are supplied, the Skaters may display artistic design on their helmets. Further requirements will be specified in an ISU Communication.” unquote The following principles shall therefore apply: In order to identify the Skaters within the teams during races and to present the personality and character of each Skater, personalized designs and artworks on the Short Track Speed Skating helmets may be used. a) During ISU Events starting with season 2016/17, no traditional helmet covers will be used, with the exception of the ISU World Junior Short Track Speed Skating Championships. b) However, the ISU may decide, at its own discretion, at any time that helmet covers are to be used. For ISU Championships the indications in Rule 295, paragraph 12.b) remain valid. c) Skaters are allowed to use unique designs and artworks on their personal Short Track Speed Skating helmets. d) If standard colors are used (i.e. no unique design/artwork), the ISU Members should possibly assign a different color to each Skater forming their team. e) ISU Members are requested to submit by September 30th, 2016 the artworks and designs to the ISU Secretariat for final approval considering the following limitations: i. The Short Track Speed Skating helmets must respect the safety standard and shape in accordance with ISU Statutes. ii. No obscene or provocative designs and artworks may be used on Short Track Speed Skating helmets. iii. The designs and artworks shall not include or refer, in any way, to criminal, racist or religious symbols. iv. No fluorescent colors may be used. 1 v. The designs and artworks shall not use colors and/or patterns that are representing or referring to a commercial brand, logo, pattern or artwork. vi. The designs and artworks on a Short Track Speed Skating helmets may include national country flags. vii. No words or slogans of any kind, character or typography may be used. viii. No personal sponsor logos and advertising markings are allowed on Short Track Speed Skating helmets. ix. An area of 40 cm2 on the front part of the Short Track Speed Skating helmets shall be available for an ISU sponsor’s logo. This area will be used by the ISU using a sticker with the sponsor logo. The ISU may also decide to put its own logo or the assigned athlete's number in this area. This sticker might cover part of the design or artwork of the helmet. x. Special reference is made to Rule 102 paragraph 6.b).ii) concerning the helmets manufacturers trademark, which cannot exceed twenty (20) cm2. The ISU will approve at its sole discretion, the personalized helmet designs and artworks within the deadline given in paragraph 1.e). No appeal or protest will be accepted. Approvals might in exceptional cases be given on site of the ISU Events by the ISU Sports Director Speed Skating (if present) or alternatively by the Representative of the ISU Short Track Speed Skating Technical Committee. In case no approval is given, the concerned design/artwork will have to be partly or fully covered with a tape. The ISU does not accept responsibility for damages incurred when taping/covering the design/artwork on the helmet. 2. Use of Dedicated Helmet Numbers The principles that were instore for the 2015/16 season shall apply also during the 2016/17 season: a) Dedicated helmet numbers will be used in all ISU Events (ISU Championships and ISU World Cup Short Track Competitions) except for the ISU World Junior Short Track Speed Skating Championships. b) These dedicated helmet numbers are assigned based on the overall results of the 2016 ISU World Short Track Speed Skating Championships, starting with number 1 (one) for the World Short Track Speed Skating Champions Ladies and Men, and continuing with progressive numbering until the last listed Skater. c) For all Skaters that did not participate in the individual races of the 2016 ISU World Short Track Speed Skating Championships, the 1000m overall World Cup Classification of the 2015/16 ISU World Cup Short Track Speed Skating has been taken into account. d) Skaters who did not participate in any ISU World Cup Short Track Competition and/or ISU World Short Track Speed Skating Championships or have been newly entered in ISU Events will receive the next available numbers after the numbers already assigned. e) The same principle as in the above paragraphs a), b), c) and d) will apply for the subsequent skating seasons. f) The black numbers on white surface will be glued as oval stickers of the size of 8 x 14cm (height and length) on the left and right side of the personal helmets and shall not be removed during the whole season. The ISU does not accept responsibility for damages to the design/artwork on the helmet incurred when applying these numbers 2 g) These numbers (stickers) will be provided by the ISU based on the below list at the first ISU Event of the season, or for those Skaters not attending the first ISU Event, the number (sticker) will be distributed at the first Event of the season the Skater is attending. After each season and based on the overall results of the ISU World Short Track Speed Skating Championships and the ISU World Cup Short Track Competitions, new numbers will be assigned for the following season according to the above provisions. A content analysis of antagonistic texts featuring anti-Korea and anti-China posts reveals that ‘othering’ practices are predominantly performed by: (1) mak- ing reference to seemingly irrelevant details; (2) evoking stereotyp- ical images of a race and/or a nation; and (3) utilizing overtly offen- sive language or transgressive language. Drawing upon linguistic strategies of encoding ‘us’ vs. ‘them’ dichotomies reported in earlier research, this study shows that explicit disparagement, disapprov- ing representation of the other, stereotyping, and overgeneralization are readily utilized by both parties, who also occasionally engage in verbal reconciliation through lexical and syntactic mirroring. 1 INTRODUCTION Sports are a significant part of recreation and popular culture and have become important social activities for many who enjoy them as players and spectators. Sports are not just physical activities. Linguistic expressions used in sports have influenced our everyday vocabulary. Use of Dedicated Helmet Numbers a) The dedicated helmet numbers will be used at the 2018 Olympic Winter Games and at all ISU Events (ISU Championships and ISU World Cup Short Track Competitions), except for the ISU World Junior Short Track Speed Skating Championships where helmet covers will be provided. b) These dedicated helmet numbers are assigned based on the overall results of the 2017 ISU World Short Track Speed Skating Championships, starting with number 1 (one) for the World Short Track Speed Skating Champions Ladies and Men, and continuing with progressive numbering until the last listed Skater. c) For all Skaters that did not participate in the individual races of the 2017 ISU World Short Track Speed Skating Championships, the 1000m overall World Cup Classification of the 2016/17 ISU World Cup Short Track Speed Skating has been taken into account. d) Skaters who did not participate in any ISU World Cup Short Track Competition 2016/17 and/or in the 2017 ISU World Short Track Speed Skating Championships will receive the next available number, after the helmet numbers already assigned, the first time they will participate in an ISU Event during the season 2017/18, and such a skater will keep this assigned helmet number for the rest of the season. e) The black numbers on white surface will be glued as oval stickers of the size of 8 x 14cm (height and length) on the left-hand and right-hand side of the personal helmets and shall not be removed during the whole season.

Fan Kexin (CHN) and Samuel Girard (CAN) win the first 500 m of the weekend Fan Kexin of China won an excitement-filled Ladies’ 500 m, the first of two such event this weekend. Kexin took advantage of the fact that both Marianne St-Gelais (CAN) and Arianna Fontana (ITA) fell with two laps to go. Kassandra Bradette (CAN) received a penalty in the race for causing the fall, giving her teammate the second place finish. Fontana earned third place World Cup classification points despite not finishing the race, On the Men’s side, Samuel Girard of Canada, cheered on by the home crowd, claimed the win in the 500 m event. He had to contend with some tough competitors as Dajing Wu (CHN) and Victor An (RUS) were right on his heels. Wu finished in second place, while Victor An (RUS) finished in third place.
