GOVERNMENT OF INDIA SHIPPING LOK SABHA UNSTARRED QUESTION NO:9 ANSWERED ON:01.08.2011 INLAND WATER PORTS Premajibhai Dr. Solanki Kiritbhai Will the Minister of SHIPPING be pleased to state: (a) whether the Government has any proposal for development of all the inland water ports in the country including West Bengal, Andhra Pradesh and Gujarat in view of their present conditions; (b) if so, the details of action plan chalked out and the amount to be invested, port-wise and enhanced capacity of the ports: and (c) if not, the reasons therefor? Answer MINISTER OF THE STATE IN THE MINISTRY OF SHIPPING (SHRI MUKUL ROY) (a) to (c): Inland Waterways Authority of India (IWAI) develops inland water ports/terminals only on National Waterways. Since there is no National Waterway in the State of Gujarat, question of developing any inland water port there by IWAI does not arise. The National Waterway-1 i.e. the Ganga-Bhagirathi-Hooghly river system between Haldia and Allahabad and the National Waterway-5 i.e. the East Coast Canal with Brahmani river and Mahanadi delta have some portion in West Bengal, while the National Waterway-4 i.e. the Kakinada-Puducherry stretch of canals along with rivers Godavari and Krishna has some portion in the State of Andhra Pradesh. As regards West Bengal, construction of an inland water terminal at GR Jetty-2 in Kolkata is in progress at an estimated cost of Rs 38.47 Cr. Floating terminals have also been provided at Haldia, Kolkata (BISN & Botanical Garden), Shantipur, Katwa, Hajarduari and Farakka on National Waterway-1 in West Bengal. As regard development of ports on National Waterway 4 & 5, detailed project reports have been prepared but no funds are available for their development. .

Ministry of Shipping08-November, 2018 16:57 IST Prime Minister Shri Narendra Modi will dedicate to the nation the Multi Modal Terminal on River Ganga at Varanasi on 12th November PM will also receive India’s First Container Cargo being transported on an Inland Waterway Prime Minister Shri Narendra Modi will dedicate to the nation the newly constructed Multi Modal Terminal on River Ganga at Varanasi on Monday, the 12th of November, 2018. This is the first of the three Multi Modal Terminals and two Inter Modal Terminals being constructed on the river. The MMTs are being built as part of the Government’s Jal Marg Vikas project that aims to develop the stretch of River Ganga between Varanasi to Haldi for navigation of large vessels upto1500-2000 tonnes weight, by maintaining a drought of 2-3 metres in this stretch of the river and setting up other systems required for safe navigation. The objective is to promote inland waterways as a cheaper and more environment friendly means of transport, especially for cargo movement. Inland Waterways Authority of India (IWAI) is the project Implementing Agency The Jal Marg Vikas Project (JMVP) is being implemented on the Haldia-Varanasi stretch of National Waterway-1 (NW-1) with the technical assistance and investment support of the World Bank, at an estimated cost of Rs. 5,369.18 crores (USD 800 million, of which USD 375 is IBRD loan) on a 50:50 sharing basis between Government of India and the World Bank. The project entails construction of 3 multimodal terminals (Varanasi, Sahibganj and Haldia); 2 intermodal terminals; 5 Roll On – Roll Off (Ro-Ro) terminal pairs; new navigation lock at Farakka; assured depth dredging; integrated vessel repair & maintenance facility, Differential Global Positioning System (DGPS), River Information System (RIS), river training & river conservancy works.

A Series of Measures Taken by the Indian Government Has Enabled A
Seamless connectivity www.worldcommercereview.com A series of measures taken by the Indian government has enabled a seamless connectivity through inland water transport among BBIN countries. Bipul Chatterjee and Veena Vidyadharan consider the effects on the region roviding a much-required boost to the inland water transport sector in India, the world’s largest shipping firm, Maersk moved 16 containers along National Waterway 1 from Varanasi (Uttar Pradesh) to Kolkata (West Bengal) recently in February, 2019. As container cargo transport through waterways reduces logistics cost and allows easier modal shift, this is expected to be a major leap in redefining the transport narrative for not Pjust India but also for its neighbouring countries of Bangladesh, Bhutan and Nepal. A series of measures has been taken by the Government of India in the past few years to improve the logistics infrastructure in the country. This includes setting up of logistics parks, multimodal terminals, Sagarmala Project1, e-mobility solutions and infrastructural development of rail, road and waterways. Despite these initiatives, India’s rank dropped from 35th to 44 in the recently published World Bank’s Logistics Performance Index (2018). Similar decline was observed in the case of Nepal (144) Bangladesh (100) and Bhutan (149) compared to previous data of 2016. Though the fruitfulness of the reform measures will take time to realise, it is to be mentioned that the thrust to develop inland waterways for trade and transport got intensified lately after the declaration of National Waterways Act in 2016. India has an extensive network of rivers, lakes and canals, which if developed for shipping and navigation, can provide an efficient network of inland transportation. An optimal mix of road, rail and inland waterway transport will provide an efficient transport infrastructure that is flexible and cost-effective. The Government of India (the Government) wants to revive and promote the use of inland waterway transport and requested ADB technical assistance (TA). The Fact-finding Mission visited India from 22-30 April 2001 and reached an understanding with the Government on the goals, purpose, scope, implementation arrangements, cost, financing arrangements, and terms of reference. The TA is included in the 2002 TA program for India.1 II. ISSUES 2. Preliminary estimates prepared by the Government indicate that the capital cost of inland waterways in India is between 5-10 percent of the cost of constructing an equivalent 4- lane road or rail link.

The list of these National Waterways including inter- State NWs, State wise, is at Annexure-1. Out of these, 25 NWs are inter-state NWs. Their list is at Annexure-2. The details of projects initiated on National Waterways by the Inland Waterways Authority of India (IWAI) are as under: (i) National Waterway (NW)-1 (Ganga-Bhagirathi-Hooghly river system from Allahabad to Haldia) in Uttar Pradesh, Bihar, Jharkhand & West Bengal; NW-2 (River Brahmaputra from Dhubri to Sadiya) in Assam; NW-3 (West Coast Canal from Kottapuram to Kollam along with Udyogmandal and Champakara Canals) in Kerala, have already been developed with fairway navigational aids, jetties and terminals with mechanized equipment handling facilities for loading and unloading of cargo. These NWs are operational and vessels are plying on them. In addition, NW-10 (river Amba), NW-68 (river Mandovi), NW-73 (river Narmada), NW-83 (Rajpuri Creek), NW-85 (Revadanda Creek - Kundalika River System), NW-91 (Shastri river–Jaigad creek system), NW- 97 (Sunderbans Waterways), NW-100 (river Tapi) and NW-111 (river Zuari) are also operational.
