Minutes of a meeting of Llanyblodwel Parish Council held on 9 November 2017 at Llanyblodwel and Porthywaen Memorial Institute (7.30 p.m. – 9:30 p.m.)

2. Public Participation Session

A number of residents from Brynmelin came to discuss issues regarding parking following the construction of two new bungalows on a former garage block. Previously there were six garages available to rent and the remainder of the carpark was available to anyone to park for free. Now, the two bungalows each has a dedicated parking space, the carpark has been resurfaced and nine spaces created which are available for rent at £4.50 a week. These are protected by bollards.

No consultation was held with residents regarding the future cost of parking and residents consider the cost to be excessively high. They are therefpre not using the spaces, preferring to park on the main road which is causing a hazard for traffic and pedestrians. They requested the Parish Council approached Star housing to try and work towards a reconciliation.

Residents also requested signage to warn approaching vehicles that children may be playing.

Residents also raised the possibility of reducing the speed limit to 30mph through the settlement. It was noted that this has previously been agreed and the cofnfiguration of the road and the proximity of cross Roads meant that it was unlikely that vehicles would travelmuch faster than 30mpph in any case.

It was noted that there had been drilling at the back of Dolgoch. This is allegedly for gas. No further information was available or requested.

5. Defibrillator – Item delayed until after Item 8 to allow Bobby Qayam to arrive.

Discussion with Bobby Qayum from Ambulance Service (WMAS) regarding the possibility of installing a defibrillator within the Parish.

Mr Qayum opened the discussion by explaining that as well as 999, 112 may be dialled in an emergency. 112 has the benefit of triangulating the source of the call. If you call from a landline, with a fixed location, the emergency services know where you are. If you call 999 from a mobile, the services are dependent on what you tell them your location is, so telling them that you are somewhere between Llanyblodwel and Porth a waen will not provide a clear location. However calls to 112 uses satellites to work out exactly where you are to within 30m to make you much easier to find.

He explained that there is a 3% chance of surviving a cardiac arrest if an ambulance is called. This increases to 10-20% if CPR is undertaken on the patent. Treatment with an AED within 12 minutes of the arrest increases life expectance to over 30%. Given the rural nature of the parish, it is unlikely that an ambulance would arrive and deploy an AED within that 12 minute window. The Parish Council therefore felt it would be good to have one much closer. It was further noted that one has just been put in at the Cross keys, Pant and another in Llanymynch.

Mr Qayum explained that there were a number of different approaches to having a defibrillator (AED) in the Parish and there was a choice for equipment, cabinets and the way in which it might be used.

Equipment All equipment would have to be purchased although West Midlands Ambulance Service can get us a significant discount on the costs.

A basic single use AED would cost around £395 but could only be used once before it required replacing. A premium EAD might cost £795 and be guaranteed for 5 years.

Any machine will require an ongoing management fee to replace the battery and the pads. Pads will require replacement every 3 years or whenever they are used and the battery will need replacing up to every 4 every years depending on the model chosen.

Cabinet costs vary too. Four designs are approved by WMAS and may be metal or plastic. Plastic cabinets are cheaper but are flammable and may degrade or distort in extremely hot or cold weather. The cabinet also requires a small electrical supply to ensure that the temperature does dot drop too low.

Overall the likely cost could be in the region of £1300 + VAT

Use of a defibrillator A defibrillator is most useful within 500m of the cardiac arrest since this allows someone to collect the AED and return to the patient and begin treatment within 12 minutes.

When a 999 call is made, the operator can provide the location and access code for the

AED. This allows somebody to go to the location where it is situated, unlock the cabinet and take the pack to the patient. The pack contains the defibrillator, pads, instructions, gloves and anything else which may be needed in a heart attack emergency. It is not however a general first aid kit.

With community support the area where an AED can be deployed becomes much larger. People living close to the AED could, voluntarily, agree to support the scheme and agree to deliver it to a patient, enabling it to be put to lifesaving use much quicker. In such a scheme a team of volunteers would be contacted by the ambulance service. The first person on the list would be called; if they were unable to help, the system would automatically dial the next person on the list and so on until someone was available. This kind of telephony system could cost £99 + VAT a year. Volunteers would need to be DBS checked (criminal record check) and receive a one day training course funded by WMAS.

Training Community training on the use of the AED would be provided by WMAS. This would be free for 12 people and a discounted rate charged for others.

Funding Council has previously supported grants towards AEDs. Lions and Rotary groups have also supported AEDs and monety has been made available for Heartstart groups. British Heart Foundation also have some funding but WMAS would need to endorse the application.

The Parish Council thanked Mr Qayum from coming across form Coventry to talk to us. No decision was made about the way forward at this stage because there was so much information to think about. It will be discussed further at a future meeting.

The Parish Council supports this application provided there are no objections from neighbours.

This application received unanimous support

7. Police report The clerk reported that she had emailed the local police officer and PCSO to explain how valuable their attendance at meetings was and to invite them to attend. No response was received from either officer.

It was noted that a new ANPR camera has been installed to the north of Llynclys cross roads. The Parish Council was disappointed that it had not been consulted and would have preferred the camera to be placed closer to the cross roads where it could also function as a speed camera to help to reinforce speed control measures and reduce the risk of accidents at the cross roads. Clerk to write to the policy expressing the disappointment of the Parish Council regarding this matter.

8. Parish Matters 8.1 Speeding on A483 No Further Updates received to date

8.2 Highway works a) Replacement mirror at bottom of Blodwel Bank

This matter has been raised again with by local residents. Cllr Matt Lee got a response from Chris Fisher, Highways Manager who said: “ mirrors for visibility at junctions are standardised as convex . As a highway authority we should not depart from this standard. Traffic mirrors should only be used as an additional aid – and not solely relied upon” Following a further accident at this location, the mirror is still considered a hazard and the previous flat mirror is still requested. Clerk to write to Chris Fisher regarding this matter

8.3 Other matters c) Light at Brynmelin

It is behind the bollards at Brynmelin but has now been fixed.

d) SOx street lights phase out

Sodium (Sox) lamps are being phased out and production will stop in 2020. Our lighting contractor has said that “Retro fit lamps are not very suitable as the lanterns are getting to the end of their life span and the electronics that are in the retro fit don’t last too long due to moisture and water ingress.”. Typical LED lanterns would cost £210-275. Currently replacement lamps cost £30

Corrie Davies noted that other Parishes in the locality were facing the same issues and there may be an opportunity to work with other Parish Councils to reduce costs

e) Morton church wall

It was thought that the Parochial Church Council may have money to support this project but the money was a bequest for a particular grave rather than general maintenance

f) Llanyblodwel Bridge sign

A local resident emailed concerned about the very rare and historic metal sign on a post just to the south of Llanyblodwel bridge. It was in a perilous condition but following works to the bridge it has been securely reinstated and is considered to be at no further risk.
