When a regime resorts to draconian laws such as the ISA to curb lawful dissent, the regime is merely one step away from overtly using violence against all dissidents. Such desperate acts show a regime’s inability to deal with problems in a normal sort of way and betray its incompetence. How dark and ironic it was to listen to the Inspec- tor-General of Police’s alarmist explanation of the arrests. The IGP alluded to a plan to ignite grenades, explosives and Molotov cocktails at a human rights rally on April 14. Not a shred of evidence was produced by the IGP to substantiate his claim or to show how those arrested were connected to the purported events. "Approval has been given for recruitment to be carried out in stages while salary adjustment will be announced soon," he said when addressing senior officers, lower rung personnel and civilian staff in Bukit Aman in conjunction with his retirement today. The government had approved the intake of 23,000 policemen over six years. Deputy Home Minister Datuk Chor Chee Heung said recently the government was considering increasing the basic salary of police constables from RM684 to RM804. Norian said the trust and confidence placed by the government and the people in the police force were a challenge that must be shouldered by each and every policeman. "It should motivate them to provide the best service," he said. He also thanked former Prime Minister Tun Dr Mahathir Mohamad and Prime Minister Datuk Seri Abdullah Ahmad Badawi for their confidence in him to lead the police force. During his tenure as the Inspector-General of Police, Norian said he worked seriously to provide the best service to bring the force to greater heights. "A harmonious environment must be created in the police force. Each and every policeman must have mutual respect for one another and must see the positive values in every individual," he said.

We reference first those international commitments that Malaysia has expressly adopted. However, these are very few–reflecting the antipathy felt by the Malaysian government for international obligations of this sort. Additionally, we have made ref- erence to the generally-accepted international law provisions applicable in this context–intended both to demonstrate the extent to which the ISA deviates from widely-upheld international norms, even if those norms are not ones expressly accepted by Malaysia. Norian, 52, replaces Tan Sri Abdul Rahim Noor who resigned on Jan 8 when the police had been confirmed by Attorney-General Tan Sri Mohtar Abdullah to be responsible for the injuries sustained by former Deputy Prime Minister Datuk Seri Anwar Ibrahim while in police custody, on Sept 20, last year. However, last month, Rahim himself admitted at the hearing of the Royal Commission of Inquiry investigating Anwar's injuries that he had beaten him. Abdullah said in the statement that following Norian's appointment, a reshuffle affecting top police officers will be made soon. He said that Norian's appointment was made on the recommendation of the Police Commission on the advice of Prime Minister Datuk Seri Dr Mahathir Mohamad after it was consented to by the Yang di-Pertuan Agong Tuanku Ja'afar. Abdullah is the chairman of the Police Commission. When contacted by Bernama, Norian expressed his gratitude over the trust given to him by the government to head the police force. "As usual, I will give my very best in discharging my duties. "Heading a police force is a heavy responsibility as it requires the understanding of not only all my officers and men but also the cooperation of all levels of society," he said.

Sittamparam; Sarah THE search and rescue operation for the family members of former Armed Forces chief Tan Sri (rtd) Ismail Omar was called off about midnight following the recovery of all victims. The last body to be recovered, that of Ismail's wife, Puan Sri Azizah Abdul Aziz, was found underneath the rubble about 10.35pm. It was pulled out about 30 minutes later. Selangor police chief Datuk Mohd Noor Hamat said police have called off the operation when all the bodies were accounted for. A full-scale investigation is underway. The operation was conducted by the elite Special Malaysian Assistance Rescue Team (Smart) assisted by volunteers and additional personnel from the Armed Forces. Defence Minister Datuk Seri Najib Tun Razak had excused himself from the weekly Cabinet meeting and was one of the earliest ministers to have made his way to the scene. As news of the incident spread, thousands of people gathered at the scene, joining a stream of dignitaries who were already there. Each and everyone of them recalled the 1993 collapse of the Highland Towers, located about 300 metres from Ismail's house. Yang di-Pertuan Agong Tuanku Syed Sirajuddin, Prime Minister Datuk Seri Dr Mahathir Mohamad and several Cabinet Ministers were among those who were the scene. Inspector-General of Police Tan Sri Norian Mai and the Chief of the Armed Forces Tan Sri Zahidi Zainuddin and other top brass of the police and army were also present at the scene.

Pelantikan itu yang berkuat kuasa pada hari yang sama, diumumkan hari ini dalam satu kenyataan oleh Timbalan Perdana Menteri yang juga Menteri Dalam Negeri, Datuk Seri Abdullah Ahmad Badawi. Abdul Rahim meletakkan jawatan selepas Peguam Negara, Tan Sri Mohtar Abdullah, mengesahkan yang beliau bertanggungjawab terhadap kecederaan dialami bekas Timbalan Perdana Menteri, Datuk Seri Anwar Ibrahim, ketika dalam tahanan polis pada 20 September lalu. Abdullah adalah Pengerusi Suruhanjaya Polis. Sementara itu, ketika dihubungi Bernama hari ini, Norian melahirkan kesyukuran atas kepercayaan kerajaan terhadapnya untuk memimpin polis. "Seperti biasa saya akan cuba sedaya upaya untuk menjalankan tanggungjawab saya. "Untuk mengetuai pasukan polis bukanlah tanggungjawab mudah kerana ia memerlukan persefahaman bukan saja daripada semua rakan pegawai dan anggota saya, malah juga kerjasama seluruh masyarakat," katanya. Apabila ditanya mengenai pelantikannya dan arahan kerajaan baru-baru ini supaya polis memaparkan imej `mesra rakyat', beliau berkata: "Saya akan menjalankan tanggungjawab sebaik mungkin berlandaskan undang-undang negara." Since colonialism, Malaysia has been a state obsessed by its own security, particularly the internal dimension of its security. I focus on the impact of security issues and, particularly, security policy on Malaysia’s political development.
