    Sri Lanka - Vietnam Relations Sri Lanka – Vietnam relations have roots in the two countries affinity to Buddhism and were nurtured through the solidarity of Sri Lanka during the Vietnam’s struggle against colonialism. Sri Lanka has firmly favoured Vietnam during the Vietnamese struggle for freedom and also the recognized provincial Revolutionary Government of the Republic of South Vietnam. Later following the unification Sri Lanka was one of the first countries to establish relations with the Socialist Republic of Vietnam. Following the establishment of formal diplomatic relations in 1970, Vietnam opened a resident mission in Colombo in May 1971 while Sri Lanka’s Ambassador in China was concurrently accredited to Vietnam. Later accreditation was from Thailand. As Vietnam withdrew its resident representation from Sri Lanka in 1982 due to economical reasons, the Vietnamese Ambassador in India is concurrently accredited to Sri Lanka. In January 2001, demonstrating Sri Lanka’s interest to strengthen bilateral relations with Vietnam, the Cabinet decided to open a resident Sri Lankan Mission in Hanoi. Accordingly, the Sri Lanka Embassy was opened in Hanoi on 16th January 2003 and the first resident Ambassador of Sri Lanka to Vietnam presented credentials to H.E. Mr. Tran Duc Luong, President of Vietnam on 17th February 2003. This was an opening of a new chapter aimed at reinvigorating traditional relationship between the two countries. Since the establishment of diplomatic ties in 1970, Sri Lanka and Vietnam have signed a number of agreements and MoUs in many fields for co-operation between the two countries. Vietnam has been benefited by the South South Technical Co-operation programme of the Ministry of Foreign Affairs introduced in 2001 and a considerable number of Vietnamese nationals continue to undergo training and skill development programmes in selected centers of excellence in Sri Lanka.

I am Radhika Iyer and I have the honor of being your Head Chair this year. Currently I’m a third year Microbiology Major and pursuing Global Disease Biology and Art Studio minors at UC Davis. I started MUN in my freshman year of college and have enjoyed it immensely. My experiences at Davis MUN have given me a broader insight of the world around us. Most importantly however, it has given me the opportunity to meet people from different backgrounds having various ambitions and passions and, I hope, that as delegates you too can experience that at AggieMUN! The Sri Lankan Civil War was a devastating event that culminated from several attempts by a country trying to reestablish its identity post-independence, and coming to terms with having two dominant languages and cultures. It is a recent war that ended in 2009 and, even today, Northern parts of Sri Lanka continue to experience the aftermath of the conflict. In this committee, as delegates, you will be thrown into a government that now has to deal with shifting ideologies and public dissent due to a rising terrorist threat.     1 Promoting Transitional Justice through the Politics of the Everyday: Inclusive Avenues to Social Movement Activism 1 Crystal Whetstone, Assistant Professor, Sam Houston State University [email protected] Draft for Western Political Science Association 2021 Annual Meeting Abstract Social movement resistance is typically conceived of as public collective action. In this paper, I argue for an expanded understanding of movement resistance as outlined by James Scott, who stresses individual resistance. Building on Scott, I suggest that individual resistance can become collective (albeit private) resistance that at an aggregate finds an outlet in a counterpublic—a critical counternarrative—that challenges heteronormative discourses. Performing a feminist re-reading on a women’s group, this paper argues that everyday conversation hinging on political concerns may be viewed as a form of political engagement, and if it is oppositional, contributes to social movement resistance. The women’s group the Southern Mothers’ Front disbanded after four years of organizing. Yet former members continued to engage in political conservations that the government sought to quiet. This paper redefines former Southern Mothers’ Front members’ conversations as a form of collective resistance that fed into a counterpublic that challenged state discourses, although not never taking center-stage in public debate.
