As such, we recommend that there be no statewide bag limits for sport catch of sablefish. Rationale: • Initial sablefish quotas in Southeast Alaska were established in 2009 with insufficient historical sport catch information upon which to base a realistic quota. As data collected in 2009 from the ADF&G showed minim"1 statewide sport harvest of sablefish we believe it is prudent to get an accurate assessment of sport market demand. • Information gained by the department from more robust data collection, starting in 2010, in the guide log books and the statewide hal'vest survey will be very valuable to determine an accurate assessment of statewide and region"1 sport demand for sablefish. • NMFS considers the stock to be sustainable. From their website, NMFS states that the Alaska TAe is below the sustainable harvest level. http://www.nmfs.noa".gov!fishwatch!species!sablefish.htm NMFS: SustoirlObility Status Biomass: The west coast sable/ish population is at 96% 0/ target levels, and Alaska at 101% oj target levels; • Overfishing: No • Overfished: No / RC: Victoria O'Connell, proposal 175 and 177 A new way to approach bag limits: The criteria the Board uses to set bag and possession limits that "provide for a reasonable level of angling opportunity and harvest while at the same time provide for protection against high levels of harvest that could be harmful to the health of the stocks". Instead of a discussion of what the current catch mayor may not be based on insufficient catch data the Board has the opportunity to take a different approach that could serve them in future scenarios as well: For fish with extreme longevity like blackcod and thornyheads, the bag limit is not to exceed two fish per day. This provides anglers with a reasonable opportunity to keep fish of any species but is respectful of the inherent difficulty in managing these long lived species. If a management plan, with an allocation, is implemented regionally or stiltewide, in the future, the bag, posseSSion, and annual limits could be adjusted to reflect a high population or low population stock level. In this manner the Board is acknowledging that these long-lived species are difficult to manage and are a valuable resource and need to have limits associated with removals. It doesn't reduce any angler's opportunity to sport fish for this species. In the case of blackcod and thornyhead for example most anglers are not taking any now ,so a 2 fish bag limit would not effectively decrease their opportunity - but provide reasonable access. For example, the bag limit for halibut was 2 daily for decades, well before there were allocation battles or declining stock trends and provided a reasonable opportunity. A two fish daily bag limit is actually greater than the average daily bag limit for marine finfish in Southeast now: (.+ ! tif .... (If \11« AllnU~ II ... ,,,. • Yelloweye (maximum age 118) 1 • Lingcod (maximum age 28) 1 • Halibut 1 or 2 (maximum age 55)- remember that the daily limit for halibut was 2 for decades and was considered a reasonable opportunity.

  • Archery and Sport Fishing Quick Reference Guide Manufacturer
Archery and Sport Fishing Quick Reference Guide Who is liable for the Federal Excise Tax (FET)? IRC 4161 imposes an excise tax on the sale of sport fishing equipment, bows, archery equipment and arrow shafts. This tax is imposed on the manufacturers (a term which includes producers and importers) of these products. In order to determine the proper taxpayer we must understand how the code defines these terms Manufacturer: Regulation Section 48.0-2(a)(4)(i) defines a “manufacturer” to include any person who produces a taxable article from scrap, salvage, or junk material, or from new or raw material, by processing, manipulating, or changing the form of an article or by combining or assembling two or more articles. The term also includes a “producer” and an “importer’. Regulation Section 48.0-2(a)(4)(ii) states that under certain circumstances, as where a person manufactures or produces a taxable article for another person who furnishes materials under an agreement whereby the person who furnished the materials retains title thereto and to the finished article, the person for whom the taxable article is manufactured or produced, and not the person who actually manufactures or produces it, will be considered the manufacturer. Importer: Regulation Section 48.0-2(a)(4)(i) defines an “importer” as any person who brings a taxable article into the United States from a source outside the United States, or who withdraws a taxable article from a customs bonded warehouse for sale or use in the United States. If the nominal importer of the taxable article is not its beneficial owner (for example, the nominal importer is a customs broker engaged by the beneficial owner), the beneficial owner is the importer of the article and liable for tax on its sale or use of the article in the United States.

  • [ANGLER D Magazine ~ ]~
PENNSYLVANIA'S OFFICIAL E° PENNSYLVANIAFISHING & BOATING T [ANGLER d Magazine ~ ]~ SEPTEMBER, 1968 PROJECT 70- Pennsylvanians overwhelmingly voted for Project 70—a measure which provided funds for acquisition of land and water areas for eventual recreational development and use. With the signing of this legislation into law in 1964, Pennsylvania's first major coordinated recreational land hunt was on. One of the basic goals of the Project 70 program was to acquire open space lands near our metropolitan centers. Another goal was to buy lands that would open access to our existing public waterways. These goals are practical and deserving of full attention. How ever, they are extremely difficult to meet. As you might expect, suitable recreation lands around our big cities are scarce, extremely expensive and frankly are looked upon as prime tax producers. State ownership for recreational use of such areas often is not welcomed. The acquisition of waterfront sites in developed zones usually meets resistance, clamors of overcrowding and cries that existing property will be devaluated. Thus, while Project 70 and its basic goals were supported by the majority of all voting Pennsylvanians, those handling the program are frequently the butt of much abuse and criticism. Fortunately, most of the proposed Project 70 site acquisitions are eventually approved and finalized. For those handling portions of the program it is tremendously encouraging to see new park sites being acquired in our heavily populated counties. The sting of un fair criticism is readily forgotten when lakes and ponds and river pools that were once inaccessible to the wandering fisherman and boater are open for public enjoyment.

Fishing is Reel FUN! Fishing and boating information for fun and safe outdoor experiences. www.fishandboat.comwww.fishandboat.com 1 Let’s Go Fishing! Fishing is relaxing and fun. Follow these on-the-water tips for a successful fishing trip: • Make sure you are comfortable in your boat. Load it evenly so it doesn’t tip over when you’re fishing. Secure your gear to the boat using straps or bungee cords. • Check your fishing equipment before you go. Bring your fishing rod and reel, hooks, bobbers, lures and bait. • Try different types of bait to see what the fish like best. Worms and corn are great baits to try first. You may also want to try a spinner or other type of lure. • Relax, be patient and enjoy the view from your human- powered boat. 2 Be a SMART Angler One of the first lessons to teach a new angler is how to be SMART. Each letter of that word will help remind you how to be safe, have fun and protect the fish that we love to catch. Share your smarts with your new fishing buddies. S - Safety first! • Watch where you are swinging hooks while casting. • Be careful when walking around steep banks near the water. • Wear a life jacket when fishing on steep banks or from a boat. M - Manners are important. • Don’t yell on the water. You could ruin the quiet of nature that others enjoy. • Don’t force people out of fishing spots if they were there first. A - Appreciate clean water. The fish live in water, and they have no place else to go.
