Jeg har hatt ansvar for evalueringen av 11 av de i alt 58 tiltakene som fikk midler over post 74 i 2004, nemlig: – Det Åpne Teater – Grenland Friteater – Porsgrunn Internasjonale Teaterfestival – Nordic Black Theatre – Danse- og Teatersentrum – Marked for scenekunst – Musikkinformasjonssenteret – Norsk Jazzarkiv – Norsk Visearkiv – Europas Blues Senter – Foreningen Ny Musikk Den samlede tidsrammen for gjennomføringen av evalueringene har vært åtte måneder – fra 1. mars til 31. oktober 2004. Av disse var tre måneder øremerket til evalueringen av Det Åpne Teater. Det sier seg selv at evalueringene knapt framstår som utfyllende, og at rekkevidden av konklusjonene er begrenset. Denne evalueringen omfatter ikke Nordic Black Theatres teaterskoletilbud, Nordic Black Express, som er vedtatt underkastet en separat evaluering. Kilder og metoder Evalueringer tar i alminnelighet sikte på å vurdere resultatene av den evaluerte virksomheten. De skal gi svar på om virksomheten har oppnådd de mål den har satt for seg selv, og de mål som eventuelle støttespillere (for eksempel staten) har satt for sitt engasjement. Men før man kommer til dette spørsmålet, er det ofte en lang vei å gå. En viktig oppgave er blant annet å komme fram til en beskrivelse av målene som i det hele tatt gjør det mulig å etterprøve 3 resultatene. -

The survey was conducted between February and November 2003. The main results are: • We observed that 76% of the projects used more effort than estimated, while 19% used less. The average effort overrun was 41%. • Average effort overrun was 67% in projects with a public client, compared to an average effort overrun of 21% for projects with a private client. • Projects that used an incremental or evolutionary development approach had an average effort overrun of 24%, as opposed to the average 55% overrun for projects that used a waterfall-based development approach. The frequency and magnitude of effort overruns found in this survey seems to be similar to results reported from surveys conducted in other countries in the past 20 years. The observed differences in effort overruns between private and public projects may be caused by differences in bidding procedures, level of client involvement or acceptance procedures. In order to reduce the risk of effort overruns, software companies should: • Focus on analyzing their own estimation performance, and invest in estimation improvement (for instance through experience databases or work breakdown structures). -

James Konrad Puchowski 3 Abstract Abstract Nynorsk is one of two codified orthographies of the Norwegian language (along with Bokmål) used by around 15% of the Norwegian population. Originating out of a linguistic project by Ivar Aasen following Norway’s separation from Denmark and ratification of a Norwegian Constitution in 1814, the history of Nynorsk in civil society has been marked by its association with "language activist" organisations which have to-date been examined from historiographical perspectives (Bucken-Knapp 2003, Puzey 2011). -
Solveig Slettahjell
SOLVEIG SLETTAHJELL Solveig Slettahjell (pronounced: Sul-vay Shlet-I-Yell) was born in Bærum near Oslo in 1971 and grew up in the small town of Orkanger near Trondheim. As her father was a pastor, she grew up in church. She sang in choirs from the age of 7 and began accompanying various youth and gospel choirs on the piano from the age of 13. She also sang and played her own versions of hymns, negro spirituals, Norwegian religious folksongs, as well as her own compositions. Studies. Solveig studied classical piano and singing at a secondary school for music in Trondheim, before going on to jazz studies at the Norwegian Academy of Music in 1992. Here she met Sidsel Endresen, who was her teacher from 1993 and until Solveig finished her ’ degree in 2000. Her final exam consisted of a thesis on the rhythmic aspects of phrasing and a concert, which was the beginning of the Slow motion concept. Musical projects. At the Academy Solveig met the pianist Håkon Hartberg. Together they formed the Slettahjell/Hartberg Duo. The ’repertoire consisted of their versions of country songs, jazz standards, Norwegian folksongs, children songs, music by Prince, Tom Waits and others. The Slettahjell/Hartberg Duo was ’most important musical project until 1996. In 1995 Solveig joined a band called Squid, which worked with their own original material based on soul, acid-jazz, and funk music. They did many concerts until the group disbanded in 1999. Squid recorded one album, “Super”, in 1998. In 1997 she joined the Norwegian experimental vocal quartet Kvitretten. -

Fundamental Principles The University of Oslo shall be open for all. Equal right and access to higher education is essential to securing social mobility. It is important, therefore, that intake to higher education is based upon an admissions system that is fair and verifiable. The University of Oslo shall be an international leader within education, research, research dissemination, and innovation. Education must be prioritized equally as high as research. There shall be a good relationship between academic employee and student, and teaching shall be research based. All students will be challenged to think critically and reflectively throughout their education. Students shall be given the knowledge and skills to create a better future, developing insight into one’s field, critical thought, and academic refinement. Academic freedom, equality, diversity, solidarity, sustainability, and the free principle are central founding values for the Student Parliament at the University of Oslo. The Student Parliament is principally opposed to the introduction of an enterprise model (foretaksmodellen) in higher education. 2. Education 2.1 Studies • Bachelor programs must be built in order to qualify for a wider range of master programs. • All study programs will be set up so that 30 free study points are gathered in one semester, where students get the opportunity to go on exchange, take free study points, or have point-giving internships in the workforce. • Courses or excursions that are mandatory, or that form natural parts of a program of study, are to be provided free of charge.
