Note: The State Government of Tamilnadu has rationalized the trade posts with revision in their scales of pay and change of nomenclature of the posts as shown below:

Grade II (Entry level posts) in pre-revised scale of pay of Rs. 3050-4590 will be re- designated as Skilled Assistant Grade II and their pay will be enhanced from 5200- 20200+1900(GP) to Rs. 5200-20200+2000(GP) on acquiring passing ITI trade Certificate. The post of Mazdoor in Wellington Cantonment Board is under the Category of Skilled Assistant grade II. In continuation of the above Government Order the State Government of Tamilnadu has revised the scales of pay to the posts of Skilled Assistant Grade II from 5200-20200+ Grade pay of Rs.2000 to 5200-20200+2400(GP) vide G.O. Ms.No.325 dated 22.07.2013. The revision of pay scales shall take notional effect from 01.01.2006 for the purpose fixation of pay in the revised scale of pay with monetary benefit from the date of acquiring of technical qualification.

AGENDA NO.04: GRANT OF ENHANCED RATE OF DEARNESS ALLOWANCE @ 139% OF _ BASIC PAY PLUS GARDE PAY TO CANTONMENT BOARD SERVANTS _ W.E.F. 01.07.2017:

To consider and approve the grant of enhanced rate of Dearness Allowance at 139% of Basic pay w.e.f.01.07.2017 as admissible to Cantonment Board employees under the same terms and conditions stipulated vide government of Tamilnadu. Finance (Allowance)Department G.O.No.300, dated 10.10.2017 as per the applicable terms of Memorandum of Settlement between the Cantonment Boards and the employees.

Note: Sanction of the General Officer Commanding-in- Chief, Southern Command, Pune, under Rule 19(b) of the Cantonments Account code, 1924, is required to be obtained to incur the approximate additional expenditure of Rs.60, 133/- per month based on the enhanced rate of Dearness Allowance payable to the Cantonment employees w.e.f.01.07.2017 for which Budget provision has been made in the Revised for the year 2017-2018. A proposal will be forwarded to GOC-in-Chief for obtaining sanction.

Note: The above applicants have filed the writ petition in the Hon’ble High Court against the CEO, Cantonment Board, Wellington and Estates Officer, Wellington Cantonment Board and the District Collector, and the Tahildhar, Taluk regarding lands-in- question of Cattle Pound area. The Hon’ble High Court of Judicature at Madras has passed an order dated 10.08.2017(Copy enclosed)in favour of Wellington Cantonment Board. Now the above mentioned applicants have requested vide their letter dated 13.11.2017 stating that they have running the petty shops from long time before and that is their livelihood from the small earnings from the petty shops and they have not claiming any rights of land and agreed to pay the necessary rent to be fixed by the Board for running petty shop on temporary (short term) basis and also agreed to hand over the said land if any Government project comes in future. Hence the subject matter is placed before the Board for obtaining approval for issuing licence to the above applicants for running petty shops on temporary (Short term) basis at Cattle Pound area.

RESOLUTION NO.05: Shri . Bharathiyar (Vice President) requested the Board to give freehold to the stakeholders. PCB and CEO stated that it is not advisable since the land belongs to Government and may require for its purpose in future. PCB instructed CEO to prepare a draft agreement including conditions like type of structure, number of years etc,. in order to safeguard the interests of Government land after discussing the subject matter with the stakeholders and the same shall be discussed with PCB and members.

Shanmugam, D.No.II/2(1), Anna Nagar, Wellington for the proposed Construction of Dwelling house to an extent of 213.58 Sq.ft in GLRS No. 458 part. The land in question is classified as B-2 patta and falls outside civil area. As per Section 238 of Cantonments Act, 2006 the Board is the competent to sanction or refuse the building plan.

AGENDA NO.11 BUILDING APPLICATION

To consider and approve the building application dated 24.02.2017 recived from Shri. Karthigeyan S/o Shri.Seethapathy, ‘‘Anderson cottage”, Singarathoppu, Wellington, The Nilgiris for the proposed revised plan showing the Farm and Car shed cum Servant quarters in GLRS No. 146 part. The land in question is classified as B-2 patta and falls outside civil area. As per section 238 of Cantonment Act 2006 the Board is competent to sanction or refuse the building plan. Relevant paper is placed on the table.

Note: The Board vide CBR No.14, dated 21.12.2016 had sanctioned the building plan submitted by Shri. Karthigeyan S/o Shri. Seethapathy “Anderson cottage”, Singarathoppu, Wellington for the proposed construction of Farm house and Car shed cum Servant quarters including RCC well. While execution of workthe DSSC authorities have stopped the work. Since, the proposed construction was within 10 meters from the adjoining A1 defence land. In this regard the individual have submitted a revised building plan for proposed Farm house and Car shed cum Servant quarters. The plan is in accordance with the instructions given by the MOD, New Delhi vide No.11026/2/2011/D (Lands), dated 21.10.2016. The proposed construction is as per the conditions and 20 meters away from the adjoining Defence land. Hence the plan is placed before the board.

Cantonment Engineer’s Report: The above application is in conformity with the requirements of the building bye-laws. It also fulfils the FSI restrictions imposed by the GOC-in-Chief, HQ, SC, Pune. There is no unauthorized construction and encroachment involved in the adjoining defence land, in the above case.

RESOLUTION NO.11: The Proposed site was inspected by the Adm. Commandant and the Rep of Cantonment Board, Wellington and found that the proposed building application is in order. Hence the same is considered and approved.

AGENDA NO.12: REMOVAL OF UNAUTHORISED CONSTRUCTION MADE BY _ SHRI.D.DORAIRAJ, UPPER COOLIPET IN GLRS NO.289 PART To consider and note the letter dated 27.11.2017 received from Shri.S.Dorairaj, Annai Illam, Upper Coolipet, Wellington through mobile application complaint No. GRV01060 regarding removal of unauthorized construction made by him. Relevant papers along with photograph are placed on the table. Cantonment Engineer’s Report: The individual has made an unauthorised to an extent of 765 Sq.ft in addition to the sanctioned built up area which violates the FSI restriction imposed by the GOC-in-Chief, SC, Pune during the year 2008 and the same was referred to the Board. The Board vide CBR No.18, dated 18.12.2008 have decided to issue notices under section 248 and under section 320 of the Cantonment Act, 2006. Accordingly notice under section 248 was issued vide this office letter No. UAC/VA/54/E5, dated 19.12.2008. In response to the above notice the party has removed the unauthorized construction (partly) to an extent of 25 Sq.ft. Meanwhile the applicant has purchased a land measuring 2179 Sq.ft from their neighbour in order to fulfil the FSI restriction and submitted a regularization plan to regularize the unauthorized construction and the same has been forwarded to the PD, DE,SC, Pune vide his office letter No. UAC/VA/x/Engg, dated 29.01.2010. To consider and approve the building applications received through mobile application vide No.BAP00082, dated 28.11.2017 received from Shri. R. Sivakumar, D.No.II/37, Anna Nagar, Wellington for the proposed Construction of Dwelling house to an extent of 203.33 Sq.ft in GLRS No. 458 part. The land in question is classified as B-2 patta and falls outside civil area. As per Section 238 of Cantonments Act, 2006 the Board is the competent to sanction or refuse the building plan.

Cantonment Engineer’s Report: The above building application is in conformity with the requirements of the building bye-laws except building byelaws No.8 namely that 10 feet shall be left all round the building. It also fulfils the FSI restrictions imposed by the GOC-in-Chief, HQ, SC, Pune. There is no unauthorized construction and encroachment involved in the adjoining defence land, in the above case.

AGENDA NO.16: PUBLICATION OF ELECTORAL ROLL, 2017 To consider the action taken report of Col. R. Rudra, Nominee of President of Cantonment Board, Wellington regarding hearing of claims and objections held on 06.09.2017. As per the provision Under Section 10 of Cantonment Electoral Rules, 2007 the Electoral Rolls were compiled and published on the 01.07.2017. While publishing the Electoral Rolls, claims and objections from the residents of the Cantonment for inclusion / exclusion of any name in the Rolls were also invited. 11 no.s of claims application for inclusion of names and 39 numbers of objections for inclusion of name were received by this office. The list of claims was published in Form V in the office notice board and notice boards at all wards. The same were heard and 11 no.s of claims for inclusion of names has been admitted in the Electoral roll, 2017. The decision for objection raised against Shri. S. Durairaj, Elected Member of Ward No. 1, Shri. Sebastian, Elected Member of Ward No. III, Shri. Srinivasan, Elected Member of Ward No. VI. Relevant file is placed on the table.

OBJECTION RAISED AGAINST SHRI. S. DURAIRAJ, EM OF WARD NO. I: The Government of India, Ministry of Defence has formulated an interim policy regarding renewal of lease whose full term has either expired or is expiring before 31.12.2018 will be extended till 31.12.2018 subject to the conditions. Shri. S. Durairaj and Shri. A. Sama are the HOR of lease bearing GLRS No. 552/281 and Shri. A. Sama is no more, as per the instruction of the above policy, this office has published the public notice in daily news papers, based on the public notice the individual Shri. S. Durairaj and the legal heir of A. Sama has given his acceptance of the terms and conditions of the said interim policy, based on the above, this office has issued a demand notice for payment of lease rent as per the guidelines and part payment of the lease rent has been paid by the above individual, the subject case will be placed before the Board for obtaining approval to execute an agreement on modified Schedule IV. OBJECTION RAISED AGAINST SHRI. SEBASTIAN, EM OF WARD NO. III:- It is informed that, based on the Public notice published by this office in Form II , the individual has removed the unauthorized construction and intimated to this office along with the photographs for evidence. The subject matter was placed before the Board and the Board vide CBR no. 18 dated 08.09.2017 has approved.

OBJECTION RAISED AGAINST SHRI. SRINIVASAN, EM OF WARD NO. VI:- It is informed that the individuals Shri. Srinivasan, Shri. Nagaraj and Shri. Ramamoorthy have sold the property to another person vide registered Sale Deed document vide No. 216/1997 dated 17.02.1997. As per the procedure the purchaser has applied to this office for transfer of name in his favour, during the site inspection carried out by the Cantonment Engineer and scrutinizing the concern file it is found that the whole building has been constructed without obtaining sanction from the Board and it is also noticed that the official correspondence have been made in the name of vendors. Now Shri. Srinivasan, Elected Member has submitted his reply citing that the subject property has already been sold, and the question of objection against Shri. Srinivasan is baseless. Hence the subject proceeding duly signed by the Nominee of the President, Cantonment Board, Wellington is placed before the Board for final decision.

AGENDA NO.17: RENEWAL OF LEASE GLRS NO. 86/49 - LAST AND FINAL

TERM FROM 01.11.1986. To consider and approve the expired lease bearing GLRS No. 86/49, to an extent of 1914 Sq.ft. for renewal of building lease as per the interim policy formulated by the Government of India, Ministry of Defence to deal with the renewal of Cantonment Code & CLAR leases whose first or second terms has expired but the sanction for renewal could not be given due to breach of certain conditions of lease. Relevant file is placed on the table. Note: As regards the second term of lease bearing GLRS. No. 86/49 has expired on 30.10.1986, as per the public notice published by this office based on the interim policy formulated by the Govt. of India, Ministry of Defence the successor has applied for renewal vide their letter dated 20.04.2017. On scrutinizing the file and site the successors have made an unauthorized construction to an extent of 363 Sq.ft. , the same was intimated to the successor to remove the unauthorized construction, based on the notice the successor have removed the unauthorized construction and the lease site was once again inspected by the Cantonment Engineer and reported / certified that there is no unauthorized construction and encroachments on adjoining defence land and there is no sub-division of site involved. Hence the proposal for renewal of lease for the further period of 30 years (last and final) from 01.11.1986 has to be forwarded to the Competent authorities after obtaining Board’s approval . Hence the said firms were not qualified. Hence financial bid of M/s. Sree Parabrahma Construction, Barracks was opened and the firm has quoted the rate of Rs. 9,08,013.30/-, since the firm is fulfilling all the terms and conditions and also submitted all the required documents as per the tender schedule. The quoted rates are found reasonable when compared with the current rate as per MES SSR 2010 which was approved by the Chief Engineer, Chennai Zone vide his letter No. 81006/2780/E8, dated 21.07.2017 and the same was received through the office of the Garrison Engineer, Wellington. NO escalation of cost will be permitted under any circumstances till the completion of the current financial year i.e., 31st March 2018. AGENDA NO.21 STREAM LINING OF USAGE OF POLYTHENE BY THE VENDORS AT SECOND SUNDAY MARKET

It is observed that the vendors of second Sunday market are using the polythene either in the form of packing of materials or for distribution to the general public and some of the vendors are involved in selling of food items either pre packed without labeling or preparing freshly in the open yard which may not be under hygienic conditions. Hence it is suggested to do the following arrangements.

a. Individual dustbin in twin color can be issued to each vendor with the direction to land over the bin with garbage under segregated condition, to the hygiene agent on end of the day. b. Vendor should ensure that there is no littering in and around the allotted areas, otherwise which may attract a penalty as fixed by the CEO U/S 289 (5) of the Cantonment Act 2006 c. A minimum of 5 nos of temporary stall can be erected with water tank allowing the vendors for receiving refreshment stall.

Hence decision of the Cantonment Board is required to streamline the vendors to restrict the usage of polythene in any manner.

AGENDA NO 25. : REVISION OF PAY & ALLOWANCES OF CANTONMENT BOARD _ EMPLOYEES AS PER THE TAMILNADU REVISED PAY RULES, 2017 – SEVENTH PAY COMMISSION :

(1) To consider and approve the revised scales of pay and allowances of all employees of Cantonment Board Wellington, as per the recommendations of the Tamil Nadu Revised Pay Rules, 2017 as recommended vide GO No.303 dated 11.10.2017. Under Clause 18 of the Memorandum of Settlement dated 13.05.1969, the Cantonment Board employees are entitled to the same scales of pay and allowances as are applicable to their counterparts in the State Government in which the Cantonment is located viz., whenever the State Government of Tamilnadu revises the pay scales and rates of allowances of their employees.

(2) To consider the revised rates of house rent allowance as per the classification of cities provided vide GO No.305 dated 13.10.2017.

(3) To consider and approve the revised rates of admissible allowances such as Hill Area Allowance, Winter allowance, cash allowance, special allowance, uniform allowance, overcoat allowance, stitching charges, washing allowance, Non-Practising Allowance, Security compensatory allowance and such allowances as are applicable to Cantonment Board employees.

The above revision of pay and allowances shall take place notionally w.e.f. 01.01.2016 and with monetary benefit w.e.f. 01st October, 2017.

(a) Revised rates of Dearness Allowance to Cantonment Fund Employees :

In the revised pay structure, dearness allowance shall be sanctioned to State Government employees whenever granted by the Central Government to its employees at the same rates and from the same dates , Accordingly, the dearness allowance under the revised pay structure shall be as shown below :

The revised rate of Winter Allowance shall be as follows :

Since Wellington is situated at an altitude of meters above MSL, the employees are applicable to a Winter Allowance of 10% of basic pay subject to a maximum of Rs.1500/- p.m.

(d) Revised rates of Washing Allowance :

The rate of washing allowance payable to Nursing categories has been enhanced from Rs.90/- to Rs.500/- per month. The rates os washing allowance to Office Assistants, Drivers, Conservancy Workers and others wearing uniforms daily has been enhanced to Rs.200/- per month.

(e) Non-Practising Allowance :

Non- Practising Allowance to Assistant Surgeons has been fixed at Rs.2400/- per month.

(f) Ration Allowance :

Ration Allowance admissible to Nurses and Auxiliary Nurse Midwives (ANMs) has been fixed at Rs.120/- per month.

(g) Special Compensatory allowance :

Special Compensatory Allowance to Office Assistants and basic service personnel has been fixed as follows :

Ordinary Grade – Rs.100/- pm Selection Grade – Rs.150/- pm Special Grade – Rs.200/- pm

Rates of other applicable allowances as overcoat allowance to doctors, stitching charges for uniforms , security compensatory allowance etc. are to be sanctioned at the prescribed rates.
