A Case Study by the Food Industry Center; University Of Westland/Hallmark: 2008 Beef Recall A Case Study by The Food Industry Center January 2010 A Humane Society video, made secretly at the Westland/Hallmark plant in late 2007 and released in early 2008, led to the recall of 143 million pounds of beef. This case study illustrates the complexity of the food industry and the food recall process.1 Although ultimately, the incident had more to do with animal welfare than food safety — no sicknesses were tied to the recalled beef, it resulted in changes to the nation’s food safety procedures. The 2008 Westland/Hallmark beef recall, the largest beef recall in U.S. history, is a stepping-off point to examine the beef supply chain generally and the ground beef supply chain specifically. USDA This case was prepared by Jon Seltzer, marketing instructor at the University of St. Thomas and consultant to The Food Industry Center, Jeff Rush, research assistant, and Jean Kinsey, Director of The Food Industry Center. Sources: U.S. News and World Report, February 2 0, 2008, usda.gov, cnn.com, Associated Press 3 The Largest Beef Recall in U.S. History On February 17, 2008, the U.S. Department of Agriculture (USDA) issued a recall release stunning in its scope, the largest beef recall in U.S. history. The release began: “Hallmark/Westland Meat Packing Co., a Chino, Calif., establishment, is voluntarily recalling approximately 143,383,823 pounds of raw and frozen beef products (mostly from aging dairy cows2) that FSIS (the Food Safety and Inspection Service, part of the USDA) has determined to be unfit for human food because the cattle did not receive complete and proper inspection.” The recalled products had been sent to wholesale distributors across the nation. Some were purchased for CBS News federal food and nutrition programs, including the National School Lunch Program.3 In most cases, ground beef was delivered to companies that processed it into other items.4 More than 10,000 establishments received the recalled meat, according to USDA Undersecretary for Food Safety Richard Raymond.5 In California alone, more than 5,000 supermarkets, restaurants, retailers and school districts received meat recalled by Westland/Hallmark.6 It was not just size — two years of product from the plant — that made the recall unusual. The recall was designated as Class 2 “due to the remote probability that the beef being recalled would cause adverse health effects if consumed,”7 rather than a more dangerous Class 1. Ultimately, no sicknesses were tied to the recalled beef. Perhaps most significantly, the incident resulted in changes to the nation’s food safety procedures. Finally, Westland/Hallmark went out of business, and two employees were convicted of criminal behavior. All of this came as the result of video footage shot by an undercover investigator for the Humane Society who worked at the Westland/Hallmark plant. He secretly filmed abuse between October 7, 2007, and November 20, 2007.8 On January 30, 2008, after showing footage to USDA officials and U.S. Agriculture Secretary Ed Schafer, the Humane Society released a video of two Westland/Hallmark workers abusing “downer” cattle — those too sick or injured to stand for slaughter. The video provided evidence that downer cattle – animals that couldn’t walk – were illegally slaughtered for food, a federal violation that spurred the recall.9 Federal regulations mandate that cattle must be able to stand and pass inspection to be fit for the food supply, and if an animal fell after inspection, a veterinarian had to reexamine it and approve it for slaughter. The law was intended to prevent problems such as E. coli O157:H7, Salmonella and mad cow disease from entering the food supply.

The industry’s rapid consolida- tion in recent years has triggered alarms that the industry’s new giants in retailing and processing could drive up food prices for consumers and drive down livestock prices for producers. How should public policy respond to the industry’s consolidation? And how can all participants in the industry—producers, processors, retailers, and consumers—benefit from its new structure? This article studies the striking changes in the meat industry in three steps. First it describes how the industry is changing. Then it examines the forces driving the industry’s consolidation. Finally, it con- siders how consumers and industry participants are affected. Modern Livestock Production: Factory Farming and Climate Change For many, the image of a farmer tending his or her crops and cattle, with a backdrop of rolling fields and a weathered but sturdy barn in the distance, is still what comes to mind when considering a question that is not asked nearly as often as it should be: Where does our food come from? However, this picture can no longer be relied upon to depict the modern, industrial food system, which has already dominated food production in the Global North, and is expanding in the Global South as well. Due to the corporate take-over of food production, the small farmer running a family farm is rapidly giving way to the large-scale, factory farm model. This is particularly prevalent in the livestock industry, where thousands, sometimes millions, of animals are raised in inhumane, unsanitary conditions. These operations, along with the resources needed to grow the grain and oil meals (principally soybeans and 1 corn) to feed these animals place intense pressure on the environment. This is affecting some of the world’s most vulnerable ecosystems and human communities. The burdens created by the spread of industrialized animal agriculture are wide and varied—crossing ecological, social, and ethical spheres. These are compounded by a lack of public awareness and policy makers’ resistance to seek sustainable solutions, particularly given the influence of the global corporations that are steadily exerting greater control over the world’s food systems and what ends up on people’s plates.

So if you have a point of view of what you're actually trying to make, especially with an experienced actor, they know what you want. And then it gives them freedom to like, not make choices that are out of the director's comfort zone. And they can do whatever the heck they want, you know? And, Even if you're the most technically gifted actor in the world, everybody always gets in trouble. Everybody always, there's something happens and you just try to be there and, you know, through a series of permission givings, make sure the actor's comfortable and that it's okay for him to dig deep and be as authentic as he can be. The Integration of Blockchain Technology to the Beef Industry – A Comparative Analysis Abstract This paper seeks to explore the different plausible and implemented applications of blockchain technology in the beef industry in two representative markets: The United States and Kenya. Previous papers discuss implementation of blockchain to the beef industry, without a focus on the variations between beef industries and supply chains in various countries, a gap this paper aims to address. The main method of research has been primary, traveling to these countries and engaging in conversations with various stakeholders about their industry’s supply chain and the problems and opportunities therein. Overall this paper finds that the integration of blockchain to the beef industry is broadly advisable, but that the most pragmatic and achievable uses and means of blockchain integration vary widely based on the stage of development and regulatory environment of different country’s beef industries.
