(De Beers, Or the Proponent) Has Identified a Diamond
VICTOR DIAMOND PROJECT Comprehensive Study Report 1.0 INTRODUCTION 1.1 Project Overview and Background De Beers Canada Inc. (De Beers, or the Proponent) has identified a diamond resource, approximately 90 km west of the First Nation community of Attawapiskat, within the James Bay Lowlands of Ontario, (Figure 1-1). The resource consists of two kimberlite (diamond bearing ore) pipes, referred to as Victor Main and Victor Southwest. The proposed development is called the Victor Diamond Project. Appendix A is a corporate profile of De Beers, provided by the Proponent. Advanced exploration activities were carried out at the Victor site during 2000 and 2001, during which time approximately 10,000 tonnes of kimberlite were recovered from surface trenching and large diameter drilling, for on-site testing. An 80-person camp was established, along with a sample processing plant, and a winter airstrip to support the program. Desktop (2001), Prefeasibility (2002) and Feasibility (2003) engineering studies have been carried out, indicating to De Beers that the Victor Diamond Project (VDP) is technically feasible and economically viable. The resource is valued at 28.5 Mt, containing an estimated 6.5 million carats of diamonds. De Beers’ current mineral claims in the vicinity of the Victor site are shown on Figure 1-2. The Proponent’s project plan provides for the development of an open pit mine with on-site ore processing. Mining and processing will be carried out at an approximate ore throughput of 2.5 million tonnes/year (2.5 Mt/a), or about 7,000 tonnes/day. Associated project infrastructure linking the Victor site to Attawapiskat include the existing south winter road and a proposed 115 kV transmission line, and possibly a small barge landing area to be constructed in Attawapiskat for use during the project construction phase. -

March 6, 2019 The Hon. Seamus O’Regan Minister of Indigenous Services House of Commons Ottawa, ON K1A 0A6 Dear Minister O’Regan, Like most Canadians, the members of the Canadian Paediatric Society (CPS) were shocked and saddened to learn about the health and housing crisis in Cat Lake First Nation, which prompted a call for emergency assistance last month. The physical illnesses experienced by the children and families of Cat Lake First Nation, including respiratory and skin problems, are the visible consequences of poor housing. Such conditions are both preventable and unacceptable in our resource-rich country. They also have both immediate and long- term health consequences, including compromising children’s mental, developmental and social health. Inadequate housing has been linked with an increased risk for asthma, injury, and exposure to health hazards. Overcrowding is associated with a wider and faster spread of communicable diseases, such as lower respiratory tract infections and gastroenteritis. Children and youth living in crowded housing conditions also experience more mental health difficulties and problems in schools. We commend your swift action and commitment to invest in housing for Cat Lake as outlined in your interim framework agreement with First Nations leaders, including Cat Lake Chief Matthew Keewaykapow. However, we believe this agreement does not go nearly far enough. Like all children in Canada, the children of Cat Lake have a right to healthy home environments where they can live, play, and grow. The consequences of failing to meet this basic need are both acute and chronic, and will affect their current health and future life chances. -

Notice of applications Transmission lines 80L and 716L decommission and salvage AltaLink Management Ltd. has filed applications to decommission and salvage transmission lines 80L and 716L in the Lacombe, Ponoka and Wetaskiwin areas Proceeding 25140 Applications 25140-A001 to 25140-A004 The Alberta Utilities Commission (AUC), the independent utilities regulator, will be considering the decommissioning and salvage applications in Proceeding 25140. If you feel you may be affected by these applications you can provide input to the AUC to review before it makes its decision. Written submissions are due January 24, 2020. AltaLink Management Ltd. has applied to decommission and salvage all of the remaining portions of transmission lines 80L and 716L between the West Lacombe 958S Substation and the Wetaskiwin 40S Substation located in Lacombe County, Ponoka County, the County of Wetaskiwin, the city of Wetaskiwin, Indian Reserve No. 138 (Ermineskin Cree Nation) and Indian Reserve No. 137 (Samson Cree Nation). AltaLink has also applied to alter the existing Wetaskiwin 40S Substation. The need for the decommission and salvage was approved by the Commission in Decision 2012-098, for the Red Deer Region Transmission Development. The West Lacombe 958S Substation was approved for salvage in Decision 23599-D01-2018, for the West Lacombe 958S Substation Salvage. The attached map identifies the affected sections of transmission lines 80L and 716L and the location of the substations. This is sometimes blamed on funding dispar- ities. This study provides a fact-based evaluation of the oft-heard claims that spending on Canada’s aboriginal population is not comparable to spending on other Canadians. It examines actual spending on aboriginal Canadians using data from the federal department of Indigenous and Northern Affairs Canada, Health Canada, and provincial governments, sources where aborig- inal spending was clearly identified in the public accounts. Indigenous and Northern Affairs Canada (INAC) The data used to compare INAC spending on aboriginal matters with total federal program spending runs from 1946/47 through 2013/14. Per-person comparisons date from 1949/50. The increase in spending on Canada’s aboriginal peoples has been sig- nificant. In real terms, total department spending on Canada’s aboriginal peoples rose from $82 million annually in 1946/47 to over $7.9 billion in 2013/14 (all figures in this report are inflation-adjusted to 2015 dollars). -

The contemporary written docu- mentation about them has come from one side of the treaty process. Historians add information from such disciplines as First Nations Tradi- tional Knowledge and Oral History to draw as complete a picture as possible. Now, we have an additional source of written contemporary information, Chief Pasqua’s recently rediscovered pictographs showing the nature of Treaty Four and its initial implementation. Pasqua’s ac- count, as contextualized here, adds significantly to our knowledge of the western numbered treaty process. The pictographs give voice to Chief Pasqua’s knowledge. 2018 - 2019 WELCOME TO Cat Lake First Nation booshoo 1 Cat Lake Nation First Dear Teachers, Welcome to Cat Lake First Nation! We are very happy that you have decided to come and teach in our community. Cat Lake is a proud Ojibway community, located, as you might have guessed from the name, on the edge of a lake. The land around us is beautiful. You will have the opportunity to explore its beauty during your time with us, both during school hours and in your free time. We are very proud of our new school. Since its opening, students have come back and shown a renewed interest for their education. We hope you will fuel this interest by teaching dynamic classes and also investing yourself outside of classes, organising extracurricular activities that will bring students to discover new interests and talents. We hope you will settle in well to the community. Take the time to get to know people inside and outside of the school, and you will start to feel at home. If you have any problems, please speak to your principal, who will help you try to resolve these issues. We ask that you not go to the band council with your problems, but rather follow the correct protocol by talking to the education leadership.
