INTRODUCTION

Greater Vernon last hosted the BC Winter Games back in 2012 (“The Best‐Ever BC Winter Games”) The City is delighted to submit another bid to bring the BC Winter Games back, ten years later in February 2022.

The City has a proud history of hosting hugely successful community and sporting events including: The 2016 Haywood NorAm Buff Sprints and Super Tour Points Race (Cross Country Skiing), the 2014 RBC Cup Jr. Hockey Championships, the 2011 Sparkling Hill Masters World Cup (Cross Country Skiing), the 2008 Telus World Skins Game (Golf), the 2008 Ford World Women’s Championship, the annual Funtastic Sports Music Festival and Slo‐Pitch Tournament (’s largest slo‐pitch tournament) and just to the north of Vernon, the Armstrong Interior Provincial Exhibition and Stampede. We are also thrilled to mention that Vernon will jointly host the 2017 55+ BC Games in collaboration with Greater Vernon, The City of Armstrong and the Township of Spallumcheen.

Our community is packed with active and knowledgeable people who will provide an unrivalled body of athletes, officials and volunteers should we be successful in our bid.

Greater Vernon is able to not only provide the volunteer base but also plentiful accommodation, dinning and administration facilities in addition to our phenomenal, competition level facilities for 18 core winter sports.

Greater Vernon lies at the northern point of the beautiful Okanagan Valley; situated just 35 minutes from Kelowna airport and serviced by routes 97 and 6, making the area easily accessible by road and air from all zones within the province.

The Okanagan climate is part of what makes the area so special. During the winter months most of the region's average daytime highs hover around near‐freezing. Skiing and ice‐ sports are exceptionally well provided for with nearby world‐class mountain resorts and two NHL sized ice sheets at our Multi‐Use Arena, Kal Tire Place (The brand new twin facility is scheduled to be operational by Fall 2018).

Located just 22 km (14 miles) from Vernon, Silver Star Mountain Resort is BC’s third largest ski area and boasts champagne powder and varied terrain in 3,282 skiable acres. With four distinct mountain faces, 132 runs, 760m vertical drop, 700cm+ of annual snowfall and a pleasant average daytime temperature of ‐5 degrees Celsius there is no wonder it is the winner of several prestigious awards including:  2015 & 2016 TripAdvisor Certificate of Excellence Award Winner  USA Today's #5 Cross‐country Ski Resort in North America  Ski Canada Magazine's 2016 "Best of" Awards i) Best Family Resort ii) Best Grooming iii) Best Terrain Park iv) Best Sun v) Best News for Tree Skiers

Sovereign Lake Nordic Ski Club is a close and connected neighbour to Silver Star serviced by the same road and situated 24 km from Vernon. The Club provides over 105km of daily groomed trails in conjunction with Silver Star making it the largest continuously groomed network of cross country ski trails in Canada.

The District of Coldstream Council recently considered the request from the City of Vernon for proportional financial support for the 2022 BC Winter Games bid application. I am pleased to advise that the District of Coldstream will provide a proportional cash contribution in the amount of $7,515 if the games are awarded to Greater Vernon.

With all of our sports amenities in our communities and natural beauty of the Okanagan Valley, Greater Vernon is the perfect location for hosting the 2022 BC Winter Games. These games would provide an opportunity for our communities to be showcased.

Dear Joe,

As per our discussion here is our agreement from CUPE 5523 to support the hosting of the 2022 Winter Games.  There be no loss of wages. Use non‐ instructional days or adjust the school calendar.  Our expectation is that if non‐ instructional days are used for the Winter Games, the CUPE support staff that normally work these days would continue to.  Custodians are given the option of working the two days at 8 hours per day; taking the days off or doing 4 hour shifts over the whole 4 day event. Overtime would only apply if the Custodian was called out to do additional hours or a 2 hour call out for emergency situations as per our collective agreement. Duties of cleaning the buildings remain the custodial staff responsibility.  Bus Drivers may increase their hours by driving during the Winter Games to the maximum of 40 hours. Once again overtime would apply after that per our collective agreement.

We will encourage CUPE members to volunteer outside their normal working hours to make this event a success. We look forward to assisting and supporting both School District # 22 and the City Of Vernon in hosting this event.

CREEKSIDE CONFERENCE CENTRE

FACILITIES ACCREDITATION CENTRE, VOLUNTEER APPRECIATION EVENT AND OPENING AND CLOSING CEREMONIES. The accreditation centre, opening and closing ceremonies and the volunteer appreciation event will be located at Kal Tire Place, Vernon. Kal Tire Place is a 3,003 seat multi‐purpose arena with additional standing room capacity of 500 and a total concert capacity of 5,650. It was built in 2001 and serves as home to the Vernon Vipers Jr Hockey Club. This indoor facility has good wheelchair access, two permanent concessions, a licenced beverage service and ample parking. The ice sheet can be rapidly converted to hard surface for ceremonies and the upper level concourse provides ample space for both zone and sport registration booths concurrently. The volunteer appreciation event will be held directly after the closing ceremony.

PARTICIPANT DINING VENUE The main dining facility will be located in the Creekside Conference Centre (CCC) of the Vernon Recreation Centre. The CCC is an area of 12,404ft and can seat up to 718 for dining. The facility is adjoined to a large, recently upgraded, commercial kitchen with 300 place settings and two food warmers; a legacy from the 2012 BC Winter Games. Dining will be done in sittings throughout the day using locally sourced fresh food. The venue is capable of providing all athletes with a hot breakfast and dinner along with a packed lunch as demonstrated during the 2012 Winter Games.

MEDICAL CLINIC Greater Vernon has ample capacity for medical care with three walk in clinics, the Vernon Jubilee Hospital and a multitude of high calibre physiotherapy clinics. Silver Star Ski Patrol will service the ski area and a dedicated medical facility will be set up and staffed for the duration of the Games alleviating any pressure on existing Community Health Care Facilities.

TRANSPORTATION BY CAR The Greater Vernon area is easily accessible by road and air. The area is serviced by highway 97, the longest continuously numbered route in running 2,081km from Osoyoos in the south to the British Columbia/Yukon territory in the north at Watson Lake. Highway 6 provides links to the south east of British Columbia.

BY BUS The Greyhound bus station is just a 10‐15 minute walk away from the proposed accreditation centre providing links to all destinations throughout BC.

BY AIR Kelowna airport is situation just 35 minutes south of Vernon which has direct flights from four other BC destinations: Cranbrook Prince George Victoria Vancouver

GAMES TRANSPORTATION Eight BC Transit bus routes run throughout the city and pass within meters of every proposed sport and accommodation venue (with the exception of Silver Star and Sovereign Lake) The school district will provide buses with drivers and have agreed to allow use for the duration of the games (see SD22 and CUPE 5523 resolution). A privately owned company, A1 Buses has also agreed to be used if required. The company can provide ninety one buses: Three, fifteen passenger vans, eight sixteen‐twenty passenger buses, three, twenty four passenger buses, forty seven, forty eight passenger buses, and thirty, fifty six passenger buses. The company have agreed to make their vehicles available for the duration of the games.

INVENTORY OF SCHOOLS FOR ACCOMMODATION

School District 22 has agreed to allow use of their schools for the purpose of accommodation for the duration of the Games. Below is a list of proposed accommodations. It is also worth noting that Vernon is home to Canada’s largest Army Cadet Training Centre. No official request has been made by Vernon to use this facility for the purpose of the Games though it should be noted as a viable accommodation and dining option.

The Vernon Cadet Training Centre has dormitory style accommodation for over one thousand people including beds, showers and a dining facility. The camp is located 2.2km south of the Vernon Recreation Centre off the main highway 97. It currently has 330 heated bed spaces with showers and has plans for renovations including the increase of heated accommodation within the next 3 years. There are also two permanent members of staff on site.

2022 BC WINTER GAMES BID - LETTER OF SUPPORT

Please accept this letter as confirmation of Sovereign Lake Nordic Club’s offer to support the City of Vernon in its bid to host the 2022 BC Winter Games.

Sovereign Lake was a previous venue for Cross country and Biathlon events at the last Winter Games held in Vernon. SLNC continues to be a high profile racing venue with World Cup, NorAm Championships, World Masters Championships and numerous Provincial and Regional Cup race experience since 1992. SLNC offers fully homologated race trails for both Biathlon and Cross Country racing. Our Officials team continues to expand and produces an average of 8 new certified officials annually. SLNC has 1700 members, roughly 37,000 visitors and hosts a minimum of 3 races per season at our venue. No additional equipment is required for purchase as SLNC possesses all race venue equipment regardless of race format.

SLNC is in the process of constructing a new day lodge that will house athletes and events more effectively in the future. Our facilities will proudly be made available for the Games taking place over 24-27 February 2022.
