SHRI RAVI NAIK LAND ACQUISITION FOR 800M3 GLR AT SHANTINAGAR-PONDA 1. WILL the Minister for Public Works be pleased to state:

(a) the status of the proposal of land acquisition for 800m3 GLR at Shantinagar-Ponda; (b) the status of approval to deposit 25% of amount to EDC on 23/9/2015; (c) whether the amount awarded has been paid to the affected persons family; if so, the date of payment; and (d) if not, the reasons therefor?

SHRI RAVI NAIK FINANCIAL ASSISTANCE RECEIVED FROM THE CENTRAL GOVERNMENT 2. WILL the Minister for Finance be pleased to state:

(a) the year-wise details of the financial package/assistance received by the State Government from the Centre from 01.04.2017 till date; (b) the details of the financial package/assistance received by the Government from Centre under Covid-19 fund; (c) the details of the funds utilised; and (d) the total amount of loan and borrowings by the State during the years 2019-2020 and 2020-2021?

SHRI RAVI NAIK METAL STONE QUARRIES IN THE STATE 3. WILL the Minister for Mines and Geology be pleased to state:

(a) the number of registered metal stone quarries in the State with details such as name of the licensee, area of lease granted with address; (b) the number of illegal quarries operational in the State with their location;

(c) the action taken by the Government against illegal quarries with details along with name and addresses of illegal quarries that have been raided; (d) the number of registered metal stone quarries that are operational in Valpoi Constituency; and (e) the number of illegal metal stone quarries that are operational in Valpoi Constituency?

SHRI RAVI NAIK SEWERAGE PIPELINE IN PONDA CONSTITUENCY 4. WILL the Minister for Public Works be pleased to state:

(a) the details of the work of laying sewerage pipeline in Ponda Constituency and its surroundings areas with date of commencement and status of the work as on date; (b) the details of the work tendered for Zone 1 A– Phase I, Zone 1 C– Phase II, Zone 1 C–Phase III, Zone 1 C-Phase I, Zone 1 A– Phase II, Zone 1 B– Phase II, Zone 1 B–Phase I with names of agencies that have been tendered the work, the total length in meters at the time of tender, the total length in meters at the time of execution with diameters, amount paid to each agency and amount due to be paid to each agency; (c) the total amount paid to all agencies till date; and (d) the total amount due to be paid to all agencies till date?

SHRI RAVI NAIK ATAL ASRA YOJANA 5. WILL the Minister for Tribal Welfare be pleased to state:

(a) the details separately for OBC, ST and SC category of the applications received for availing financial assistance under Atal Asra Yojana such as name of the applicants their addresses, date of application received, nature and status of constructions since inception of the scheme till date, (b) the details of the applications pending with reasons for pendency; (c) the total number of applications sanctioned; and (d) the separate list for construction of new house and repair of existing house with name of the applicant and amount sanctioned?

SHRI RAVI NAIK COLLECTION OF INFRASTRUCTURE TAX 6. WILL the Minister for Town and Country planning be pleased to state:

(a) the total amount of infrastructure tax collected by the Government from 01.06.2017 till date with name of the Department collecting tax; (b) the purpose of collecting this infrastructure tax from the people that are building houses/ building; and (c) the details of the infrastructure provided under this scheme from 01.06.2017 till date?

SHRI RAVI NAIK ILLEGAL HILL CUTTING 7. WILL the Minister for Town and Country Planning be pleased to state:

(a) whether the Government has received any complaints of illegal hill cutting since May 2020 in Quela Panchayat; if so, the details of the complaint, date of receipt of complaint, copy of complaint letter and survey number of the illegal hill cutting; (b) the details of the action taken by the Department; (c) the details of permissions issued under Rule 17A of TCP Act in since the year 2017; (d) the details of the applications seeking permission under Rule 17A of TCP Act from the year 2017 till date in; and (e) the details of the applications pending with name of the applicants, survey number, total area, date of applications and reasons for pendency?

SHRI RAVI NAIK CONSTRUCTION OF BRIDGE AT CHIMBEL 13. WILL the Minister for Public Works be pleased to state:

(a) the status of the construction of road from to Merces/ bypass road; (b) the status of construction of bridge at Chimbel; (c) the date of commencement of the work and the date of completion; and (d) whether this proposal is under the litigation; if so, the details thereof?

SHRI RAVI NAIK EXPORT OF IRON ORE 14. WILL the Minister for Mines and Geology be pleased to state:

(a) the year-wise details of the total quantity of Iron Ore exported since 2012 till date; and (b) the year-wise details of the total amount of revenue collected from all sources of Mines such as Mineral concession fees, rent and royalty, royalty on minor minerals, dead rent, surface rent, application fees, interest on delayed payments, e-auction, sale proceeds of dead stock, waste paper and other items since 2012 till date?

SHRI ROHAN KHAUNTE REVENUE GENERATED FROM CASINOS 15. WILL the Minister for Home be pleased to state:

(a) the details of all Onshore and Offshore Casinos operating on River Mandovi as on date along with their names, details of the owner, copy of licenses, renewal date, capacity, location and license fees paid as on date;

(b) the number of Casinos that are yet to pay their license fee as on date with details such as their names, details of the owner, copy of licenses, renewal date, capacity, location and last license fees paid; (c) the year-wise details of the revenue generated by each Casino in the State during the last 5 years; (d) the details of total revenue generated from Casinos by way of fine along with name of the casino, name of the owner, copies of trade permissions, renewal status, capacity, location, fine levied, fine paid, copy of receipt and the reasons for imposing fine; (e) the amount of income the State would have generated had the date for renewal of license of casinos not been extended with copies of all SOPs/Orders/Notifications issued by the Government extending the date for renewal of license during the last 5 years; (f) whether any Gaming Commissioner has been appointed for Casinos as assured by the Hon’ble Chief Minister; if so, the details thereof; if not the reasons therefor; and (g) the details of the act, rules, orders and notifications with regard to the functioning of Offshore Casinos in the State?

SHRI ROHAN KHAUNTE CASES PENDING IN VIGILANCE DEPARTMENT 16. WILL the Minister for Vigilance be pleased to state:

(a) the number of vigilance cases pending as on date with details such as name of the complainant, the date of complaint, details of complaint along with copy, name of the person against whom complaint is filed, present status of each case and reasons for pendency or the action taken till date; (b) the Department-wise details of all the pending vigilance cases as on date for reply, cases where vigilance inquiry has been initiated in each case, number of hearings conducted in each case and the reasons for delay in taking appropriate action as on date; (c) the details of all Government servants that have been suspended and re-instated during the last 5 years along with copies of all the Government notings, file notings, cabinet approvals, copies of Cabinet/Government decisions with respect to suspension and reinstatement of each Government servant with reasons therefor; (d) the details of all the pending cases as on date before the Department with respect to promotions along with the name of the person, file number, date of receiving the file and reasons for pendency; (e) the present status of all the complaints filed by Mr. Sanjay Pednekar, r/o Socorro, Porvorim and Mr.Suhas Morajkar, r/o Shantinagar, Porvorim along with details of the complaint, date of

SHRI ROHAN KHAUNTE TIRUMALA TIRUPATI MULTISTATE CO-OPERATIVE CREDIT SOCIETY LTD. 17. WILL the Minister for Co-operation be pleased to state:

(a) the present status of the file placed on the Table of the House by MLA., Shri Rohan Khaunte during the January 2021 Assembly Session along with the steps taken by the Government till date; (b) whether any steps have been initiated by the Government with regard to the calling attention raised by Shri Aleixo Reginaldo Lourenco during the last Assembly Session on the issue of illegalities by Tirumala Tirupati Multistate Co-operative Credit Society Ltd.; if so, the details thereof; if not, the reasons therefor; (c) whether the Government has received any complaints from the public against any of the branches of Tirumala Tirupati Multi-State Co-op. Credit Society Ltd., as on date; if so, furnish copies of the complaint along with the action taken report. (d) whether any advances and deposits are received by Tirumala Tirupati Multistate Co-operative Credit Society Ltd., as on date; if so, the details thereof with name of the branch and amount of money deposited till date; (e) whether any action has been initiated against Tirumala Tirupati Multistate Co-operative Credit Society Ltd., as on date; if so, the details thereof; if not, the reasons therefor; and (f) whether the Tirumala Tirupati Multistate Co-operative Credit Society Ltd., has obtained relevant permissions/ NOCs/ approval from Central or State Registrar for carrying out operations in the State; if so, furnish copies of the same; if not, the reasons therefor along with the action taken against the Tirumala Tirupati Multistate Co-operative Credit Society Ltd.?

SHRI ROHAN KHAUNTE STATUS OF CO-OPERATIVE SOCIETIES 18. WILL the Minister for Co-operation be pleased to state:

(a) the details of all elected Board of Directors (BOD) and members of the following banks/societies from inception of the bank till date with name of the member, designation, salary, date of appointment, criteria for appointment and each of their role: i) Porvorim Urban Co-operative Credit Society; ii) Mahalasa Consumer Society; (b) whether the process of election is followed by the above mentioned societies; if so, the details of the process of election of each of the above mentioned banks/societies; (c) the details along with copies of all the minutes of board meetings, agenda items, decision taken, date of board meetings and number of members added till date in each board meeting for the above mentioned banks/societies from the inception of the banks/societies till date; (d) whether all balance sheets of the above mentioned banks/societies are audited; if so, furnish copies of balance sheet of each of the above mentioned banks/societies; (e) the details along with copies of all cash memos issued by each of the above mentioned banks/societies till date with copies of their books of account; (f) the details of the number of customers of each of the above mentioned banks/societies as on date; (g) whether the books of accounts for the above mentioned banks/societies have been audited; if so, furnish copies of all the audit reports audited or not for each of the above mentioned banks/societies till date, if not, the action taken in the matter; (h) the details of the number of customers of each of the above mentioned banks/societies as on date; (i) the details of all advances, deposits and loans of each of the above mentioned banks/societies as on date along with name of the branch and amount of money deposited as on date; and (j) whether any complaint has been received from the public against any of the above mentioned banks/societies as on date; if so, furnish copies of the same with action taken report?

SHRI ROHAN KHAUNTE VIABILITY OF BIO TOILETS IN THE STATE OF GOA 19. WILL the Minister for Waste Management be pleased to state:

(a) the Constituency-wise details of the estimated cost and quantity of construction of single-seater out latrine (bio-toilet) in the State;

(b) the details of the tender, scope of work, quotations submitted by each bidder, number of bidders, successful bidder, work orders issued; (c) whether the Government had carried out any study/assessment to understand the viability of bio-toilets in the State considering the maintenance, weather conditions and cost factor; if so, the details thereof along with details of materials used for construction, details of supplier, rate quoted by each bidder, structural stability and reviews of the prototype; (d) whether any survey has been conducted to assess the substandard toilets supplied under ODF; if so, the details along with compensation paid to such persons, their name, address, location of toilet, cost of construction and date of completion of toilet; (e) whether the Government is aware of the fact that the DRDO technology based bio-toilets are a failure in Indian Railways; if so, the reasons for using such technology along with copies of all opposition/non-recommendation to such technology; and (f) the detailed breakup of the cost involved in construction of each bio-toilet in the State along with the details such as the cost quoted by other participants in the tendering process, material used, time frame required for construction, maintenance cost and other costs involved?

SHRI ROHAN KHAUNTE IMPLEMENTATION OF HAR GHAR JAL YOJANA 20. WILL the Minister for Public Works be pleased to state:

(a) the constituency-wise details of the representation received regarding water shortage in the last 3 years along with the name of the person, address, date of complaint/representation, the present status of the same; (b) the constituency-wise details of connections supplied and pending as on date with their name, address and status; (c) whether any contractor/consultant has been appointed to implement Har Ghar Jal Yojana; if so, the details such as the name and address of the contractor/consultant, copies of work orders, bills raised, bills pending and bills cleared till date; (d) the constituency-wise details of the requirement of water per day in the State vis-à-vis water supplied in the State as on date along with the reasons of shortfall of water in each Constituency during the last 3 years and the persons monitoring this system from each taluka and constituency;

(e) whether any recent review has been carried out on water requirement in each constituency; if so, the details along with the criteria for calculating the same, the persons involved in the study, the actual quantity of water coming in and the initiatives taken up by the Department to ensure adequate water supply in each constituency; (f) the taluka-wise and constituency-wise details of representations/complaints received during the last 5 years with respect to shortage of water along with copies of the complaints received, concerned authority in charge, time required to act on the complaint and action taken as on date; (g) the details of the budget allotted for water supply in the State under Capital and Revenue heads along with its utilization status as on date; (h) the constituency-wise details of all tankers supplied for residential purpose, commercial purpose, institutional purpose, industrial purpose and others during the last 5 years and the amount of water supplied by each tanker; and (i) the constituency-wise details of the tankers assigned to provide water during the last 3 years along with details of tankers, their ownership, copies of registration license, whether Government owned or private, number of trips per tankers, areas supplied, work order copy, bills raised, bills cleared and bills pending as on date?

SHRI ROHAN KHAUNTE CONSTRUCTION LICENSE AND TECHNICAL CLEARANCE FOR MOPA AIRPORT 21. WILL the Minister for Town and Country Planning be pleased to state:

(a) whether the Government is aware of the construction license and technical clearance being issued by the Mopa Airport Development Authority (MADA) for the construction of the Mopa Airport; if so, the details thereof along with fees collected; (b) the details of the amount of infrastructure tax collected on the Mopa Airport Project with copies of tax and all other fees levied on the project; (c) whether any construction license or technical clearance has been issued by the Department without collecting the infrastructure tax or any other Government levied fees during the last 5 years; if so, the reasons therefor; (d) the details of each such case with copies of the construction license, copy of technical clearance certificate, payment receivable, copy of undertaking submitted, penalty imposed, Government

notings, file notings, cabinet notings, cabinet approvals, all other correspondence; (e) whether the construction license issued to Mopa Airport Project includes clearance of the runway zone; if so, the details of the survey numbers that fall within this zone; and (f) the details of the land acquisition process for the runway and copies of all the clearances, approvals and sanctions in this regard?

SHRI ROHAN KHAUNTE MINING ACTIVITIES IN THE STATE 22. WILL the Minister for Mines and Geology be pleased to state:

(a) the details of the present status of mining in the State along with the steps taken by the Government to re-start the mining operations in the State; (b) the details of all cases pending before the Hon’ble High Court and the Hon’ble Supreme Court relating to the start of mining operations along with name of the case, case number, stage and the details of Advocates representing the State; (c) whether the Government has taken any steps to issue fresh mining licenses through auctioning process; if so, the details thereof; (d) the details of all applications for mining permits under the following heads with the name of the license holder, license number, expiry of license period, reasons for pendency/rejection and status of the license as on date: i) new applications received; ii) applications for renewal; iii) valid licenses; iv) applications pending; v) applications rejected; vi) licenses cancelled; (e) whether it is a fact that the Central Government has already issued clearance for auctioning of mines; if so, the details thereof; (f) whether there is any Scheme for those persons affected by the stoppage of mining activities in the State; if so, the details thereof with copies of all notifications, details of Scheme, date of implementation and the number of persons benefited; if not, the reasons therefor; (g) the present status of the Mining Corporation in the State with copies of all the Government notings, file notings, approvals, sanctions and orders in this regard; (h) the details of the budgetary allocation for Mining Corporation along with details of its estimated revenue generation; and

(i) the details of the process for setting up of the Mining Corporation in the State with copies of all MOUs/ Agreements/ documents signed by the Government in this regard?

SHRI ROHAN KHAUNTE STATUS OF REGIONAL PLANS 23. WILL the Minister for Town and Country Planning be pleased to state:

(a) the details of status of the Regional Plan 2001 with copies of the plan; (b) the details of status of the Regional Plan 2011 with copies of the plan; (c) the details of status of the Regional Plan 2021 with copies of the plan/draft, zone changes done in each survey number from the Regional Plans 2011 to 2021; (d) whether any new Regional Plan is being proposed by the Government as regards to referral plans for future development; if so, the details thereof with the copy of the Regional Plan currently used for marking of the CRZ and to know/change their zoning; (e) the criteria used for demarcation of forest land in the Regional Plan 2021 with details thereof; (f) whether the reports of Sawant Committee, Karapurkar Committee and all other Committees are accepted/adopted by the Government; if so, the details thereof with copies of the reports; (g) if not, the basis on which the forest land in the Regional Plan 2021 is demarcated; and (h) whether any permission has been granted in areas that are demarcated as private forests; if so, the details with survey number, area, village and copies of permissions?
