2807 MUSWELLBROOK HOSPITAL FACILITIES MS SONIA HORNERY to move— That this House: (1) Notes that there have been further reports about the extent of disrepair of facilities at Muswellbrook Hospital, including that the hospital's library has been condemned and that asbestos roof sheeting has been exposed in outside walkways. (2) Notes that, since the hospital's aged-care residents were moved to an area down the hall from the hospital's emergency department, a system to alert nurses of elderly residents wandering outside has allegedly failed twice. (3) Calls on the Minister for Health to move immediately to fund urgent repairs to Muswellbrook Hospital's facilities and to ensure that its patients are secure.

P 2812 STATE-OWNED ELECTRICITY DIVIDENDS MS NOREEN HAY to move— That this House: (1) Notes that new figures reveal State-owned electricity companies are making bigger profits than ever with the Government receiving almost $1 billion in dividends. (2) Notes that the Auditor-General's report shows $913 million in electricity dividends were paid in 2012-13, which is almost double the $494 million received in the previous year. (3) Recognises that despite these record profits the Government is continuing to make cuts to hospitals, schools, TAFE and community services. (4) Calls on the Government to stop these cuts that are hurting families in Wollongong, the Illawarra and across the State.

2813 CANCER COUNCIL SUN SOUND PROGRAM MRS LESLIE WILLIAMS to move— That this House: (1) Congratulates the Wauchope⁄Bonny Hills Surf Life Saving Club for partnering with the Cancer Council's Sun Sound program. (2) Notes that the Sun Sound program has been introduced at more than 60 beaches and pools around New South Wales with a catchy jingle broadcast at regular intervals to remind people to protect their skin. (3) Recognises the ongoing work of the Cancer Council in trying to reduce skin cancer rates.

P 2814 PETROL PRICE DISPARITY MS SONIA HORNERY to move— That this House: (1) Notes that a five year study by the University of New England has found that petrol prices in Newcastle rose five times faster than they decreased when responding to market fluctuations. (2) Notes the study also found that the average gross profit margin for petrol in Newcastle was considered high compared with other locations reviewed around the country. (3) Acknowledges the call by study author Professor Abbas Valadkarni for petrol price trends in the Hunter Region to be investigated. (4) Calls on the Minister for Finance and the Minister for Fair Trading to investigate the establishment of a fuel watch pricing agency similar to the one operating in Western Australia, which reportedly has comparatively fewer petrol pricing issues than other States.

P 2817 PAROLE SUPERVISOR POSITION MS NOREEN HAY to move— That this House: (1) Condemns the Government for its failure to fill at least 40 vacant parole supervisor positions across New South Wales. (2) Notes that the lack of parole supervisors places the community at risk and hinders rehabilitation programs. (3) Calls on the Government to explain why it has cut 92 full-time equivalent staff directly supervising those offenders who have been released on probation or parole. (4) Notes that budget cuts are adversely impacting on the justice system and calls on the Premier to immediately address this issue by filling the vacant positions as a matter of urgency.

(2) Acknowledges that the previous Federal Government allocated $52 million towards the project and the State Government has set aside $3 million for planning work. P 2821 JOHN HUNTER EMERGENCY WAITING TIMES MS SONIA HORNERY to move— That this House: (1) Notes that according to the Bureau of Health Information in the three months to June 2013, almost 10,000 patients had to wait more than four hours to be seen in John Hunter Hospital's emergency department. (2) Notes that this equates to only 45 per cent of John Hunter Hospital emergency department patients being seen within four hours, when the national standard is 71 per cent. (3) Calls on the Minister for Health to investigate why the Hunter continues to lag so far behind the national benchmark, and implement the necessary changes, including additional staff, to ensure the best and most timely care for patients at this major facility.

(2) Acknowledges the Association's concerns that as a consequence, operating theatre nurses at John Hunter Hospital have constant unreasonable workloads. (3) Notes that Hunter New England Health has refused the Association's request for an external review of staffing levels. (4) Calls on the Minister for Health to initiate an independent review of staffing levels at John Hunter Hospital to address the frequently raised concerns about working conditions at this crucial treatment facility.

P 2826 SELECT COMMITTEE ON ALCOHOL FUELLED VIOLENCE MR ALEX GREENWICH to move— That: (1) A select committee be appointed to inquire into and report upon how the State Government can reduce alcohol fuelled violence. (2) In undertaking its inquiry, the committee examine the following: (a) the scale and impacts of alcohol-related violence and antisocial behaviour. (b) the evidence on effective measures to prevent alcohol fuelled violence, including but not limited to: (i) controls on advertising, as well as point of sale advertising; (ii) taxation of alcohol as well as hypothecated taxes directing funds to drug treatment and victim support; (iii) transport options to and from late night hot spots such as King Cross; (iv) restrictions on alcohol sales, hours of sale, concentration of liquor outlets and assessment of cumulative impacts; (v) licensing conditions of venues; policing, enforcement and compliance resources and programs; and (vi) education and behaviour change programs to address binge drinking culture. (3) The committee make recommendations for legislative reform, and program and resource allocation to prevent and address alcohol-related violence and anti-social behaviour. (4) The committee consist of five members, as follows: (a) two members from the Government; (b) two members of the Opposition; (c) one member of the cross bench. (5) The members be nominated in writing to the Clerk of the Legislative Assembly by the relevant party leaders within seven calendar days of the passing of this resolution. (6) At any meeting of the committee three members shall constitute a quorum.

2829 WIN STADIUM GAMES HOSTED MS NOREEN HAY to move— That this House: (1) Condemns the St George Illawarra Dragons management and the National Rugby League following their announcement that only four games are to be played at WIN Stadium in Wollongong during the 2014 season. (2) Notes the previous government provided over $30 million in funding for the upgrade of the western grandstand at WIN Stadium bringing the venue in line with other state-of-the-art grounds in Sydney and NSW. (3) Notes that each year the Illawarra has had to fight to retain its right to host 50 per cent, or six games a season following the merger of the St George Dragons and the Illawarra Steelers. (4) Notes the disappointment and betrayal being felt by Red V members and all St George Illawarra fans based in Wollongong and the greater Illawarra following this decision. (5) Calls on the Premier and Minister for the Illawarra to support the Illawarra community campaign and calls on the St George Illawarra Dragons to reverse its decision and to host more home games at WIN Stadium.

(2) Notes that sporting organisations and health advocates in the Hunter place a priority on funding for grassroots sporting clubs. (3) Calls on the Minister for Sport to guarantee substantially increased funding, particularly for struggling clubs in order to maintain and build their new facilities.

3007 OPERATING THEATRE NURSES AT JOHN HUNTER HOSPITAL MS SONIA HORNERY to move— That this House: (1) Notes that an external expert review commissioned by the Nurses and Midwives Association shows that 37 extra full-time nurses are required at John Hunter Hospital operating theatres to cover leave periods of existing staff. (2) Notes that some staff are working up to 18 months without being able to get approval for leave. (3) Calls on the Minister for Health to act immediately to expedite the recruitment of operating theatre nurses at John Hunter Hospital to alleviate the understaffing.
