(2) Notes that the Government will not guarantee that some of its infrastructure contracts will go to New South Wales manufacturers. (3) Calls on the Government to commit to maintaining regional jobs and ensure the survival of the State's manufacturing industry by guaranteeing that a proportion of its contracts go to New South Wales businesses.

2821 JOHN HUNTER EMERGENCY WAITING TIMES MS SONIA HORNERY to move— That this House: (1) Notes that according to the Bureau of Health Information in the three months to June 2013, almost 10,000 patients had to wait more than four hours to be seen in John Hunter Hospital's emergency department. (2) Notes that this equates to only 45 per cent of John Hunter Hospital emergency department patients being seen within four hours, when the national standard is 71 per cent. (3) Calls on the Minister for Health to investigate why the Hunter continues to lag so far behind the national benchmark, and implement the necessary changes, including additional staff, to ensure the best and most timely care for patients at this major facility.

2823 JOHN HUNTER HOSPITAL NURSING STAFF LEVELS MS SONIA HORNERY to move— That this House: (1) Notes that the NSW Nurses and Midwives Association believes data used by Hunter New England Health to roster John Hunter Hospital operating theatre nurses is wrong, resulting in lower staffing level than required. (2) Acknowledges the Association's concerns that as a consequence, operating theatre nurses at John Hunter Hospital have constant unreasonable workloads. (3) Notes that Hunter New England Health has refused the Association's request for an external review of staffing levels. (4) Calls on the Minister for Health to initiate an independent review of staffing levels at John Hunter Hospital to address the frequently raised concerns about working conditions at this crucial treatment facility.

2824 APPRENTICE CAREER PATHS MS SONIA HORNERY to move— That this House: (1) Notes that at least 16 apprentices are among the 80 job losses announced at Hunter companies WesTrac and UGL Limited. (2) Notes that young people are losing a valuable training opportunity, and career paths for young people who have just completed an apprenticeship are narrowing. (3) Calls on the Minister for Industrial Relations to commit to establishing solid career paths for young people by encouraging greater investment to expand and support the State's manufacturing industries.

2825 OAK FLATS RAILWAY STATION COMMUTER CAR PARK UPGRADE MR to move— That this House: (1) Congratulates the Government for turning the first sod and starting construction on the Oak Flats Railway Station commuter car park. (2) Condemns the previous Government for constructing a police station with inadequate parking for stationed officers and staff, who have to park in other public car parks. (3) Commends Oak Flats Progress Society President Councillor Helen Stewart and Councillor Kellie Marsh for their advocacy for this important commuter car park upgrade. (4) Thanks Shellharbour City Council, Mayor Marianne Saliba and Lee Furness for working with the Government to achieve this outcome. 2826 SELECT COMMITTEE ON ALCOHOL FUELLED VIOLENCE 9372 BUSINESS PAPER Wednesday 14 May 2014

MR ALEX GREENWICH to move— That: (1) A select committee be appointed to inquire into and report upon how the State Government can reduce alcohol fuelled violence. (2) In undertaking its inquiry, the committee examine the following: (a) the scale and impacts of alcohol-related violence and antisocial behaviour. (b) the evidence on effective measures to prevent alcohol fuelled violence, including but not limited to: (i) controls on advertising, as well as point of sale advertising; (ii) taxation of alcohol as well as hypothecated taxes directing funds to drug treatment and victim support; (iii) transport options to and from late night hot spots such as King Cross; (iv) restrictions on alcohol sales, hours of sale, concentration of liquor outlets and assessment of cumulative impacts; (v) licensing conditions of venues; policing, enforcement and compliance resources and programs; and (vi) education and behaviour change programs to address binge drinking culture. (3) The committee make recommendations for legislative reform, and program and resource allocation to prevent and address alcohol-related violence and anti-social behaviour. (4) The committee consist of five members, as follows: (a) two members from the Government; (b) two members of the Opposition; (c) one member of the cross bench. (5) The members be nominated in writing to the Clerk of the Legislative Assembly by the relevant party leaders within seven calendar days of the passing of this resolution. (6) At any meeting of the committee three members shall constitute a quorum.

2829 WIN STADIUM NRL GAMES 2014 MS NOREEN HAY to move— That this House: (1) Condemns the St George Illawarra Dragons management and the National Rugby League following their announcement that only four games are to be played at WIN Stadium in Wollongong during the 2014 season. (2) Notes the previous government provided over $30 million in funding for the upgrade of the western grandstand at WIN Stadium bringing the venue in line with other state-of-the-art grounds in Sydney and NSW. (3) Notes that each year the Illawarra has had to fight to retain its right to host 50 per cent, or six games a season following the merger of the St George Dragons and the Illawarra Steelers. (4) Notes the disappointment and betrayal being felt by Red V members and all St George Illawarra fans based in Wollongong and the greater Illawarra following this decision. (5) Calls on the Premier and Minister for the Illawarra to support the Illawarra community campaign and calls on the St George Illawarra Dragons to reverse its decision and to host more home games at WIN Stadium.

2831 PUBLIC HOUSING PROPERTY SHORTAGES MS SONIA HORNERY to move— That this House: (1) Notes that the Auditor-General's Report "Making the best use of public housing" states that 32.4 per cent of public housing households do not match the size of the dwelling. 2833 ENGLISH AS A SECOND LANGUAGE PROGRAM SPECIFIC FUNDING MS CARMEL TEBBUTT to move— That this House: (1) Notes community concerns the Government plans to abandon the specific purpose English as a Second Language (ESL) program, instead dispersing the funds as untied funds to schools under the new Resource Allocation Model. (2) Notes that no consultation has occurred with communities most affected by these changes. (3) Notes that ESL funds will no longer be identifiable or directed only to the ESL student target group. (4) Notes the State-wide infrastructure that supported the delivery of ESL services is being dismantled. (5) Calls upon the Government to maintain a specific purpose ESL program for migrant and refugee students, with no reduction in the professional support and an accountability framework that ensures effective monitoring and transparent reporting on the provision of ESL services in schools.

2836 JOHN HUNTER HOSPITAL HEALTH WORKER SICK LEAVE LEVELS MS SONIA HORNERY to move— That this House: (1) Notes the recent hospital and ambulance staffing issues in the Hunter raised by the Nurses and Midwives Association and the Health Services Union. (2) Notes that at John Hunter Hospital staff have attributed a recent increase in sick leave to nurses working excessive overtime to meet demand. (3) Notes that the Ambulance Service cited an unusually high number of staff on sick and unplanned leave as the reason a rostered rather than overtime crew worked at a recent Scone race meeting. (4) Calls on the Minister for Health to acknowledge the strain that understaffing is putting on health workers in the Hunter and that the situation is not sustainable without appropriate staffing increases.

2837 REUSE OF GRAVES MS NOREEN HAY to move— That this House: (1) Condemns the Government for its mishandling of the Cemeteries and Crematoria legislation which allows the opening and reuse of grave sites after 25 years. (2) Notes that in comparison with European countries people in New South Wales are prepared to travel to cemeteries and that, unlike Europe, New South Wales does not have land capacity problems. (3) Calls on the Government to have compassion for the families of the deceased and review the operation of the legislation in due course.

2838 DIABETES RATES IN THE HUNTER MS SONIA HORNERY to move— That this House: (1) Notes that there are 366 million people with diabetes worldwide and 40,000 of those live in the Hunter region. (2) Notes that the condition affects eight per cent of people in the Hunter, New England health district, a higher rate than the national average. (3) Urges the Minister for Health to immediately implement public health programs in the Hunter region aimed at targeting the high rate of diabetes in the area and improving prevention and treatment of the disease.

2839 AUSTRALIA POST REGIONAL MAIL SORTING CENTRES MS NOREEN HAY to move— That this House: (1) Condemns Australia Post on its proposed changes to the sorting and delivery of mail in regional centres such as Albury, Wagga, Bathurst, Tamworth, Kempsey, Casino and Wollongong. (2) Notes that the proposed changes will see unsorted mail being transferred from the regions to mechanised mail sorting centres located in Sydney, Newcastle and Canberra, and thus place jobs at risk. 9376 BUSINESS PAPER Wednesday 14 May 2014

(3) Notes that the proposed changes would mean that mail posted within a region that is presently delivered the next day, such as in the electorate of Wollongong, will result in a two day mail delivery service standard. (4) Recognises and congratulates the Communications Electrical Plumbing Union NSW Postal and Telecommunications Branch on raising awareness of this issue and its fight to preserve regional jobs and services within the postal service. (5) Calls on Australia Post to reconsider any decision which will place employees and family livelihoods at risk.

2840 HUNTER WATER'S NETWORK PERFORMANCE MS SONIA HORNERY to move— That this House: (1) Notes that six suburbs have remained on Hunter Water's 2011-12 list of top ten suburbs for water and sewer leaks from the previous year. (2) Notes that since March 2011 Hunter Water has cut 61 staff positions at Hunter Water. (3) Notes that of those positions, 22 were in system operations, sustainability and planning. (4) Calls on the Minister for Finance and Services to reinstate positions at the utility to ensure maintenance work on its network is improved.

2841 COMMUNITY PROGRAM FUNDING MS NOREEN HAY to move— That this House: (1) Condemns the Federal and State Governments for leaving many churches, Lions clubs and multicultural groups without millions of dollars of funding following the latest round of cuts to community program funding. (2) Notes the Federal Government has frozen the "Building Multicultural Communities" program denying 400 organisations a total of $4.55 million, which had already been approved by the former Government. (3) Recognises that the State Government has already reduced funding to the NSW Community Building Partnership Program. (4) Notes that these funding reductions are proof that both the Federal and State Governments have a low priority for local community and multicultural groups.

3019 JUNCTION PUBLIC SCHOOL DEMOUNTABLE BUILDINGS MS SONIA HORNERY to move— That this House: (1) Notes the disappointment of the Junction Public School Parents and Citizens Committee that the Department of Education will not be implementing its election promise to erect new buildings at the school. (2) Notes the comments of the member for Newcastle that the replacement of seven demountable buildings at Junction Public School is a long way down the priority list on the Department of Education's infrastructure plan. (3) Urges the member for Newcastle to fight for the election promise and to work with the Minister for Education to make the replacement of the demountable buildings at the Junction Public School a top priority.

(1) Notes that the potential re-zoning of tennis courts in Wellington Street, Bondi, will result in the loss of open space. (2) Notes the strong objection to the proposal by the local community and Waverley Council. 3021 REGIONAL RELOCATION GRANTS MR STEPHEN BROMHEAD to move— That this House: (1) Supports the efforts of the Government in providing Regional Relocation Grants to approved applicants who relocate from metropolitan areas to regional areas for the purpose of employment, self-employment or purchasing a home. (2) Congratulates the Minister for Finance for this program that provides assistance to hundreds of families. (3) Pays tribute to the Deputy Premier for understanding the need for Regional Relocation Grants and actively promoting the grants. (4) Acknowledges that in the Myall Lakes electorate 215 families have taken up these grants indicating the outstanding success for this policy.

3022 CSIRO FUNDING MS SONIA HORNERY to move— That this House: (1) Notes that the Federal Government is projecting a 20 per cent cut to CSIRO funding in the May 2014 budget. (2) Notes that CSIRO receives 6 per cent of its funding from the Federal Government. (3) Notes that the CSIRO lost 400 jobs last year and announced budget cuts for another 300 jobs in the next financial year. (4) Urges the Minister for Medical Research to commit to the support and development of science research in New South Wales within the highly recognised framework of the CSIRO. (5) Urges the Federal Government to reconsider any cuts to the CSIRO in the May budget.
