REQUEST FOR PROPOSALS Archuleta County Detention Center

FEBRUARY 25, 2019 “The word I would use to define each of these projects is “collaborative.” Whereas construction can also be a difficult process, their firm was a valued partner to the County. The Gunnison community has been improved by these facilities, and I am extremely grateful to the project teams which made them a reality. I would highly recommend GE Johnson to any county or city seeking a true ally in the completion of a public facility.”

RE: Request For Qualifications|Proposals - Archuleta County Detention Center

Dear Mr. Schulte, Mr. Ash and selection committee:

GE Johnson has been honored to play a role in building Archuleta County. Our participation in three projects in Pagosa Springs and our current leadership on a project at Pagosa Springs High School has deepened our passion for this region and spurred our desire to improve the lives of your residents. Every project we have undertaken in your county has proven to be an opportunity to enrich the community we care about.

GE Johnson has also had the privilege of investing in Pagosa Springs through our participation in community service work. We are therefore honored to further support you and the mission of the Archuleta County Detention Center in protecting and serving citizens by submitting the following proposal.

The construction of a new Detention Center and Law Enforcement Office is a project that will require detailed planning. With more than five decades of construction experience and strong relationships in the Archuleta County market, GE Johnson is dedicated to leading your project with the best people and ideas. Our record for safe, on-time, on-budget delivery leads the industry.

The team we have hand-selected for your project is comprised of outstanding professionals who have worked successfully in and around your community and who bring with them an unmatched wealth of knowledge and experience in the construction of government facilities. Senior Project Manager Gerry Snyder, Superintendent Tyler Baker, and Preconstruction Manager Michelle Groscost were all members of the team responsible for the successful delivery of the Gunnison County Jail and Courthouse. Construction Executive Michael Conley brings to the team his extensive experience constructing correctional and detention facilities. These key members will lead a team that that thrives on fast-track projects, understands appropriate lead times for materials, and excels at building in southern Colorado.

As you will see in our proposal, our success hinges on our collaborative approach. We have found that the key to every project is communication – clear, transparent, open-book communication from start to finish. We are committed to listening to your vision, understanding your concerns, and working together with you to discover innovative solutions to every challenge.

From our extensive expertise in preconstruction, through our excellent construction and closeout process, our goal is to meet and exceed your expectations. GE Johnson has the skills, the team, the resources, and the keen knowledge of mountain building necessary to make your project a tremendous success. Partnering with you, we aim to serve the people of Archuleta County by providing the finest construction services possible.

Thank you for considering our proposal. We look forward to progressing in your qualification process and becoming your contractor of choice. If you have any questions or require additional information, please do not hesitate to contact me.

Sincerely, GE Johnson Construction Company

Michael Conley Construction Executive

COMPLETION DATE May 2016

CONSTRUCTION COST $13M PROJECT DESCRIPTION GE Johnson completed the original construction of the Pagosa Springs Medical Center in 2008, bringing much-needed critical access patient care to the citizens of Archuleta County. Continuing upon our success, GE Johnson was selected for a two-story addition to the campus with a large connecting link from the existing hospital. Work was divided into two phases, with the first adding more than 23,000 square feet of new space. Phase 2 was added during the course of construction and called for the interior renovation of more than 8,000 square feet within the hospital’s existing space. GE Johnson was also called upon to complete various sitework elements including new parking configurations and enhancements to the landscaping on site. Funding the project was a complex process, and extended the preconstruction phase of the project to more than 18 months while the hospital sought project dollars from a variety of sources. Initially, the project sought funding via a USDA guaranteed loan; GE Johnson worked alongside the hospital to fulfill USDA requirements and produce accurate pricing materials. When the hospital decided to pursue alternative funding sources, GE Johnson remained committed to providing preconstruction services throughout the process. COMPLETION DATE Planned completion date: November 2020

CONSTRUCTION COST $136M PROJECT DESCRIPTION The Vail Health East Wing Expansion project involves the demolition of the original circa-1967 clinic and the removal of an above-ground parking structure that GE Johnson constructed into a hillside just south of the Interstate 70 frontage road in 1990. The demolition process will enable the construction of a new central utility plant, loading dock and six-story underground parking garage. By lowering the new parking garage an additional 30’ into the ground, the structure will expand to accommodate increased parking demand. Additionally, new hospital facilities will be built on top of the garage to address the space requirements of growing medical treatment programs. A grand front entryway will be featured along the I-70 Frontage Road to improve patient access to Vail Health. Vail Health’s helicopter pad will also be relocated to the top of the new garage. The relocation of the pad site north of the Frontage Road eliminates the road closures and ambulance transports that are required when the current helicopter pad is in use.

COMPLETION DATE Planned completion date: December 2020

CONSTRUCTION COST $56M PROJECT DESCRIPTION Replacing the existing visitors center, the Pikes Peak Summit Complex is the highest, ongoing construction site in North America. Constructing this challenging project will create a facility that takes advantage of the inspiring views and natural beauty of Pikes Peak, also known as America’s Mountain. Each year, more than 600,000 people visit the summit of Pikes Peak, which sits 14,115 feet above sea level. The new facility is designed so that visitors can focus on the beauty, richness, and scenery of America’s Mountain, with multi-media exhibits to tell the story and history of the mountain and enhance the visitor experience.

When completed, the Summit Complex will fulfill the Living Building Challenge (LBC) – a certification program that goes beyond LEED standards, raising the bar to “define the most advanced measure of sustainability in the build environment.” This will require a strong partnership between the City of Colorado Springs, the RTA design team, GE Johnson, and all of the subcontractors. Though the Living Building Challenge compounds the already immense challenges inherent in this project and its location, it is a testimony to the commitment GE Johnson has to the responsible stewardship of natural resources.
