HISTORY OF QUEZON CITY PUBLIC LIBRARY The Quezon City Public Library started as a small unit, a joint venture of the National Library and Quezon City government during the incumbency of the late Mayor Ponciano Bernardo and the first City Superintendent of Libraries, Atty. Felicidad Peralta by virtue of Public Law No. 1935 which provided for the “consolidation of all libraries belonging to any branch of the Philippine Government for the creation of the Philippine Library”, and for the maintenance of the same. Mayor Ponciano Bernardo 1946-1949 June 19, 1949, Republic Act No. 411 otherwise known as the Municipal Libraries Law, authored by then Senator Geronimo T. Pecson, which is an act to “provide for the establishment, operation and Maintenance of Municipal Libraries throughout the Philippines” was approved. Mrs. Felicidad A. Peralta 1948-1978 First City Librarian Side by side with the physical and economic development of Quezon City officials particularly the late Mayor Bernardo envisioned the needs of the people. Realizing that the achievements of the goals of a democratic society depends greatly on enlightened and educated citizenry, the Quezon City Public Library, was formally organized and was inaugurated on August 16, 1948, with Aurora Quezon, as a guest of Honor and who cut the ceremonial ribbon. The Library started with 4, 000 volumes of books donated by the National Library, with only four employees to serve the public. The library was housed next to the Post Office in a one-storey building near of the old City Hall in Edsa. Even at the start, this unit depended on the civic spirited members of the community who donated books, bookshelves and other reading material. -

Email: [email protected] ABSTRACT This paper attempts to describe and analyze selected social performances during the Philippines’ hosting of the Asia-Pacific Economic Cooperation (APEC) 2015 Summit in Manila, particularly the staging of “Padugo” (bloodletting) ritual by Lumads anti-APEC protesters and the deploying of Katy Perry’s “Roar” by the Civil Disturbance Management (CDM) Unit of the Philippine National Police (PNP). By applying social performance theory, I argued here that rebuffing and sidetracking performances of Padugo and Roar are ultimately socio-political acts, which are both always performative. These social performances represent competing versions of the social order, attempting to find resonance beyond the actual performances, as such could possibly influence public opinion and transform the socio-cultural, economic, and/or political status quo. Republic Act 7743 Objectives 1. Constituents– How does the Barangay Reading Centers enhance the performance level of the Barangay and/or the City Government in the view of its constituents? 2. Facilities – How does the Barangay and/or the City Government support the Barangay Reading Centers in implementing a process for managing its library and updating their current reading materials? 3. Management – How does the Barangay Reading Centers hire and manage their personnel? Significance of the Study -to spread awareness of the existence and importance of a barangay reading center in: a. Promoting the moral and intellectual being of its people b. Elevating their literacy level c. Recognizing the vital role of knowledge in nation-building Scope and Limitations a. A single unit of analysis - We are only covering one barangay center so we cannot aim for generalizable statements about the conditions of Barangay Reading Centers in general. b. 1 THE CLOSING OF CIVIC SPACE IN THE PHILIPPINES SUBMISSION TO THE OHCHR FOR HRC REPORT 41/2 BY THE CENTER FOR INTERNATIONAL HUMAN RIGHTS (CIHR) JOHN JAY COLLEGE OF CRIMINAL JUSTICE- CITY UNIVERSITY OF NEW YORK JANUARY 2020 Introduction The Center for International Human Rights (CIHR), a research and training center established in 2001 at the John Jay College of Criminal Justice of the City University of New York, is submitting this report on the human rights situation in the Philippines.1 This report is in response to the invitation for an objective assessment of the situation of human rights in the Philippines as mandated under resolution 41/2 adopted by the Human Rights Council on 11 July 2019. 2 The report focuses on the shrinking democratic and civil society space in the Philippines. Specifically, it provides an analysis of the national security situation and the resulting patterns of human rights violations, intimidation, persecution of, or violence against members of civil society, human rights defenders, journalists, lawyers, as well as restrictions on the freedoms of opinion and expression, peaceful assembly and association in the country.
