City of East Moline Committee of the Whole City of East Moline Committee of the Whole City Council Chambers 915 16th Avenue East Moline, IL 61244 th DATE: Monday, July 15 , 2013 TIME: Immediately Following the Regular Council Meeting 1 Clearwell Piping Improvements Drake 2 Enterprise Zone Expansion O’Donnell CITY OF EAST MOLINE th COMMITTEE OF THE WHOLE MEETING OF U JJuly 15 , 2013 AGENDA ITEM 1 DESCRIPTION: Clearwell Piping Improvements DISCUSSED BY: Chip Drake BACKGROUND and DISCUSSION: In August of 2012 a restricted flow was noticed from a portion of the filters, upon investigation it was found that after 50 years of service the pipe going from the filters into the clearwell has been significant scale build up restricting the flow. This pipe is the main pipe for all finished water produced by the treatment plant and cannot be taken out of service. With this in mind plans to install a new pipe from the filters to clearwell have been developed, keeping the plant in operation during installation of the new pipe. Plans and specifications for this project are available at the water treatment plant for review. RECOMMENDATION: Approve the plans and authorize bidding for this project. Pending COW approval, a bid letting will be conducted and a construction contract will be brought to Council for final approval. BUDGET IMPACT: This is part he of the capital improvement projects for 2013 and $500,000 has been budgeted for this project. The proposed project is a 4 story 54,000 sq ft Holiday Inn Express hotel with 110 parking spaces, located at the Quad City International Airport next to the Hampton Inn. The hotel will serve not only travelers flying in and out of the Quad City International Airport, but business people working at local business, and leisure travelers attending events in the Illinois quad cities or passing through. In addition, there will a sizable positive impact on local construction workers and upon completion it is expected that 45 full time equivalent jobs will be created. As we are part of the joint enterprise zone we, as well as all other participating cities, must approve additions to the zone. RECOMMENDATION: Give preliminary approval of the ordinance amending the enterprise zone and the resolution amending the intergovernmental agreement governing the enterprise zone. BUDGET IMPACT: None. WHEREAS, the Cities of East Moline, Moline, Silvis, Rock Island County and the Village of Milan, Illinois, comprise the Illinois Quad Cities Enterprise Zone; and WHEREAS, said new territory includes the following: The City of Moline has a project, and adds approximately 3.027 acres more or less to the present enterprise zone. WHEREAS, the City of Moline is requesting a change of the Illinois Quad City Enterprise Zone Boundaries by the addition of certain territory as described on Exhibit "A" attached hereto; and WHEREAS, pursuant to Illinois Revised Statute 1985, Ch. 67 1/2, the City of Moline, conducted a public hearing on Tuesday, June 18, 2013, and WHEREAS, addition of this territory will facilitate the increased economic benefit of the Quad Cities. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, as follows: Section 1. That Section 3, Exhibit "A" to Ordinance No. 98-41, which provides a legal description of the area to be added to the Enterprise Zone, and Exhibit "B" thereof, which provides a map of the expanded Enterprise Zone, which exhibits are attached to this Ordinance and made a part hereof, shall be and are hereby amended as shown on said exhibits, to include additional territory within the Illinois Quad Cities Enterprise Zone, as described on Exhibit "C" attached hereto and incorporated herein. Section 2. That the City of East Moline hereby declares and affirms that the amended zone area as described on Exhibit "A", qualifies for expansion in accordance with the provision of the Illinois Enterprise Zone Act, and further affirms that: A. The additional territory is contiguous to the Illinois Quad Cities Enterprise Zone. B. The additional territory results in a zone which is not more than fifteen square miles; C. The additional territory provides immediate substantial benefit to the established zone and/or its residents or businesses by creating jobs, removing an impediment to economic development which exists and stimulating neighborhood residential and business revitalization; D. On the 18th day of June, 2013, a public hearing was conducted in the City of Moline Council Chambers on the question of whether to expand the territory of the established zone, adding the approximate 3.027 acres more or less, what the new boundaries are as proposed, and a finding made that the public notice was given in at least one newspaper of general circulation within the zone area, not more than 20 days nor less than 5 days before the hearing; E. The zone meets the qualifications of Section 4 of the Illinois Enterprise Zone Act. Section 3. That in all other respects, Ordinance No. 98-41 shall continue in full force and effect, shall not be repealed or superseded, and shall only be amended as set forth herein. Section 4. That this Ordinance shall be in full force and effect from and after its passage, approval, and, if required by law, publication in the manner provided by law. The truck has surpassed its useful life and by replacing the truck would project a savings to the department’s budget I am asking permission to seek bids for a new 2013 4X4 Utility truck with a plow. Projected cost for the truck $43,000.00 The truck was budgeted for in the FYE 2012-2013 budget RECOMMENDATION: It is my recommendation to ask the council for permission to seek bids for the new truck, and bring the actual cost of the new truck back to council for consideration as it was a budgeted item. Each trip is an all-day excursion through one or more Illinois counties. Frequent stops are made to explore interesting phenomena, explain the processes that shape our environ- ment, discuss principles of earth science, and collect rocks and fossils. People of all ages and inter- ests are welcome. The trips are especially helpful to teachers preparing earth science units.
