INTERVIEWER INSTRUCTIONS

1. Background

This is an important survey which is conducted for the Independent Television Commission (the ITC) and Broadcasting Standards Commission (BSC) about adults’ (aged 16+) attitudes towards television and the programmes on it. This survey has been conducted on an annual basis for around 20 year. BMRB International first conducted this survey last year. Fieldwork for this survey will be conducted in two waves in 2002. The first wave is in March/April with the second wave (using exactly the same questionnaire) being taking place in August/September. The survey itself covers areas such as what types of TV service the respondent has access to, whether ever offended by anything seen or heard on TV, who controls and regulates TV programming and advertising. In addition, questions on radio listening and internet usage are asked.

Since 99.9% of people watch television, most members of the public will be interested in the kind of subjects discussed in this questionnaire. The questionnaire is very much focused on asking for their opinions about television, and the report will be published, and findings fed back to the television companies.

We are carrying this survey out across the UK, but also boosting the number of interviews in Scotland, Wales & Northern Ireland.

2. Glossary of terms used

Below is a short glossary of some of the key terms used, which could be explained to the respondent if they are confused:

‰ Terrestrial: by terrestrial television we mean channels 1 through to 5 (i.e. BBC1 to Channel 5) ‰ Satellite: a television service from a satellite dish which is attached to the respondents house – the only company offering this service is Sky ‰ Cable: a television service through a cable into the house – supplied by companies such as NTL and Telewest ‰ Digital: Sky Digital, ON Digital (now known as ITV Digital) and a digital television service through a cable company ‰ Multi-channel TV: refers to satellite, cable and digital television as a group

The interview itself is to be introduced as a survey about adults’ attitudes towards television and the programmes that appear on it. Respondents need to have a television set or sets in their household. Please follow the wording used on the contact card and do not forget to mention that respondents will be given an incentive of £3 in vouchers for Marks & Spencer (more info later in these instructions).

Please do not disclose to the respondent that the research is commissioned by the ITC and BSC. If you do this may affect the answers the respondent gives at certain questions. If the respondents wishes to know who has commissioned the research you can tell them it is for a government agency and that you will able to reveal the name of the client AFTER the interview has been completed, if necessary.

9. Practice interview

Once you have got your interview, go to “Surveys” and choose the new survey. Before you go out interviewing, you should go through the interview on screen, keying in imaginary answers as a practice. The first question asks you whether this is a practice interview. You should type in ‘practice’ instead of the respondent’s name, address and telephone number at the classification part of the practice interview.

You must do a practice interview to familiarise yourself with the questionnaire, and to find out when prompt material is used.

10. The Questionnaire

The average interview should take about 45 minutes.

As previously mentioned, we can interview all adults aged 16 or over who have a television in their household.

One point to note is that there is a section of the questionnaire devoted to the concept of control and regulation of television programmes and advertisements. In this section the respondent is asked a number of unprompted questions about who controls or regulates television programmes and advertisements. Three of the possible answers the respondent may give are the ITC (Independent Television Commission), the BSC (Broadcasting Standards Commission) and the ASA (Advertising Standards Authority). If the respondent gives an answer such as “advertising standards people”, or “broadcasting standards people” these CAN be coded as appropriate even though the respondent has not given the full name.

After your day’s interviewing please complete your Daily Record and send it, and all your interviews, via your modem overnight. It is essential that you send back your Daily Record along with your completed interviews. After your first days interviewing it is worth ringing the area office and just checking that everything has gone through ok.
