Üyesi Yavuz YILDIRIM İSTANBUL - 2019 ÖZ SRİ LANKA’DA İSLÂMİYETİN YAYILIŞI Abdurrahim AKMAZ “Sri Lanka’da İslamiyet’in Yayılışı” adlı bu çalışmada, Emeviler döneminden başlayarak Abbasiler döneminde ve Osmanlı Devleti döneminde Sri Lanka’ya İslamiyet’in Müslüman Arap tüccarlar tarafından ulaştırıldığı ele alınmıştır. İlk dönemlerden itibaren yerel krallar ile iyi ilişkiler kuran Müslümanlar, adada ibadet yerleri inşa etmişler, adanın yerli halkı ile ailevi bağlar kurmuşlardır. Bundan dolayı yüzyıllar boyunca Müslümanlar ile yerli halk arasında gen karışımı meydana gelmiştir. Kültürel farklılıklara maruz kalan Müslümanların dilleri de yavaş yavaş değişmeye başlamış ve “Arwi” diye adlandırılan yeni bir dil inşa edilmiştir. Hem Müslümanlar hem de yerli halk adayı Sömürgecilere karşı korumaya çalışmışlardır. Adaya gelen Portekizliler ve Hollandalılar döneminde artan misyonerlik faaliyetleri sebebiyle Müslümanlar, çocuklarını sömürgecilerin etkisinde olan devlet okullarına göndermemiştir. Bundan dolayı Müslümanlar Küttab denen okullar inşa etmiş, dinsel ve ırksal kimliklerini muhafaza etmeye çalışmışlardır. İslam devletleri ile irtibatları koparmayan Sri Lanka Müslümanları, Osmanlı döneminde de Sultan Abdulhamid Han ile yakın temaslar kurmuşlardır. 1900’lerden sonra artan iç ayaklanmalar sebebiyle Müslümanların da dahil olduğu birçok masum insan hayatını kaybetmiştir. Günümüzde ise Müslümanlar, devlet kadrolarında hizmet vermektedir. Anahtar Kelimeler: Sri Lanka, Seylan, İslam, Tamil ve Sinhala Dili, Güneydoğu Asya iii ABSTRACT SPREAD OF ISLAM IN SRI LANKA Abdurrahim AKMAZ In the work of "Spread of Islam in Sri Lanka", starting from the Umayyad period, it was handled that Islam was delivered to Sri Lanka by Arab Merchants in the period of Abbasid and Ottoman state. From the first years, the Muslims who had good relationships with local kings, constructed mosques and had family based relations with the local people . Therefore, there occured gen pool mixture with the Muslims and the local people over years. Because of acculturation of Muslims, their language started to change and a new language occured named as “Arwi”. Both Muslims and local people tried to protect the country against the Colonists. The Muslims didn’t send their children to the state schools which were under influence of Colonists, because of the increasing missionary activities during Portuguese and Dutch period who came to the land. That’s why, the Muslims constructed new schools named Küttab and so they tried to protect their religious and ethnic identities. The Muslims of Sri Lanka who never lost their connection to Islamic states, contacted to the Sultan Abdulhamid during Ottoman state. Because of riots in the country increasing after 1990s, lots of innocent people died including Muslims. Today, Muslims serve in state staffs. Müslümanların Sri Lanka’ya geliş tarihi, yaklaşık bin üç yüz yıl öncesine dayanmaktadır. Ayrıca İslâm öncesi dönemde Arapların Sri Lanka’da tanınması da Emevi yönetiminden kaçan Müslümanlar sayesinde İslâm’ın ilk dönemlerinde adaya ulaşmasına imkân sağlamıştır. Adaya yerleşen bir avuç Müslüman Arap, Kolombo’nun güneyindeki Beruwala’da ilk mescitlerini inşa etmiştir. Orada bulunan kitabeler ve mezarlar da bunun delilleri arasında kabul edilmektedir. Bu anlamda Sri Lanka’da İslamiyet’in serüveni hakkında çalışılmış Türkçe kaynak ya da eserin olmaması ve Selim Argun hocamın bu konu üzerinde çalışma yapmaya beni cesaretlendirmesi sebebiyle, bu konuya yöneldim. Çalışmamız; giriş, üç bölüm ve sonuç kısmından oluşmaktadır. Girişte; konunun amacı, kapsamı ve önemi, yöntemi ve kaynakları hakkında bilgi verdik. Birinci Bölümde; “Sri Lanka Adasına Genel Bir Bakış” Bölüm başlığı altında Sri Lanka hakkında genel bilgiler verdik. Bu bölümde, Müslümanların nasıl bir coğrafya ve kültür ile karşılaştıklarını anlamamızı kolaylaştırması için Müslümanların adaya gelmesinden evvel mevcut olan tarihi ve sosyal dokuyu özetledik. Müslümanlar gelmeden önce de var olan tarihi yapıdaki insanların ilk iskân faaliyetlerini, sebep ve sonuçları ile kendi aralarındaki çatışmaları ele aldık. Etnik gruplar içerisinde Sinhala halkının kökenini ve Budizm’in Sinhala kültürüne etkisini, Tamil halkının kökenin ve Hinduizm’in Tamil kültürüne etkisini aktarmaya çalıştık. Adanın çoğunluğunu oluşturan bu iki millet içerisinde de Müslümanların sayılarını, bulundukları illeri, birkaç cümle ile yaşam faaliyetlerini bilmek inanılan dinlere göre nüfus dağılımı oluşturmamızı kolaylaştırmıştır. Ayrıca adada ne tür malların ticaretinin yapıldığını, sömürge sürecinde Batılı devletlerin ticari imkânlar karşısında takındıkları tavrı birinci v bölümde ele aldık. Bağımsızlığa dair bilgileri ve sonraki süreçte de Sri Lanka ile Türkiye arasındaki dostane ilişkileri kısa cümlelerle aktarmaya gayret ettik. Çalışmanın İkinci Bölümünü üç ayrı başlıkta inceledik. İslâmiyet’in adadaki ilk izlerini araştırdığımız birinci başlıkta, Müslümanları kendi içinde değerlendirip kökenlerinin ne olduğu, hangi tarihlerde neden geldiklerini; Müslümanların kökenlerine dair ihtilafları ve bu ihtilafların siyasi sebeplerini aktardık. İkinci bölümün “Müslümanların Gayrimüslim Halk ile İlişkileri” kısmında ise Avrupalıların adaya gelmesinden önceki süreçte Müslümanların Sinhala ve Tamil halkı ile olan uyumlu barışçıl süreçlerini; 1505 yılından başlayıp 1948 yılında bağımsızlığı kazanıncaya kadar Müslümanların Sömürgeci devletlere karşı yerli halk ile aynı safta olduklarını, ancak bağımsızlık sonrası süreçte yaşanan iç savaşta Müslümanların tarafsız olmaya çalıştığını ifade ettik. Yaşanan üzücü hadiselere ve yaklaşık 5 asır boyunca sömürgecilerin yönetiminde sindirilmelerine karşın Osmanlı Devleti ile irtibatlarını devam ettirdiklerine dair rivayetleri de “Sri Lanka-Osmanlı İlişkileri” başlığı altında ele aldık. Sri Lanka’da İslâmiyet’in varlığının bin yıldan fazla bir geçmişe sahip olduğu bilinen bir gerçektir. Üçüncü Bölümde; bu gerçekliğin neticesinde Müslüman halkın gayrimüslim halk ile kültürel etkileşimlerini, yüzyıllarca devam eden toplumsal entegrasyonu, Müslümanların mesleki anlamda topluma katkılarını, Müslüman liderlerin Krallara hizmetlerini, İslâmi ritüelleri ve ırksal kimliği muhafaza etmek için Müslümanların kurdukları eğitim kurumlarını ve faaliyetlerini, İslâm hukukuna verdikleri önemi kaleme aldık. Sonuç kısmında ise çalışmanın genel bir değerlendirmesini yapıp konumuzu özetledik. Çalışmanın tamamlanmasını nasip eden âlemlerin Rabbi Allah’a (c.c.) sonsuz hamd-ü senâlar olsun. O’nun (c.c.) Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 3 4 ABSTRACT This thesis is an investigation of the relationship between the village, caste, and Catholicism in northern Sri Lanka. Drawing on almost two years of ethnographic fieldwork in Mannar District, as well as subsequent archival research, it provides a detailed analysis not only of the postwar context but also of prewar history, with a particular focus on the nineteenth century. In this thesis, I analyse three overlapping topics. First, I problematise ‘village’ through an examination of ‘cultural’ and ‘state’ village concepts, before arguing that within the complex social diversity of the village of Marudankandal there is a numerically dominant Tamil caste group, the Kadaiyars, whose prominence is reflected both rhetorically and through the control of institutions such as the Catholic village church. From this, I turn to two central dimensions of local caste praxis. First, I offer a historical explanation for the regional prevalence of village churches controlled by single castes, which remains a key characteristic of local Catholicism today. Second, I argue that despite the lessening of certain kinds of hierarchical caste relationships in recent decades, caste identities continue to be mobilised and expressed through regional communities, some of which maintain caste associations.

    LAND USE PLAN MANNAR DISTRICT Prepared on the recommendations given by the Lessons Learnt and Reconciliation Commission (LLRC) Land Use Policy Planning Department Ministry of Lands 2016 1 Secretary’s Message Lessons Learnt and Reconciliation Commission (LLRC) made several recommendations for the Northern and Eastern Provinces of Sri Lanka so as to address the issues faced by the people in those areas due to the civil war. The responsibility of implementing some of these recommendations were assigned to the different institutions coming under the purview of the Ministry of Lands i.e. Land Commissioner General Department, Land Settlement Department, Survey General Department and Land Use Policy Planning Department. One of the recommendations made by the LLRC was to prepare Land Use Plans for the Districts in the Northern and Eastern Provinces. This responsibility assigned to the Land Use Policy Planning Department. The task was completed by May 2016. I would like to thank all, the National Level Experts, District Secretary and Divisional Secretaries in Mannar District Land Use Planning Officers, Development Officers (Land Use) of Mannar District and the District staff who assisted in preparing this plan. I also would like to thank Director General of the Land Use Policy Planning Department and the staff at the Head Office for their continuous guiding given to complete this important task.     UNDERSTANDING PRESS COVERAGE ON RELIGIOUS FREEDOM 1 UNDERSTANDING PRESS COVERAGE ON RELIGIOUS FREEDOM INTRODUCTION Ethno-religious violence has been a growing problem in post-war Sri Lanka. Events in Mawanella (2001),1 Gintota (2017),2 Aluthgama (2014)3 and most recently in Digana (2018)4 demonstrate the extent and frequency of this type of violence. This report is the fourth in a series of reports prepared by Verité Research (VR) for Minor Matters. These reports examine how the print media reports on religious freedom in Sri Lanka. They aim to analyse the frequency and tonality of coverage in various newspapers in English, Sinhala and Tamil to provide both quantitative and qualitative insights. The press coverage is assessed by observing press articles in terms of their sentiment on religious freedom, i.e. supporting, neutral or opposing. This sentiment analysis is based on an assessment of two components: a) news grading, in which the substance of the news article/content is analysed, and b) view grading, in which the tonality of the coverage, pictures, and any other additional cues used to position sentiment regarding the news item, are analysed. The present report also qualitatively analyses articles related to religious freedom within the context of broader themes such as physical violence towards people and property; inflammatory speech; court cases, laws and regulations pertaining to religious freedom; religious inequality and discrimination; and other related reporting relevant to religious freedom.     Ancient Sri Lanka and Tamil Nadu: Maritime Trade * Osmund Bopearachchi The main aim of this short paper is to show how new archaeological and epi- graphic evidence obtained from the exploratory program on the organisation of maritime trade connected with the ancient ports on the western and southern coasts of Sri Lanka, launched by the French Mission of Archaeological Co- operation in Sri Lanka in collaboration with the Archaeological Department of Sri Lanka,1 throw much light on cultural and commercial relationships between South India and Sri Lanka. Tamil Nadu and Sri Lanka had maintained close contacts since protohistoric times due to their geographical proximity. From the early period on wards, the South Indian mercantile communities like Vanijha, Sattu, Aiyavole, Nanadesis and Tisai Aiyirattu Ainurruvar and their medieval associated military communities like Vãrakkotiyar and Velaikkarar,2 in different periods played an important role in the economic and political history of the island.3 Obviously, it is beyond the scope of this paper to deal with all the Dravidian communities involved in trade with Sri Lanka, and furthermore I have already dealt with this question in detail in the light of numismatic and literary evidence.4 So, I have made an attempt in this paper to highlight the activities of South Indian mercantile communities whose existence, in relation to early historic Sri Lanka, is relatively little-known. As we shall see later, recent archaeological discoveries place them in a different and important context.
