Executive Summary Executive Summary 0.0 Integrated National Waterways Transportation Grid study is undertaken with an aim to link all National Waterways (viz., River Ganga from Haldia to Allahabad (NW‐1: 1620 km), River Brahmaputra from Dhubri to Sadiya (NW‐2: 891 km), West Coast Canal from Kottapuram to Kollam with Udyogmandal and Champakara Canals (NW‐3: 205 km), Kakinada – Puducherry stretch of canals with River Godavari and River Krishna (NW‐4: 1078 km), East Coast Canal with River Brahmani and River Mahanadi’s delta (NW‐5: 588 km), River Barak between Lakhipur and Bhanga (proposed NW‐6: 121 km)) to National/ State Highways, Railways and Sea Ports so that all these waterways become an integral part of the total transportation grid. With this objective, Phase‐1 study had been carried out which had recommended 27 potential terminal locations on six National Waterways, for development of effective Inter‐modal National Waterways Transportation Grid. These identified potential terminals are required to be properly connected by 2 lane road to the nearby State or National Highways and also at least single lane broad gauge rail connectivity to be established to nearby rail‐heads, wherever feasible. 0.1 Based on the recommendations and the broad consultation on the planned Phase‐I study of National Waterway Grid connectivity with the States and other Departments related to Roads, Railways and Ports, it was decided that the individual projects would be developed with the detailed project reports and financing options. Further, it was suggested to take up four more terminals viz., Allahabad and Sahebganj on NW‐1, Dhamra and Kalinganagar on NW‐5, in view of their potential connectivity to hinterland.

The river is severely braided with no permanent bank line and varies its width by 1.2 km to 18 km. During the monsoon season it follows several tortuous braided paths to dissipate its enormous energy. The river changes its braided planform in response to seasonal water and sediment waves and makes its morphology extremely complex. This is the first of the three Multi Modal Terminals and two Inter Modal Terminals being constructed on the river. The MMTs are being built as part of the Government’s Jal Marg Vikas project that aims to develop the stretch of River Ganga between Varanasi to Haldi for navigation of large vessels upto1500-2000 tonnes weight, by maintaining a drought of 2-3 metres in this stretch of the river and setting up other systems required for safe navigation. The objective is to promote inland waterways as a cheaper and more environment friendly means of transport, especially for cargo movement. Inland Waterways Authority of India (IWAI) is the project Implementing Agency The Jal Marg Vikas Project (JMVP) is being implemented on the Haldia-Varanasi stretch of National Waterway-1 (NW-1) with the technical assistance and investment support of the World Bank, at an estimated cost of Rs. 5,369.18 crores (USD 800 million, of which USD 375 is IBRD loan) on a 50:50 sharing basis between Government of India and the World Bank. The project entails construction of 3 multimodal terminals (Varanasi, Sahibganj and Haldia); 2 intermodal terminals; 5 Roll On – Roll Off (Ro-Ro) terminal pairs; new navigation lock at Farakka; assured depth dredging; integrated vessel repair & maintenance facility, Differential Global Positioning System (DGPS), River Information System (RIS), river training & river conservancy works.

Therefore, it was very important to undertake a detail study on the species from the conservation point of view in the entire river system within Assam, based on which site and factor specific conservation actions would be worthwhile. However, getting the sponsorship to conduct this task in a huge geographical area of about 56,000 sq. km. itself was a great problem.
