Fishing Fleet Profiles 2011 Addendum Fishing Fleet Profiles 2011 Addendum This is an addendum to the Fishing Fleet Profiles report published in April, 2012. This addendum profiles the same fleets, but examines catch data and vessel registration data from vessels that participated in the 2011 federal fisheries of groundfish, crab, halibut, and scallops and assigns vessels to fleets accordingly. One notable fleet change occurred, the Amendment 80 fleet was updated to exclude Catcher Vessels delivering to Amendment 80 vessels. In the original 2010 report the Catcher Vessels delivering to Amendment 80 vessels were included in the fleet. Similar to the original Fishing Fleet Profiles report, the purpose is to provide the public with readily available and accessible information about the fishing fleets prosecuting federally managed fisheries off Alaska. The original document as well as information on the management of fleets and fisheries is accessible via the North Pacific Fishery Management Council’s website, www.alaskafisheries.noaa.gov/npfmc.     Does Climate Change Bolster the Case for Fishery Reform in Asia? Christopher Costello∗ I examine the estimated economic, ecological, and food security effects of future fishery management reform in Asia. Without climate change, most Asian fisheries stand to gain substantially from reforms. Optimizing fishery management could increase catch by 24% and profit by 34% over business- as-usual management. These benefits arise from fishing some stocks more conservatively and others more aggressively. Although climate change is expected to reduce carrying capacity in 55% of Asian fisheries, I find that under climate change large benefits from fishery management reform are maintained, though these benefits are heterogeneous. The case for reform remains strong for both catch and profit, though these numbers are slightly lower than in the no-climate change case. These results suggest that, to maximize economic output and food security, Asian fisheries will benefit substantially from the transition to catch shares or other economically rational fishery management institutions, despite the looming effects of climate change. High governance, wealthy economies have largely adopted output controls or various forms of catch shares, which has helped fisheries in these economies overcome inefficiencies arising from overfishing (Worm et al. 2009) and capital stuffing (Homans and Wilen 1997), and allowed them to turn the corner toward sustainability (Costello, Gaines, and Lynham 2008) and profitability (Costello et al. 2016). But the world’s largest fishing region, Asia, has instead largely pursued open access and input controls, achieving less long-run fishery management success (World Bank 2017).

Summary The Government established the Committee on Sustainable Fisheries (the Committee) in late December 2006 to study the long term directions and goals as well as feasible options and strategy for the sustainable development of the local fisheries industry. The results of the study will be submitted to the Food and Health Bureau for consideration. 2. Following careful consideration of the situations of the international and local fisheries industries, as well as the contributions of the local fisheries industry to Hong Kong’s economy and society, the Committee agrees that the local fisheries industry has changed in tandem with Hong Kong’s economic development. However, the local fisheries industry, as an important local cultural asset with a long history, is sufficiently valuable and has potential for sustainable development. 3. The goals of the sustainable development of the fisheries industry are to enable fishermen and fish farmers to achieve self-reliance, help them maintain their own livelihoods and cope with the changing business operating environment, provide job opportunities to the fisheries community and ensure the supply of fresh and quality fisheries products to Hong Kong people. Meanwhile, our society will benefit from a sustainable fisheries industry, as it will help establish and maintain a marine ecological environment that is abundant in resources and can be passed on to our future generations.

Of the eight Sisters, we have peered into the lives of Sister Mary of Lourdes (Bernadette) Vetter, Sister Honora McAndrew, Sister Claire (Mary Pius) Young, Sister Ann (Mary Patrick) McManamon, and Sister Rose (Mary Aquinas) Schaffer. Our discussion today features Sister Carol Anne Smith. In the coming months, we will look at the lives of Sister Carolyn Marshall and Sister Mary Pat Cook. Sister Carol Anne was called to lead Magnificat as principal from 1981-1988 and again as president from 2007-2013. As we consider her life and service to Magnificat in this article, we will see that, under her leadership, Magnificat flourished. Sister Carol Anne requested specifically that whatever is described as accomplishments during her terms in leadership at Magnificat be credited was well to those who made the accomplishments possible. These include the faculty and staff, colleagues in administration, Fathers’ and Mother’s Club leaders and members, Advisory Board members and Board of Trustees members, benefactors, alumnae, Sisters of the Humility of Mary and, with love, our school’s always and beautiful students. This led them to an absorption with the Jewish creation myths in Genesis, which they obsessively reinterpreted to formulate allegorical explanations of how humans ended up trapped in the world of matter. The basic Gnostic story, which varied in details from teacher to teacher, was this: In the beginning there was an unknowable, immaterial, and invisible God, sometimes called the Father of All and sometimes by other names. “He” was neither male nor female, and was composed of an implicitly finite amount of a living nonphysical substance. Surrounding this God was a great empty region called the Pleroma (the fullness). Beyond the Pleroma lay empty space. The God acted to fill the Pleroma through a series of emanations, a squeezing off of small portions of his/its nonphysical energetic divine material. In most accounts there are thirty emanations in fifteen complementary pairs, each getting slightly less of the divine material and therefore being slightly weaker. The emanations are called Aeons (eternities) and are mostly named personifications in Greek of abstract ideas.

It provides methods for profiling fishing fleets according to the available data and different management needs. Its aim is to provide a practical guide which makes these methods easily accessible, and which demonstrates the principles underlying the different standard techniques for profiling fishing fleets without claiming to eliminate the need for expert statistical analysis of complex multivariate data sets. The methods presented are of specific interest to technical staff in Fisheries Departments and those responsible for the collection and analysis of data on fishery resources and fleets. This work is based on experiences profiling different fishing fleets, notably the Moroccan coastal fishery and the artisanal fishery of Senegal, as well as numerous studies carried out by Ifremer on French fisheries.
