Brownfields are abandoned or underused industrial and/or commercial properties that are contaminated (or thought to be contaminated) and have an active potential for redevelopment. Municipal Brownfields Redevelopment Grants may be used to perform environmental site assessments to determine whether a brownfields property is contaminated, and if so, to what extent. These grants may also be used to develop cleanup objectives, prepare cleanup plans, and fund actual cleanup activities. Grant recipients are required to share in any grant award through a 70/30 match and to spend the grant within three years. Staff within the Office of Brownfields Assistance (OBA), known as Brownfields Representatives, seek out MBRGP grant recipients, evaluates grant applications, monitors grant activities, and reviews reimbursement requests to ensure eligibility and reasonableness of costs. Brownfields Representatives guide communities through both the grant application and implementation processes and meet with city officials before they file a formal grant application to help determine cleanup potential and maximize grant dollars. MBRGP Points of Interest • The Illinois EPA has awarded $8.2 million in grants to 79 communities. • The average grant award is $103,797.67. • The smallest grant award is $14,887.00. • 34 percent of grant recipients received the award of $120,000.00 or more. • 29 percent of grant recipients requested less than $50,000.00. • The population size of grant recipients ranges from 523 to 2,896,016 people. • 25 percent of grant recipients are investigating hazardous substance sites. • 32 percent of grant recipients are investigating petroleum underground storage tank sites. • 43 percent of grant recipients are conducting multiple site investigations including hazardous substance sites and petroleum underground storage tank sites. Page 3 of 46 ALTON Population: 33,496 County: Madison Original Grant Amount: $120,000.00 Date of Grant Agreement: June 28, 1999 Total Grant/Amendment Amount To Date: $206,706.20 Site Description: A 1.5-square mile industrial corridor with estimated 15 brownfield’s sites. Proposed Use of Grant Funds: Perform Phase I & Phase II environmental site assessment at parcels within the former Laclede Steel site. The City of Alton will enroll the site into the Site Remediation Program. Local Contact: Amy Sholar City of Alton 101 East Third Street Alton, Illinois 62002 618-463-3532 ARTHUR Population: 2,203 County: Moultrie Original Grant Amount: $30,953.00 Date of Grant Agreement: December 17, 2001 Total Grant/Amendment Amount To Date: $50,411.90 Site Description: A 1.46-acres derelict LUST site located along the main thoroughfare in Arthur. The site was formerly used as a Shell Service Station and is suspected of petroleum contamination. Box 139 Arthur, Illinois 61911 217-543-927 Page 4 of 46 BARRINGTON HILLS Population: 3,915 County: Cook Original Grant Amount: $119,474.00 Date of Grant Agreement: November 21, 2002 Site Description: A 55-acre abandoned industrial facility located at 511 Lake Zurich Rd. This site is suspected of both petroleum and hazardous waste. Proposed Use of Grant Funds: The Village plans to undertake Phase I and Phase II environmental studies, remedial activities, and enrolling the site into the Site Remediation Program (SRP) in order to accomplish the appropriate remediation for end use as recreational facility. Local Contact: Teresa Jennings Village of Barrington Hills 235 Lions Drive Barrington Hills, Illinois 60010 847-381-0687 BARTLETT Population: 34,299 County: DuPage Original Grant Amount: $88,191.00 Date of Grant Agreement: January 25, 2001 Total Grant/Amendment Amount To Date: $240,000.00 Site Description: A 2-acre parcel, which included a former service station, and later an industrial facility engaged in the manufacture of flexible piping products, located in the midst of the Village’s downtown redevelopment area. Proposed Use of Grant Funds: Conduct Phase I and II environmental site assessments, develop remediation objective, and prepare/implement remedial action plan under the Site Remediation Program to facilitate redevelopment plans. Proposed Use of Grant Funds: Conduct Phase I and Phase II environmental site assessment and cleanup to facilitate the Village’s plan to redevelop this site into a water storage tank. Local Contact: James Gifford Village of Bedford Park 6701 South Archer Avenue Bedford Park, Illinois 60501 708-458-2067 BELLEVILLE Population: 41,410 County: St. Clair Original Grant Amount: $44,116.00 Date of Grant Agreement: May 2, 2002 Site Description: Multiple parcels along West Main Street. Proposed Use of Grant Funds: Perform Phase I environmental site assessment on eight properties and Phase II environmental site assessment on, at least, two of the sites. Proposed Use of Grant Funds: Perform Phase I and Phase II environmental site assessments, determine cleanup objectives, and develop remedial action alternatives. The sites will be part of the riverfront recreation path and riverfront retail/mixed use. The proposed site is situated in an area of mixed residential and commercial properties of North Front St. (Route 53) and Route 113. The site sits in a mostly residential area on a heavily traveled thoroughfare. Proposed Use of Grant Funds: Perform Phase I and Phase II environmental assessments, determine cleanup objectives, and prepare a remedial action plan under the Site Remediation Program. Local Contact: Henry Vicenik Village of Broadview 2350 South 25th Avenue Broadview, Illinois 60155 708-681-3600 CALUMET CITY Population: 39,071 County: Cook Original Grant Amount: $88,305.00 Date of Grant Agreement: November 13, 2002 Site Description: Two 0.67-acre sites along the State Line Road “strip.” Both of these properties formerly housed gas stations, which has been abandoned. Both sites are suspected of petroleum contamination. Proposed Use of Grant Funds: Perform Phase I and Phase II environmental assessments, determine cleanup objectives, and prepare a remedial action plan under the Site Remediation program. The property is located in Canton’s Central Business District. Proposed Use of Grant Funds: Conduct Phase II activities and provide environmental support for USEPA lead cleanup activities.
