Countless researches have tested, suggested and reviewed proposed improvements on the traffic condition. This paper focuses on investigating the overall effects of the operational and administrative changes in the study area over the past couple of years, from the full system operation of the Mass Rail Transit (MRT) in the year 2000 to the present (2014), to the service operating characteristics of buses plying the EDSA route. It was found that there are no significant changes in the average travel and running speeds for buses running Southbound, while there is a noticeable improvement for those going Northbound. As for passenger-kilometers carried, only minor changes were found. The journey time composition percentages did not show significant changes over the two time frames as well. For the factors contributing to passenger-related time, the presence of air-conditioning and the direction of travel were found to contribute as well, aside from the number of embarking and/or disembarking passengers and number of standing passengers.

Pasig City implemented a free bus service within Ortigas to address the need for public transportation. This Study assessed the implementation arrangements for a free bus service in Ortigas. The Study finds that there is a valid demand for the bus service as Ortigas is a key trip generator. However, the present free bus service is not financially viable. The Study shows that a fleet size fitted for demand will be more efficient than the current service. The Study finds that a Hybrid PPP Model for the bus service is more viable than a Pure PPP Model and the current arrangements. Both PPP Models will require the same institutional requirements such as a PPP Ordinance, the setting-up of a PPP Committee, and processes consistent with the awarding of local government contracts.     Transport and Communications Bulletin for Asia and the Pacific No. 82, 2013 BATTLING CONGESTION IN MANILA: THE EDSA PROBLEM Yves Boquet ABSTRACT The urban density of Manila, the capital of the Philippines, is one the highest of the world and the rate of motorization far exceeds the street capacity to handle traffic. The setting of the city between Manila Bay to the West and Laguna de Bay to the South limits the opportunities to spread traffic from the south on many axes of circulation. Built in the 1940’s, the circumferential highway EDSA, named after historian Epifanio de los Santos, seems permanently clogged by traffic, even if the newer C-5 beltway tries to provide some relief. Among the causes of EDSA perennial difficulties, one of the major factors is the concentration of major shopping malls and business districts alongside its course. A second major problem is the high number of bus terminals, particularly in the Cubao area, which provide interregional service from the capital area but add to the volume of traffic. While authorities have banned jeepneys and trisikel from using most of EDSA, this has meant that there is a concentration of these vehicles on side streets, blocking the smooth exit of cars. The current paper explores some of the policy options which may be considered to tackle congestion on EDSA . INTRODUCTION Manila1 is one of the Asian megacities suffering from the many ills of excessive street traffic. In the last three decades, these cities have experienced an extraordinary increase in the number of vehicles plying their streets, while at the same time they have sprawled into adjacent areas forming vast megalopolises, with their skyline pushed upwards with the construction of many high-rises.

Isang kwento na meron nang Sending ngunit di pa buo. Isang kwento tungkol sa lumpo. Sa Guadalupe ako sumakay at Cubao ang aking punta kaya’t Guacu ang ipinangalan ko sa aking bida. Si Guacong Lumpo ang magiging pamagat ng aking obra. Next station, Boni Avenue station. Ang susunod na istasyon, Boni Avenue station. Malapit sa Guadalupe River (dahil ayaw kong tawagin Pasig River ang ilog na sa Guadalupe ko nakikitang dumadaloy), meron napakalaking billboard si Piolo Pascual. Wala siyang T-shirt at nage-endorse siya ng pantalon. Naisip ko tuloy, kung bumili ba ako ng pantalon na ’yon ay di ko na rin kailangan mag T-shirt? Pero mabilis ang sagot ng kontrabida kong imaginary twin- ikaw ba si Piolo Pascual? Dahil sa encounter ko sa billboard ni Piolo, bigla akong naawa sa aking bidang si Guacu. Lumpo si Guacu. Pathetic ang lumpo. Kaya tinanong ko ang sarili ko. Ano ang pwede kong gawin para bigyan ng konting pag-asa ang lumpo? Alam ko na! Gagawin ko siyang kasing kisig ni Piolo! Bagong idea ito. Usually ang mga lumpo sa kwento ay di pwedeng lumpo lang period. Dapat lumpo sila at pangit. Lumpo at may skin disease. Lumpo at bulag. For once, gusto kong bigyang-hustiya ang pagiging lumpo.
