M.Anad Babu, (Mazdoor) as skilled Assistant Grade II for having acquired ITI Trade Certificate in trade as specified by the Tamilnadu State Government vide G.O. Ms.No.338 dated 26.08.2010 and G.O. Note: The State Government of Tamilnadu has rationalized the trade posts with revision in their scales of pay and change of nomenclature of the posts as shown below: Grade II (Entry level posts) in pre-revised scale of pay of Rs. 3050-4590 will be re- designated as Skilled Assistant Grade II and their pay will be enhanced from 5200- 20200+1900(GP) to Rs. 5200-20200+2000(GP) on acquiring passing ITI trade Certificate. The post of Mazdoor in Wellington Cantonment Board is under the Category of Skilled Assistant grade II. In continuation of the above Government Order the State Government of Tamilnadu has revised the scales of pay to the posts of Skilled Assistant Grade II from 5200-20200+ Grade pay of Rs.2000 to 5200-20200+2400(GP) vide G.O. Ms.No.325 dated 22.07.2013. The revision of pay scales shall take notional effect from 01.01.2006 for the purpose fixation of pay in the revised scale of pay with monetary benefit from the date of acquiring of technical qualification. Finance (Allowance)Department G.O.No.300, dated 10.10.2017 as per the applicable terms of Memorandum of Settlement between the Cantonment Boards and the employees. Note: Sanction of the General Officer Commanding-in- Chief, Southern Command, Pune, under Rule 19(b) of the Cantonments Account code, 1924, is required to be obtained to incur the approximate additional expenditure of Rs.60, 133/- per month based on the enhanced rate of Dearness Allowance payable to the Cantonment employees w.e.f.01.07.2017 for which Budget provision has been made in the Revised for the year 2017-2018. A proposal will be forwarded to GOC-in-Chief for obtaining sanction. Note: The above applicants have filed the writ petition in the Hon’ble High Court against the CEO, Cantonment Board, Wellington and Estates Officer, Wellington Cantonment Board and the District Collector, Nilgiris District and the Tahildhar, Coonoor Taluk regarding lands-in- question of Cattle Pound area. The Hon’ble High Court of Judicature at Madras has passed an order dated 10.08.2017(Copy enclosed)in favour of Wellington Cantonment Board. Now the above mentioned applicants have requested vide their letter dated 13.11.2017 stating that they have running the petty shops from long time before and that is their livelihood from the small earnings from the petty shops and they have not claiming any rights of land and agreed to pay the necessary rent to be fixed by the Board for running petty shop on temporary (short term) basis and also agreed to hand over the said land if any Government project comes in future. Hence the subject matter is placed before the Board for obtaining approval for issuing licence to the above applicants for running petty shops on temporary (Short term) basis at Cattle Pound area. RESOLUTION NO.05: Shri . Bharathiyar (Vice President) requested the Board to give freehold to the stakeholders.

The state has large fertile areas along the Coromandel coast, the Palk strait, and the Gulf of Mannar. The fertile plains of Tamil Nadu are fed by rivers such as Kaveri, Palar and Vaigai and by the northeast monsoon. Traditionally an agricultural state, Tamil Nadu is a leading producer of agricultural products. Tribal Population As per 2001 census, out of the total state population of 62,405,679, the population of Scheduled Castes is 11,857,504 and that of Scheduled Tribes is 651,321. This constitutes 19% and 1.04% of the total population respectively.1 Further, the literacy level of the Adi Dravidar is only 63.19% and that of Tribal is 41.53%.

Started as kitchen garden which was given final shape by the Marquis of Tweeddale in the year 1847. Good maintenance and availability of variety of exotic and ornamental plants bestow on this garden, a unique position among the several gardens in India. Flowers and seedlings are available for sale in the Botanical Garden. There is a wood-hut (Log House) at the top from where panoramic view of Udhagamandalam can be had. The annual Spring Flower Club is held every year during May which attracts large number of tourists. The Botanical Garden has been maintained by the Tamil Nadu Agricultural Department since 1920. In the midst of the garden, just below the small lake, there is a fossil tree trunk of 20 million years old.
