1 PUBLIC PARTICIPATION METHODOLOGY
1.1 Introduction
This report describes the Public Participation Process (PPP) undertaken as part of the Basic Environmental Assessment as required in terms of chapter 5 of the National Environmental Management Act (107 of 1998), as amended, for the maintenance and management of the City of Cape Town’s (CCT) surface stormwater systems. It describes the methodology of the PPP, and presents the issues and comments raised by Interested and Affected Parties (I&APs), as well as responses provided by the Environmental Assessment Practitioner (EAP) to these queries.
1.2 Methodology overview
The following main activities have undertaken as part of the PPP:
1.1.1 Notification of Basic Assessment Process
An advertisement notifying and inviting any I&AP or key stakeholder that may have an interest in the proposed project to register as an I&AP and submit comments was placed in the following newspapers:

1.1.2 Review of Draft Basic Assessment Report and Public Open House Days
Notifications were sent to authorities as listed in section 1.3. The draft basic assessment report BAR has been released for a 40 day review period for I&APs. Four public open house days were held at the following venues:
Somerset West public library – 10 February Southfield public library – 11 February Observatory sports and recreation centre – 12 February Bellville public library – 13 February All comments received during the review period of the draft BAR have been included in the comments and responses report (CRR).

1.1.3 Review of Final Basic Assessment Report The draft basic assessment report was updated with comments received on the draft report. The report was finalised and released for I&AP review for 21 days. Three comments were received during this period and these where included in the Comments & Response Report (Appendix F3).
1.1.4 Outstanding PPP Tasks
The following task are yet to be undertaken: Notification of I&APs of DEA&DP’s decision on the application.
1.3 Notification of Authorities
The applicant in this case is the Catchment Stormwater and River Maintenance (CSRM) Branch (now Stormwater and Sustainability Branch – TCT Planning Department, and internal consultation regarding this application was undertaken including the notification of the following:

1.4 I&AP Registration and Comments
1.4.1 Initial registration and comment period
Six newspaper advertisements were published in the period between 3 – 6 September 2012 with a 30 day registration period for I&APs starting on the publication date. All written comments received were captured, grouped according to topic, and summarised. These comments are presented in Appendix F3. Comments and responses report.

1.4.2 Review of Draft Basic Assessment Report
Interested and affected parties were afforded a forty (40) day review period of the draft BAR from 22 January to 3 March 2014.
Hardcopies of the report were made available for public review at 17 libraries throughout the City of Cape Town. This meant that there were 2 reports per the 8 defined districts of Cape Town (3 were made available in District 1). Libraries where these reports were made available are listed below on the following page in Table 1.
The report was also/is available on the GIBB website: http://projects.gibb.co.za
During this reviewed period I&APs were also invited to submit any comments/concerns regarding the project. Like the initial registration stage, all written comments received were captured, grouped according to topic, and summarised.
