Wagner Presented in Partial Fulfillment of the Requirements of Senior Independent Study Supervised by Christina Welsch Department of History Spring 2017 Abstract Along with service in the Continental Army and Navy and the various state militias, American patriots during the Revolutionary War had the option of sailing aboard privateers, private ships authorized to attack British commerce during the war. Where studies analyzing other military forces during the Revolution have been more nuanced, scholars that have looked at privateering have either focused on its strategic effectiveness during the conflict or merely written it off as a profit-driven phenomenon of maritime plunder. Privateering played a role in the course of the Revolution to a degree, but more importantly the practice was influenced by the ideological considerations that framed the Revolution itself—considerations that are ignored when privateering is seen through the eyes of the profit-narrative. While in part motivated by profit, privateering during the American War for Independence can only be fully understood when placed in the context of contemporary debates over liberty, republicanism, and identity. These debates stretched across the range of actors involved in privateering, from the sailors crewing privateer vessels to the merchants investing in privateer expeditions. This thesis will draw upon existing literature on privateering, Revolutionary ideology, and original analysis of primary source information including correspondence, government documents, and individual narratives to place privateering within the broader framework of the Revolutionary period. In doing so, it will add a more complex and multilayered approach to privateering to place that scholarship alongside other studies of military phenomena during the American Revolution. Conventions on spelling and grammar were not standardized at that time. For this thesis, all spelling and punctuation has been preserved as written. When the meaning of the original writing is unclear, I have included the meaning in brackets. ii INTRODUCTION It was the spring of 1772, and Lieutenant William Dudingston was one of the most hated men in the colony of Rhode Island. The British Admiralty had given Dudingston command of the schooner Gaspee, and charged him to prevent Rhode Islanders from importing contraband into any of the ports in Narragansett Bay. That contraband included French molasses and sugar, items that helped Rhode Islanders grow their burgeoning distilleries. Dudingston stopped every vessel he encountered in the bay, demanding to search their holds for contraband. His actions put a drain on imports into the primary towns of Newport and Providence and were a slap in the face to Rhode Islanders who resented any form of authority. Colonists complained that his commission was “more of a fiction than anything else,” and even issued a warrant for his arrest.1 By summer, the colonists were itching to get their hands on Dudingston. On June 9, they got their chance. While pursuing a packet boat owned by Captain Lindsey, Dudingston ran the Gaspee aground.2 The tide was receding, leaving Dudingston stranded until the early hours of the morning. Providence merchant and patriot John Brown wasted little time in mobilizing the colonists, calling all interested participants to gather at James Sabin’s house to prepare an assault on the beached British vessel.     The American Navies and the Winning of Independence During the American War of Independence the navies of France and Spain challenged Great Britain on the world’s oceans. Combined, the men-o-war of the allied Bourbon monarchies outnumbered those of the British, and the allied fleets were strong enough to battle Royal Navy fleets in direct engagements, even to attempt invasions of the British isles. In contrast, the naval forces of the United States were too few, weak, and scattered to confront the Royal Navy head on. The few encounters between American and British naval forces of any scale ended in disaster for the Revolutionary cause. Despite their comparative weakness, American naval forces made significant contributions to the overall war effort. Continental Navy vessels transported diplomats and money safely between Europe and America, convoyed shipments of munitions, engaged the Royal Navy in single ship actions, launched raids against British settlements in the Bahamas, aggravated diplomatic tensions between Great Britain and European powers, and carried the war into British home waters and even onto the shores of England and Scotland.

And any man who may be asked in this century what he did to make his life worthwhile, I think can respond with a good deal of pride and satisfaction: 'I served in the United States Navy.'" - John F. Kennedy October 13 marks the birthday of the U.S. Navy, which traces its roots back to the early days of the American Revolution. On October 13, 1775, the Continental Congress established a naval force, hoping that a small fleet of privateers could attack British commerce and offset British sea power. The early Continental navy was designed to work with privateers to wage tactical raids against the transports that supplied British forces in North America. To accomplish this mission the Continental Congress purchased, converted, and constructed a fleet of small ships -- frigates, brigs, sloops, and schooners. These navy ships sailed independently or in pairs, hunting British commerce ships and transports. Two years after the end of the war, the money-poor Congress sold off the last ship of the Continental navy, the frigate Alliance. But with the expansion of trade and shipping in the 1790s, the possibility of attacks of European powers and pirates increased, and in March 1794 Congress responded by calling for the construction of a half-dozen frigates, The United States Navy was here to stay With thousands of ships and aircraft serving worldwide, the U.S. Navy is a force to be reckoned with.

D. Cornell University 2011 This study argues that the ocean has determined the constitution of British identity – both the collective identity of an imperial nation and the private identity of individual imagination. Romantic-era literary works, maritime and seascape paintings, engravings and popular texts reveal a problematic national and individual engagement with the sea. Historians have long understood the importance of the sea to the development of the British empire, yet literary critics have been slow to take up the study of oceanic discourse, especially in relation to the Romantic period. Scholars have historicized “Nature” in literature and visual art as the product of an aesthetic ideology of landscape and terrestrial phenomena; my intervention is to consider ocean-space and the sea voyage as topoi that actively disrupt a corresponding aesthetic of the sea, rendering instead an ideologically unstable oceanic imaginary. More than the “other” or opposite of land, in this reading the sea becomes an antagonist of Nature. When Romantic poets looked to the ocean, the tracks of countless voyages had already inscribed an historic national space of commerce, power and violence. However necessary, the threat presented by a population of seafarers whose loyalty was historically ambiguous mapped onto both the material and moral landscape of Britain.

Removal of that canvas from Rhode Island to the Midwest was a source of regret to some and perhaps relief to other citizens, for artist John Greenwood had captured for posterity a memorable bacchanalia of Rhode Islanders who — by the long arm of coincidence — found themselves in port in the Dutch colony of Surinam sometime during the late 1750s. Most participants in that gala would later hold prominent positions in the civil and military history of His Majesty's colony of Rhode Island and Providence Plantations and during the American Revolution. Identification of the revelers is part of the tradition of the Jenckeses, a family distinguished in the life of Rhode Island for generations. Until its sale to the City Art Museum, that picture had always been in the possession of John Jenckes' descendents, who sold it with great reluctance. Aside from its value as a work of art, associational interest makes Sea Captain Carousing in Surinam a provocative study. It is the purpose of this paper to examine if it were possible or probable that all or some Newport and Providence merchants and mariners, traditionally identified, could have been in Surinam at the time Greenwood depicted them in such Hogarthian attitudes.

From the time of their arrival in Rhode Island's waters in February, the Gaspee and her commander, Lieutenant William Dudingston, had been the cause of much commercial frustration of local merchants. Dudingston was insolent, described by one local newspaper as more imperious and haughty than the Grand Turk himself. Past accounts of his pettish nature followed him from port to port.[1] The lieutenant was also shrewd. Aware that owners of seized vessels — rather than navy captains deputized in the customs service — would triumph in any cause brought before Rhode Island's vice-admiralty court, Dudingston had favored the district vice-admiralty court at Boston instead, an option available to customs officials since 1768.[2] Aside from threatening property of Rhode Islanders through possible condemnation of seizures, utilization of the court at Boston invigorated opposition to trials out of the vicinage, a grievance which had irritated merchants within the colony for some time.[3] Finally the lieutenant was zealous — determined to be a conscientious customs officer even if it meant threatening Rhode Island's flourishing illicit trade in non-British, West-Indian molasses. Governor Joseph Wanton of Rhode Island observed that Dudingston also hounded little packet boats as they plied their way between Newport and Providence.

    HJ 14 Department of Legislative Services Maryland General Assembly 2010 Session FISCAL AND POLICY NOTE Revised House Joint Resolution 14 (Delegate Walkup) Rules and Executive Nominations Recognition of Captain Lambert Wickes of Maryland - Revolutionary War Naval Hero This joint resolution requests the Maryland General Assembly to recognize the role of Captain Lambert Wickes of Maryland in the successful outcome of the American Revolutionary War. The State must partner with the United States Navy to develop and conduct an appropriate memorial event on the grounds of the United States Naval Academy annually on October 1 to honor the service and sacrifice of Captain Lambert Wickes. Fiscal Summary State Effect: Conducting a memorial event for Captain Lambert Wickes will not affect State finances. Local Effect: None. Small Business Effect: None. Analysis Background: Lambert Wickes was born around 1742 in Kent County, Maryland. During the Revolutionary War, Wickes was appointed as the captain of the 16-gun Reprisal and listed as the eleventh in seniority in the Continental Navy. In October 1776 Wickes was selected to transport Benjamin Franklin to France on a secret mission. Through this mission, Wickes became the first Continental Navy Officer to enter European waters and the Reprisal was the first American warship to base operations in Europe, capturing and destroying 14 ships in five days. On the ships return voyage to the United States, the Reprisal sunk in the Atlantic Ocean during a violent storm. Wickes, along with the men onboard the Reprisal perished. Only one member of the ship’s crew survived. Despite his contributions to the Continental Navy, Wickes did not receive a military burial, or a State or national commemoration for his sacrifice.
