Dear Mr. Aksit,

Kim Engineering, Inc. (KEI) is pleased to submit our Geotechnical Engineering Report for the above referenced project.

Total fifty (50) of soil test boring for South Kent Island Sewer Mains was planned at the proposed locations. In stage of Phase I, Kim Engineering, Inc. (KEI) had been requested to perform twenty-one (21) soil borings at the predetermined soil boring locations. Sequently, KEI submitted the Geotechnical Engineering Report for Phase I on December 16, 2015.

In February 2016, KEI has been requested to perform additional soil borings for Phase II. Total ten (10) additional soil borings were performed on March 10 through 11, 2016. The soil test borings for both Phase I and II were located and staked-out by the client, Hazen and Sawyer, PC prior to our field work.

The purposes of the study were to define the subsurface conditions in the areas of and to the depths of the test borings. To accomplish this, the following scope of services was performed:

A. Reviewed and summarized available geologic and subsurface information relative to the project site. B. Executed a subsurface exploration program that consists of the requested ten (10) standard penetration test (SPT) borings within the proposed sewer main areas defined by our Client.

C. Borings were backfilled upon completion using Maryland CR-6 stone. They were topped off with a compacted lift of cold patch commensurate with existing pavement cross section but at least 4-inch-thick. D. Performed laboratory tests of moisture content, gradation, Atterberg limits, and Standard Proctor. E. Evaluated the test borings and corresponding laboratory test results. F. Submit this report that summarizes our work and provides the above information including copies of test borings logs and the laboratory test results.

Services with respect to surveying for line and grade, specific dewatering recommendations, environmental matters, foundations, stormwater management, temporary slopes, retaining walls, seepage analysis, slope stability, erosion control, cost or quantity estimates, plans, specifications, and construction observation and testing were not included in the scope of services.

Mr. Todd Reitz, our Project Geologist, managed this project and performed engineering analyses on soil classification, laboratory testing, and preparation of this report.

INTRODUCTION

Kim Engineering, Inc. (KEI) has completed the subsurface exploration and geotechnical engineering study for the South Kent Island Sewer Main Replacement project. Based on our review of the information provided by Hazen and Sawyer, PC, it is understood that the proposed construction includes new sewer main placement. The proposed sewer line will be constructed along county streets in South Kent Island Estates 1, 2 and Romancoke Section, Queen Anne’s County, Maryland. Site Location Plan and Site Vicinity Plan are included in Appendix A.

The geotechnical exploration program includes fifty (50) standard penetration test (SPT) borings. The SPT borings are performed in two phases. Twenty-one (21) soil test borings were executed in Phase I. Ten (10) additional soil test borings were performed in Phase II.

In addition to the Phase I study performed in last December, 2015, this report presents the Phase II study of the project including ten (10) additional SPT borings, soil laboratory testing, and report preparation of geotechnical study.

SCOPE OF WORK

The objectives of this study were to determine the physical and geotechnical engineering characteristics of the subsurface soils at the site and to evaluate those subsurface conditions with respect to the proposed development of the property. More specifically, the subsurface exploration and analyses were performed to:

 Identify and evaluate the various types of soil and groundwater conditions at the site;  Assess the suitability and engineering application of these soils during the construction phase of the project required for the sewer main replacement;  Provide general construction guidelines for site grading and earthwork activities, which include the suitability of on-site, borrow material, the control of groundwater, and the placement of structural fill;  Discuss relevant geotechnical concerns encountered or noted during our presence on site that may influence the proposed development.  Provide geotechnical engineering recommendations for the excavation

The scope of our work includes a review of the field test results obtained during the subsurface investigation; a site reconnaissance by our engineering staff, and the preparation of the geotechnical engineering report. This report summarizes the findings of our field test results and presents our recommendations for the proposed development of the property.

SUBSURFACE INVESTIGATION

Soil Test Borings To establish an approximation of the subsurface conditions at the project site, soil test borings were drilled to various depths of 4 to 9 feet within the proposed sewer line construction areas. The approximate locations of the soil test borings are presented in the Boring Location Plan of Appendix A.

The borings were advanced with hollow-stem augers, and samples generally were obtained at predetermined intervals of 2.5 feet. Samples were taken by driving a 1-3/8 inch I. D. (2 inch O. D.) split-spoon sampler in accordance with ASTM D-1586 specifications. The sampler was first seated 6 inches, to penetrate any loose cuttings, then driven an additional foot with blows of a 140-pound hammer falling 30 inches. The number of hammer blows required for driving the sampler the final foot is often designated as the “Penetration Resistance” or “N” value.

Samples of the subsurface materials were examined by a Geotechnical Engineer and visually classified in accordance with the Unified Soils Classification System. The estimated Unified Soil Classification Symbols and a description of the materials encountered appear on the Records of Subsurface Exploration contained in Appendix B. The results of the test borings are also presented in Appendix B.

Geology The Geological Map of Maryland relating to the location of this project site was used to determine the historical geologic interpretation of the subsurface conditions. As indicated by the map, the site is located in Coastal Plain Rocks and Sediments, formed in the Quaternary Period. The natural soils at this site consist of gravel, sand, silt and clay; medium to coarse grained sand and gravel; cobbles and boulders near base; commonly contains reworked Eocene glauconite; varicolored silts and clays; brown to dark gray lignitic silty clay; contains estuarine to marine fauna in some areas; thickness 0 to 150 feet.

General Stratification Based on the results of our field investigation, the geologic profile was observed to be generally consistent with the published geologic data. Approximately, a 2.0- 4.0-inch asphalt pavement followed by various thickness of base course material was encountered in the pavement corings. described as a distinct soil stratum. The stratum is characterized based on the laboratory test results for the grain-size distribution, plasticity, color, texture, and natural moisture content.

Attempts have been made to group the soils into distinctive strata. The variations identified, as discontinuities within the individual strata should be anticipated across the site. Therefore, it is important to note that the stratifications of the soil profiles in the boring logs represent the approximate boundaries between the different layers. More comprehensive descriptions of the materials encountered are included on the attached test boring logs. The subsurface investigation indicated that the following generalized strata underlie the site to the depths investigated:

Stratum A: Coarse Grained Soil Brown to light brown, orange-brown and grey, moist, very loose to dense clayey SAND (SC), silty SAND (SM), poorly graded SAND (SP) and poorly graded SAND with silt (SP-SM) were encountered in test borings B-1, B-2, B-4, B-5, B-8, B-10, B-11, B-14, B-15, B-15A, B-16, B-21, B-22, B-24, B-25, B-26, B-28, B-34, B-41, B-42 and B-43. This naturally occurring soil was encountered underlying surface materials. This stratum extended to the termination depths. The relative density of this stratum was determined by performing standard penetration tests. Standard Penetration Resistance (N-Value) of this material ranged generally from 4 to 38 blows per foot.

Stratum B: Fine Grained Soil Dark brown to grey, moist to wet, soft to hard organic SILT (OL), sandy SILT (ML), sandy LEAN CLAY (CL) and FAT CLAY (CH) were encountered in test borings B-13, B-23, B-26, B-27, B-30, B-32, B-35, B- 36, B-37, B-38 and B-42. This naturally occurring soil was encountered underlying surface materials or interbedded with the layers of Stratum A. The relative density of this stratum was determined by performing standard penetration tests. Standard Penetration Resistance (N-Value) of this material ranged generally from 5 to 49 blows per foot.

Groundwater Conditions Groundwater observations were performed at the test boring locations. Groundwater level readings were recorded during the drilling process and at the end of the drilling operation. No groundwater was encountered in the borings during the drilling operation or the end of the drilling operation.

Groundwater level readings are considered to be reliable indication of the water levels at the time indicated. Fluctuations of groundwater levels, as well as perched water, may be expected with variations in precipitation, evaporation, surface runoff, and related factors.

Soil Laboratory Testing Soil laboratory testing was performed on jar soil samples obtained from selected test borings for soil classification and determination of the moisture content. All tests were performed in accordance with ASTM standards. The tests that were performed and the associated ASTM methods are presented below:

GEOTECHNICAL RECOMMENDATIONS

Our recommendations provide general construction guidelines for site grading and earthwork activities, which include excavations for underground site utilities, as well as the preparation of roadway subgrade.

Suitability of On-site Materials The natural on-site coarse-grained material encountered in the borings generally consists of silty SAND (SM), poorly graded SAND (SP), and poorly graded SAND with silt (SP-SM). In order to find out the suitability of the natural on-site coarse- grained soils of Stratum A, on-site materials shall meet the general requirements outlined below.

All borrow material, whether on-site or imported from an off-site source, shall be tested for suitability and quality prior to its use as fill or backfill. The material shall be tested to determine particle gradation, plasticity and maximum dry density. The following standard tests shall be performed to determine the above properties of all borrow material used as structural fill:

Structural fill material shall consist of quality, free of organic, low plasticity soil that classify as GW, GP, GM, GC, SW, SP, SC or SM in accordance with ASTM D- 2487. and meet the suitability requirements stated in IBC 2012 Section 1803.5.3 Expansive Soils.

Structural fill may consist of soils that classify as sandy silt (ML) provided that the material meets the aforementioned requirements. All fill material shall be free of ice, snow, topsoil, trash, construction debris, rock sizes greater than 4 inches, or other deleterious material.

The pure nature of high plasticity soils (CH/MH), Stratum B is considered unsuitable to be used as fill or backfill material.

Fill Placement and Testing Fill materials for the proposed sanitary sewer replacement should be placed according to the following:

For backfill placed around the sewer line, a 2-inch layer below and 6-inch above the top of any pipe shall be placed with rock-free soil. Backfill from 6-inch above the top of any conduit to final grade shall be suitable backfill soils containing no large rocks.

Backfill material shall be placed in no greater than 6-inch loose lifts and compacted with a hand held tamper to at least 95% of the maximum dry density as determined in accordance with specifications set forth in ASTM D-698 (Standard Proctor). Use selected backfill material of optimum moisture content.

The moisture content of the compacted fill soils shall be within 3 percentage points of the optimum moisture of the material. Granular soils (i.e. SM or more granular soils) at road subgrade shall be compacted with a smooth drum vibratory roller or rubber tired compactors. Cohesive soils should be compacted with a sheepfoot roller.

To ensure proper compaction efforts, field density determinations shall be performed in accordance with specifications set forth in ASTM D 6398 (nuclear method) or D 1556 (sand cone method). Compaction tests shall be performed on every lift of fill placed as indicated above. These tests shall be performed at a minimum frequency of 3 tests for every 500 feet along the alignment of site utilities and roadway fill and 2 tests for every lift of fill placed for any proposed structure.

In a dry and undisturbed state, the upper 2 foot of the majority of the soil at the site will provide fair sub-grade support for fill placement and construction Geotechnical Service Report Page 7 South Kent Island Sewer Mains March 29, 2016 Queen Anne’s County, Maryland Project No. G15067

operations. However, when wet, these soils will degrade quickly with disturbance from construction operations and will be difficult to place fill on. Therefore, the surface of the site should be kept properly graded in order to enhance drainage of the surface water away from the roadway areas during the construction phase.

We recommend that an attempt be made to enhance the natural drainage without interrupting its overall pattern. Trenching operations should also be carried out as necessary to intercept water on the uphill side of the site and direct it into permanent water or storm flow lines prior to initiation of general grading operations. All earthworks should be monitored on a full-time basis by a qualified inspector, acting under the guidance of a Professional Engineer, registered in the State of Maryland.

Underground Site Utilities We anticipate that conventional earth-moving equipment will be suitable for the excavation of the on-site soils. We expect that perched groundwater will be encountered during trench excavations, particularly in low-lying areas of the site. Temporary dewatering methods may consist of ditching or sump pits and continuous pumping.

Temporary excavations greater than 4 feet should be properly shored or sloped away from the excavation with a minimum grade of 1.5H:1V. If sloping of temporary trenches and pits is not desired, then trench boxes should be utilized. All excavations should be performed in accordance with the current OSHA or designated regulations.

Pavement Subgrade Preparation The subgrade for paved areas within the right-of-way of roadways, including curbs and sidewalks, shall consist of low plasticity soils of Strata A or new compacted structural fill.

If silt and clay type soils having liquid limit of 40 or more and plasticity index values equal or greater 15, respectively, are encountered at proposed subgrade elevations for roadways, curbs, and sidewalks, these materials should be undercut to a minimum depth of 2 feet below pavement subgrade and replaced with properly compacted structural fill.

As the engineering characteristics of the on-site soils vary throughout the site, CBR tests should be performed within the proposed pavement areas at the time of construction in order to permit proper pavement design. and construction methods should comply with the current MDOT specifications. The construction of roadway embankment and pavement materials shall comply with the requirements and specifications of the Maryland Department of Transportation.

Prior to placement of subbase stone, the subgrade shall be proof-rolled with a loaded dump truck to detect any soft, yielding or high plasticity soils. Unstable areas should be undercut and replaced with properly compacted controlled fill. The fill required for subgrade shall be compacted per requirements outlined in Fill Placement and Testing section of this report.

CLOSING REMARKS

Additional Services We recommend that quality control testing and geotechnical engineering consulting services be provided during the construction phase of this project. These services shall include:

1. Observe undercutting of unsuitable soils and inspect the subgrade in sanitary sewer replacement areas; 2. Perform laboratory testing of material proposed for use as structural fill; 3. Perform compaction testing during the placement of approved structural fill material;

These inspections and field-testing services shall be performed by a qualified soil inspector under the supervision of a Maryland-registered professional engineer. KEI will be pleased to furnish these and other services during the design and construction phases of the project.

Qualifications This report has been prepared to aid in the evaluation of the subsurface conditions in the areas of and to the depths of the test borings. The analysis is, of necessity, based on the information made available to us at the time of the actual writing of the report and the on-site conditions, surface and subsurface, which existed at the time the exploratory test borings were drilled. Subsurface conditions may be encountered which differ from those reported herein.

Due to the fact that our study is only for planning and design guideline purposes, potential contractors should be encouraged to conduct their own individually tailored studies. The studies would assess soil compositions and moisture conditions, excavation slope gradients, and ground water/perched water levels and conditions. and planning purposes, and may not be sufficiently comprehensive for bid preparation purposes.
