The Sustainable City X 439 Climate action plan for the city of La Paz, Baja California Sur, Mexico: a tool for sustainability A. Ivanova, A. Bermudez & A. Martinez Universidad Autonoma de Baja California Sur, Mexico Abstract As a result of its coastal location and severe water scarcity condition, the city of La Paz, Baja California Sur, Mexico, is extremely vulnerable to the impacts of climate change. The purpose of this paper is to present the main findings of the Climate Change Action Plan for the City of La Paz and Neighbouring Areas (PACCLAP): first, the vulnerability to climate change and the adaptation measures suggested; and second, the local greenhouse gas emissions inventory and the recommended mitigation measures. In this study the methodology specified in UNEP (2008) was applied, Methodology for Assessment: GEO Cities. Manual for Application, Version 3; UNEP (2009), Training Manual on Vulnerability and Adaptation to Climate Change for Geo Cities, UN-Habitat (2010), Planning for Climate Change: A Resource Guide for Urban Planners and UNEP (2011) IEA Training Manual, Climate Change Vulnerability and Impact Assessment in Cities. The greenhouse gas emissions inventory (LGHGEI) was carried out following the revised 1996 Intergovernmental Panel on Climate Change’s guidelines for greenhouse gas inventories (IPCC, 1997a; IPCC, 1997b; IPCC, 1997c). The main results show that the water scarcity is the principal vulnerability for the city, followed by the sea level rise; and that the transport sector must be the priority in the mitigation strategy. The proposed climate actions (e.g. catch of surface water in dams, reduce leakage losses in the water system; efficient fuel use; and, emissions mitigation trough grid connected systems) are directly related to the Municipality Development Plan, thus making the PACCLAP a valuable instrument to support current and future decision makers in the formulation of public policies to foster the sustainability and improve the wellbeing of the local society. -

This work estimated dust emission flux (E) between 1979 and 2014 from two desert regions in the Baja California Peninsula (BCP) using a modified dust parameterization scheme. Subsequently, we evaluated the processes controlling the variability of E at intra- and interannual scales. During the period 1979–2014 peak E were generally recorded in summer (San Felipe) and spring (Vizcaino), and the lowest emissions occurred in autumn (San Felipe) and winter (Vizcaíno). -

Plaza Tamaral en Cabo San Lucas Estos Centros tienen el valor agregado de operar de 8:00 a 16:00 horas de lunes a viernes y los sábados de 10:00 a 14:00 horas, dándole una opción más al contribuyente que no puede acudir entre semana a realizar sus trámites. 4 Módulos de atención ubicados en las instalaciones de las Direcciones de Seguridad y Tránsito Municipal de La Paz, San José del Cabo, Cabo San Lucas y Ciudad Constitución. 10 kioscos de Servicios Electrónicos, ubicados en La Paz, Cabo San Lucas, San José del Cabo y en Ciudad Constitución, los kioscos ofrecen un servicio de siete días a la semana, todo el año, en un horario de 8:00 a 22:00 horas, lo que permite atender en sus días de descanso o en horas inhábiles a aquello contribuyentes que trabajan. Alaska Airlines Files Application to Fly Los Angeles-Havana, Cuba Airline seeks governmental approval to serve Cuban capital with daily nonstop service SEATTLE — Alaska Airlines today filed an application with the U.S. Department of Transportation seeking approval to fly two dailynonstop flights from its Latin America gateway of Los Angeles to Havana, Cuba. The Los Angeles metro area has the largest Cuban-American population in the Western United States. “Together with our 14 global partner airlines, Alaska Airlines offers more than 110 nonstop destinations from Los Angeles. As the largest West Coast-based airline, we’re well positioned to offer our customers convenient access to one of the Caribbean’s most popular destinations,” said John Kirby, Alaska Airlines vice president of capacity planning. Citing Alaska's expansive West Coast route structure and low fares, Kirby said Alaska is excited for the opportunity to offer commercial service from the United States to Havana for the first time in over 50 years. With nearly three decades of international service from Los Angeles, Alaska Airlines offers nonstop service to nine destinations in Latin America with the most peak season flights from Los Angeles to popular Mexican resort destinations including Mazatlán, Cabo San Lucas and Puerto Vallarta. Alaska Airlines’ two daytime flights will be attractive to local Los Angeles business, leisure and Cuban American customers, andprovide convenient connecting options for fliers traveling to and from large West Coast cities like Anchorage, Alaska, Portland, Oregon and Seattle. In its application, Alaska is seeking to operate two daily nonstop flights to Havana using a Boeing 737-900ER, which carries 181 passengers in a two-class configuration. -

I Am Leaving the U.S
April 11, 2014 Password for the STANDARD Newsletter Archive is: PCAPP I AM LEAVING THE U.S. I went on a six day working vacation this past week to La Paz, Mexico. Guess whose boat was at the fuel dock down there? The answer in a minute. While there I overheard some Gringo’s talking about how they were fed up with the corporate life back in the states. He worked for Cisco, and she was a real estate agent in the Southern California area. They had plans for eventually leaving the U.S. behind and moving to Mexico permanently. 1 I have been going to Mexico since I was eight years old. I was fortunate to have a father who had the spirit of adventure, and a mother that was happy to tag along. We crossed the border almost every other Saturday to watch the horses run at Agua Caliente racetrack in Tijuana. My good mother would also make sure that I went to church the next day. Back then, I was busy inventing a system that would predict the final time that a horse would run. It was quite a formula. I was in my mid-teens at the time. I have been a number cruncher my entire life. Finally at the age of 19, I hit the pick six at Caliente. I had six straight winners using my system and I left the track with bundles of fifty dollar bills. I believe it added up to about $26,000 overall for a $16 bet. Caliente closed a few years later, but it sure left me with some good memories. -

No obstante, la situación financiera heredada, compromete la gestión de gobierno y obliga a ser creativos en los programas de gobierno y eficientes en el ejercicio del gasto público. El Presupuesto de Egresos 2020, marca una nueva etapa para el Estado y refleja una nueva forma de administrar los recursos de toda la población de Baja California. Hicimos historia al presentar un presupuesto 1.8% menor al monto autorizado en el año 2019, lo cual nunca había sucedido. Este Presupuesto de Egresos, se formuló para resolver las problemáticas que te afectan, pero con un enfoque de equidad, inclusión y bienestar social. A través de este documento podrás enterarte de forma sencilla, la manera en la que las dependencias gubernamentales van a invertir el dinero para poner en marcha los programas, para brindarte los servicios y los principales proyectos y obras de inversión que se realizarán en tu municipio.
