We also refer to the letter from the Ministry of Finance, dated April 18, 2017, requesting a restructuring of the Project, which requires certain amendments to the Loan Agreement and the Project Agreement. We are pleased to inform you that the Bank concurs with the request, and accordingly agrees to amend the Project Agreement as follows: Public Disclosure Authorized I. Section I.A.1(c) of the Schedule is amended to read as follows: "(c) Project implementation units in each of: (i) the Municipal Environmental Protection Bureau (EPB); (ii) MCRD; (iii) Huashan District; (iv) Yushan District; and (v) Hitech Zone, all of which shall be responsible for implementing their respective parts of the Project, including leading the engineering design, procurement, signing and management of contracts, and authorizing disbursements for each Project activity accordingly. Except as specifically amended in this letter, all other terms and conditions of the Project Agreement shall remain in full force and effect. The Loan Agreement is similarly being amended as reflected in an amendment letter to the Loan Agreement of even date herewith. Please confirm your agreement to the foregoing on behalf of Anhui Province by Public Disclosure Authorized countersigning and dating the corresponding form of confirmation set forth below, and returning one fully countersigned original of this letter to us. After collecting the image interpretation data of multi-period land use of the Wanjiang City Belt, this work studies the characteristics of construction land change patterns since 1995. The driving mechanism was also analyzed based on the GIS platform, land use transfer matrix, expansion intensity index, hotspot analysis, and mathematical statistics. The results showed that: (1) From 1995 to 2015, the urban land and other construction lands in the Wanjiang City Belt have increased, but the rural residential areas decreased in 2010- 2015. The three types of lands had the most significant changes in 2005-2010, and the other construction land was particularly prominent.
