The research was done under supervision of dr. ir. Frederic Ang, who is part of the Business Economics Group (BEC). This process started in September 2019 and finished in February 2020. The aim of this thesis was to analyze the efficiency levels of companies operating in the European postal sector, to indicate where improvements could be made. A comparison between the efficiency levels of private- and state-owned companies was of particular interest. The data was also plotted against time to investigate trends in the development of the efficiency levels. Studies on the Changing Postal Marketplace: Vol. 1 China’s Postal Services: Which Path Forward? Jessica Ciccone Adams and Don Soifer June 2014 EXECUTIVE SUMMARY T his report represents the first in a series examining the postal and delivery sectors of the world’s major economies. It focuses on China’s postal services, market dynamics and the extent to which the needs of household and business consumers are being met. China was selected as the first post to review due to its significant market presence and growing influence, with China Post revenue exceeding 97 billion yuan (US $15 billion), and delivering nearly 2.4 billion pieces during the first half of 2012. While China Post has realized significant growth in both postal and non-postal revenue, it has largely ignored trends that have characterized the reform strategies of other national posts. For example: • Service standards such as those published by postal operators in most industrialized countries do not exist for China Post, whose annual report instead publishes numbers of complaints received and the results of customer surveys on satisfaction and perceptions of improvement. • Regulation by an independent regulatory authority, with delineated separation between operational and regulatory responsibilities. • Draft regulations introduced in 2013 would impose new fees on private delivery operators, with no evident link to the proceeds contributing to either improvements in service quality or increased liberalization to expand consumer options. • Deregulation of the postal monopoly. Laws that create and protect postal monopolies have tended to result in decreased delivery performance and increased costs, to the detriment of the consumer. -

24 February 2015 CWU SUBMISSION TO OFCOM: ROYAL MAIL ACCESS PRICING REVIEW Introduction 1. The Communication Workers Union (CWU) is the largest trade union in the communications sector, representing over 200,000 workers in the postal, telecommunications and financial services industries. We are the recognised trade union for around 140,000 non-managerial staff at Royal Mail and are therefore an important stakeholder in the postal sector, speaking on behalf of our members both as workers within the industry and as users of postal services. We welcome this opportunity to respond to Ofcom’s Royal Mail Access Pricing Review and have tailored our response to respond to the consultation questions most relevant to our membership and on which we believe we are best placed to comment. Ofcom’s proposed amendments to zonal access pricing regulation 2. Ofcom is concerned that the existing Universal Service Provider (USP) access condition is not working as it envisioned in 2012 and may not promote efficiency, promote effective competition, and confer significant benefits on the users of postal services. It believes quick regulatory intervention is needed to reduce the risks to end-to-end competitors, such as Whistl, from the current pricing flexibility Royal Mail is afforded on zonal access mail. Ofcom says the current USP access condition allows Royal Mail to distinguish between different types of operator and introduce very significant year-on-year changes in access charges. It is concerned at the uncertainty and disruption this presents to access operators. 3. Royal Mail’s 2013/14 proposed changes to zonal access charges, currently suspended, would change the gradient of the ‘Zonal tilt’1 by introducing reductions in the London and Urban zones where end-to-end entrants are most likely to operate whilst increasing prices in Suburban and Rural Zones in which they are least likely to operate. -

Working Paper Series No. 11-01 May 2011 Measuring the effect of postal saving privatization on Japanese banking industry: Evidence from the 2005 general election Michiru Sawada Research Institute of Economic Science College of Economics, Nihon University Measuring the effect of postal saving privatization on Japanese banking * industry: Evidence from the 2005 general election Michiru Sawada** Nihon University College of Economics, Tokyo, Japan Abstract In this study, we empirically investigate the effect of the privatization of Japan’s postal savings system, the world’s largest financial institution, on the country’s banking industry on the basis of the general election to the House of Representatives on September 11, 2005—essentially a referendum on the privatization of the postal system. Econometric results show that the privatization of postal savings system significantly raised the wealth of mega banks but not that of regional banks. Furthermore, it increased the risk of all categories of banks, and the banks that were dependent on personal loans increased their risk in response to the privatization of postal savings. These results suggest that incumbent private banks might seek new business or give loans to riskier customers whom they had not entertained before the privatization, to gear up for the new entry of Japan Post Bank (JPB), the newly privatized institution, into the market for personal loans. Hence, privatization of postal savings system probably boosted competition in the Japanese banking sector.
