BOX 1006, WEST LEEDERVILLE, 6901 LOCATION: GATE 1, SUBIACO OVAL SUBIACO ROAD, SUBIACO OFFICE HOURS: 9.00 AM TO 4.30 PM WESTERN AUSTRALIAN AMATEUR FOOTBALL LEAGUE PRESIDENTS REPORT 2000 It is my great pleasure to compile my fifth President’s report in our 79th season of the Western Australian Amateur Football League. The WAAFL continues to play an important part in the development of young people to achieve at various levels and sections within our national game. It gives players, umpires, coaches, administrators and trainers a start where they can stay within Amateurs or can graduate to Westar and AFL levels if they wish to persue that goal. Whilst the majority of people only wish to participate in the Amateur Fooball League they also perform a greater role by being involved in one of the greatest voluntary organisations and add value to their local communities and society as a whole. Thank you for your efforts. The move from Leederville Oval (home since1994) back to Subiaco saw the WAAFL return to their origins. This also continued our close relationship with the heirachy of State and local football and their acknowledgement of our important part within the whole football fraternity. We thank the WAFC and their generosity. Our umpires coaching panel, Mike Ball (field), Stewart Tempest (boundary and fitness), Nigel Tilley (goals) and Bruce Wheatland (club) and their support personnel again put on the playing arena an excellent large group of dedicated umpires. The revamping of our coaching structure next season should again lift the standard of training and the control of all facets of umpiring (panel, clubs and school umpires). In our 4th year of the High School Umpires Scheme we continued to expand under the enthusiastic efforts of Bruce Wheatland. Over 80 students from 6 schools participate every week with several going onto Westar duties. Both State Teams were successful in their games to bring back credibitity to the WAAFL after a previous dismal season. Thanks to Brad Dunn (seniors), Jeff Miller (colts), their support staff and all players for their on field efforts. The WAAFL would not function properly without the support and orderly operation of several sub committees that work independently of the management committee. These include weekly tribunals, reinstatements, investigations, umpires appointment board, umpire observing and club umpires observers. These roles are carried out without fuss and demands. We appreciate all their efforts. All members of the Management Committee continue to give freely of their time and services to your League on a purely voluntary basis. My gratitude to Milton Sanders (Vice President, Liason and Development, Secretary Metropolitan Football Leagues Council), Bruce Wainwright (Secretary, Amateur scores), Phil Hayes (State Football), David Thompson (Functions) Ross Rayson (Colts) Mark Herron (by laws and constitution) Graeme Jacques (Functions, general), Tony Tarulli (general), Alan Clements (Radio 6AR), Perry King (Radio 6AR). Valued sponsorship from the Swan Brewery, Smith + Nephew, Burley Sekem and the Football Commission have helped offset the financial costs to clubs. Their support is appreciated. The WAAFL continues to be a member of the Metropolitan Football Leagues Council (with the Sunday Football League, Peel Football League, Womens Football League and Superules) which provides a venue to discuss football matters at grass roots level as well as allocation of WAFC funding. Throughout the year the office staff continue to give efficient service. Headed by Executive Officer Neil Judge with Kerry Spencer, Julia Triplett and Kelly Tyrrell, they have provided clubs with good attention. My sincere gratitude for their diligent work throughout 2000. Doug Frame continues to give unselfish service to the League including helping with the moving of premises, revamping the office, maintenance and organising gates for all finals. To all individual Amateur League award winners and Premiership teams your efforts to achieve those goals are to be congratulated, you have joined a long list of achievers in the WAAFL history. In amateur football there are too many people to thank individually. We are a hard working voluntary organisation, so for all those people I thank you and wish you every success in the year 2001. JOHN DAVIES PRESIDENT . UMPIRE ADVISERS REPORT 2000 The year 2000 was a season in two halves. With the retirement of some of our experienced umpires in field and boundary it made the first half numbers down on previous years. In the second half the numbers in all three categories were very good allowing us to cover all games. Overall it was a pleasing season. The coaching staff this year had a lot of quality about it . I would like to thank the following people. In the field umpiring category, Dennis Miller and Robert Butler. In the boundary umpiring and phys ed category, Stewart Tempest. In the goal umpiring category, Nigel Tilley. I would like to thank Bruce Wheatland for his tireless work for umpiring in general and also a special thank you to Reg Statham and Doug Frame. The Club umpiring scenario needs to be addressed. I believe neutral umpires are the only way to go. There is a duty of care to be looked at and the doubts about fairness in adjudicating matches. Junior regional advisers are prepared to provide umpires for games controlled by club umpires. The school boundary umpiring again grew in numbers and quality. This programme has been very successful and all credit should be given to Bruce Wheatland and the schools involved. The accreditation of new and second year umpires continued in field umpiring, but this year saw a great number of goal umpires complete their level 1 accreditation. The accreditation programme is a great teaching tool for all umpires and next year boundary umpires need to be involved. The Association ran some good social functions throughout the year and they were able to maintain some excellent sponsorship from the Swan Brewery, Qantas, Herdsman Hotel, Sekem and the Terrace Hotel. We really appreciate being able to provide fine awards to all umpires. The finals series was a very successful one with all umpires performing well. The teamwork and camaraderie amongst all of them was great. To those who were fortunate enough to umpire a grand final, well done. To the WAAFL Board, Neil Judge and the office staff, thank you for your support throughout the year. In conclusion, I would like to wish everyone the best for Christmas and we will see you in the year 2001. M. BALL UMPIRES ADVISER/CHAIRMAN CLUB UMPIRES REPORT 2000 Once again this season, clubs were asked to recruit central umpires for all grades other than A, B & C grade in a system established some six to seven seasons ago. In my travels around the grounds this season, I was able to observe approximately seventy umpires. The quality of umpiring varied, but in general I was most satisfied with the efforts of the club umpires. However it is time for the WAAFL to take the next step. This will be carried out with the introduction of a revamped neutral umpire system for which planning, surveying processes and implementation procedures have already or are about to become a reality. It is envisaged that the pool of year 2000 club umpires will be assigned under the umbrella of Westar regional umpire coaches for appointment to weekly fixtures. This procedural change will be accompanied by standardised match payments centrally administered, workers’ compensation coverage to umpires, the elimination of the unwarranted stigma attached to “Club” umpires, an upgraded uniform and access to the expertise of Westar regional coaches enhancing individual communication for umpires resulting hopefully in better informed and performing umpires. The role of the Westar coaches will include appointments in implementing law changes and new interpretations, which need to be communicated. There is much planning, co-ordination and communication to take place in the off season, but the benefits will only further enhance the already highly recognised status of the largest community football in the state, Congratulations to all umpires for your contribution this season your courage and commitment is very much appreciated. BRUCE WHEATLAND CLUB UMPIRES CO-ORDINATOR SCHOOLS BOUNDARY UMPIRE DEVELOPMENT PROGRAM The 2000 season featured the continued growth of this innovative program initiated by the WAAFL. Schools enlisted to provide umpiring services were - Morley SHS, John Forrest SHS, Corpus Christi College, Warwick SHS, Duncraig SHS and Seton Catholic College with support from Leeming SHS and Chisholm Catholic College. Some 86 male and female students were introduced to boundary umpiring duties throughout the season with approximately 9 umpiring at C grade level throughout the season. In addition five more joined the Westar panel with one reaching reserves level. In addition 30 umpires from the schools’ program officiated in the first two weeks of finals with 8 being appointed to grand finals. It would be understating the fact that the success of this program has not gone unnoticed and has stimulated tremendous interest within the football industry of Western Australia and interstate alike. The program would not be possible without the support of the WAAFL executive and clubs, or the recruiting and training skills of school personnel Peter Merritt (Duncraig SHS), Doug Scott (Seton College), Peter Frusher(Corpus Christi College), Michael Pampacos (John Forrest SHS) and Paul Forrestal (Warwick SHS).
