Culture of Memory and Politics of History in Lithuania in 1989–2018
119 Professor Alvydas Nikžentaitis The Lithuanian Institute of History, Vilnius, Lithuania ARTICLES CULTURE OF MEMORY AND POLITICS OF HISTORY IN LITHUANIA IN 1989–2018 Abstract This article aims to analyse the transformation of the culture of memory in Lithuania and the most important directions of Lithuanian politics of history in the period from 1989 to 2018. While discussing these questions, special attention is paid to the role of political factors (internal and external) and inter- state relations, as well as to changes in the relationship between Lithuania’s culture of memory, and the cultures of memory and identity of the national minorities in Lithuania. The paper emphasises the processes of transformation of the Lithuanian culture of remembrance which started around 2005, when it was most recently updated. The research material presented herein shows that Lithuania’s culture of memory is full of contradictions and conflicts, and that its central figure has changed. Movement for the Struggle for Freedom of Lithuania
Grybinas was appointed Chief of the Žalgiris Brigade Staff of the Tauras Military District. He was awarded the rank of Commander of the Tauras Military District in the same year. He perished on 28 September 1949 in Šunkariai forest, Šakiai County. Vytautas Gužas-Kardas (“Sword”) was Lithuanian Collector born on 2 January 1920 in Sičiūnai Village, Rokiškis County. During the years of the Nazi Coins occupation, Gužas worked as an accountant at Pienocentras, a company based in Taujėnai. From 1945, he was engaged in partisan Mikniai-Petrėčiai Memorial commemorating the activities. In 1947-1948, Gužas was Chief of the eight Lithuanian partisan district commanders. The printed document is a confidential report of the Italian envoy Giovanni Amadori, who resided in Kaunas from 1927 to 1935, on the domestic and foreign political situation in Lithuania, especially on the specifics of the country’s government. The main highlight of the Amadori report is the dominance of the political life of the families of Antanas Smetona, Juozas Tūbelis and some people related to them, which, in the opinion of the author of the document, hindered the development of Lithuania. ALEXANDER LUKASHEVICH, PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1267th MEETING OF THE OSCE PERMANENT COUNCIL VIA VIDEO TELECONFERENCE 14 May 2020 On manifestations of anti-Semitism in OSCE participating States Mr. Chairperson, Last week, we marked the 75th anniversary of the end of the Second World War. The Holocaust was one of the most heinous acts of that war, which we managed to overcome together. While it seemed that we had put an end to anti-Semitism once and for all, this terrible phenomenon continues to pose a serious threat today in countries of the OSCE area. Russia, unfortunately, is no exception. Recently, in the early hours of 13 April, an unknown person set fire to the “Star of the North” Jewish cultural centre and synagogue in Arkhangelsk. Moreover, individual publications featuring anti-Semitic content appear periodically in my country and are promptly included in the Federal List of Extremist Materials in accordance with the law. The mass distribution of such publications has been made a criminal offence. Between January and April this year, around seven such publications were included in this register. I should like to stress that the problem of anti-Semitism is not alien to Russia, but all incidents are duly responded to and thoroughly investigated by the law enforcement agencies. -
Lithuania Has Adopted Monistic Approach Towards the Implementation of International Conventions in National Legal System
Report on the status of the Additional Protocols to the Geneva Conventions of 1949 relating to the protection of victims of armed conflicts, as well as on measures taken to strengthen the existing body of international humanitarian law, inter alia, with respect to its dissemination and full implementation at the national level. (According to the Resolution adopted by the General Assembly 73/204 20 December 2018 ,,Status of the Protocols Additional to the Geneva Conventions of 1949 and relating to the protection of victims of armed conflicts”) 1. Legal background The Republic of Lithuania has adopted monistic approach towards the implementation of international conventions in national legal system. Article 135 of the Constitution of the Republic of Lithuania provides that Lithuania in implementing its foreign policy shall follow the universally recognised principles and norms of international law. In accordance with the Article 138 of the Constitution, international treaties ratified by Seimas of the Republic of Lithuania shall be constituent part of the national legal system. The commitment to abide by the treaties that have entered into force is reinforced in the Law on Treaties. Moreover, the Law on Treaties establishes the prevailing character of ratified international treaties over the national laws in case of inconsistency. These provisions ensure the most favourable conditions for the implementation of the international humanitarian law and international human rights law. The Republic of Lithuania is a State Party to all major instruments of the international human rights law and international humanitarian law, including all four Geneva Conventions and the 1977 and 2005 Additional Protocols to the Conventions (ratified accordingly in 2000 and 2007). -

ISBN 978-9955-847-65-9 Continuing its series of publications of sources Lietuvos užsienio politikos dokumentai, the Lithuanian Institute of History, together with its partners in Poland (the Polish Institute of International Relations), has issued a carefully prepared collection of documents of impressive scope, compris- ing a brief but very significant period, especially for Lithuania, of three years and three months. The book consists of an introduction, documents, an English-language summary, and an index of names. The bright red colour of the book’s cover, obviously inhibiting the depiction of the main symbols of the two states, the Vytis and the Eagle, attracts attention. Ap- parently, in this way, the compilers wanted to represent symbolically the very complicated, but rather tense Lithuanian and Polish relations in the last year of the existence of these countries, even when diplomatic rela- tions had been established between them. In preparing the collection, most work fell to the well-known researcher of Lithuania’s diplomat service Dr Algimantas Kasparavičius, and the Polish historian Dr Pawel Libera. The official opponents were: the diplomat and professor Alfonsas Eidintas, and Vilnius University docent Nerijus Šepetys (but the opponents from the Polish side are not listed). Conceptually and chronologically, the publica- tion covers the situation from March 1938, i.e. from the presentation of Poland’s ultimatum to Lithuania and the establishment of Lithuanian-Polish diplomatic relations, and the trends in their further genesis and develop- ment until June–July 1940, when the Bolshevik USSR resorted to open aggression against Lithuania, destroying its statehood. -

THE SIGNATORY OF THE DECLARATION OF THE COUNCIL OF THE UNION OF LITHUANIAN FREEDOM FIGHTERS OF 16 FEBRUARY 1949, THE FIRST DEPUTY OF THE CHAIRMAN OF THE PRESIDIUM OF THE COUNCIL OF THE UNION OF LITHUANIAN FREEDOM FIGHTERS, SINCE 1953, THE COMMANDER-IN-CHIEF OF THE UNION OF LITHUANIAN FREEDOM FIGHTERS AND FIGHTERS OF LITHUANIA’S INDEPENDENCE, BRIGADIER GENERAL ADOLFAS RAMANAUSKAS-VANAGAS The State Funeral Ceremony on 5 and 6 October 2018 in Vilnius ADOLFAS RAMANAUSKAS-VANAGAS 1918–1957 Adolfas Ramanauskas was born on 6 March 1918 in the U.S.A. In 1921, A. Ramanauskas returned to Lithuania with his parents. In 1937, A. Ramanauskas graduated from the Lazdijai Žiburys secondary school and started studying at the Klaipėda Peda- gogical Institute, but after Nazi Germany took over the Klaipė- da region, he graduated from the Panevežys State Pedagogi- cal Institute. In 1940, he graduated from the Kaunas Military School (the 15th Graduation). In 1940−1942, he worked as a teacher at the Guroniai and Aukštakalnis schools in the Lazdi- jai region. During the June Uprising, A. Ramanauskas was the commander of the Druskininkai Property Protection Unit from 23 June to 7 July 1941. In 1942−1945, he taught at the Alytus Teachers’ Seminary. When the second Soviet occupation began, in April 1945 he decided to take part in an armed struggle for the freedom of Lithuania. He was sworn in on 2 June of the same year and chose the pseudonym “Vanagas” (Hawk). In addition, he put another 120 freedom fighters on oath. In the beginning, A. Ramanauskas-Vanagas headed a par- tisan squad in Nemunaitis. -

ECtHR, Güzelyurtlu and Others v. Cyprus and Turkey, No. 36925/07, Grand Chamber judgment of 29 January 2019 (Article 2, Right to life – No violation by Cyprus, Violation by Turkey). The case concerned the investigation into the killings of three Cypriot nationals of Turkish Cypriot origin in the Cypriot-Government controlled area of Cyprus in 2005. The Court concluded that the Cypriot authorities had used all the means reasonably available to them to obtain the suspects’ surrender/extradition from Turkey. Turkey, on the other hand, had not made the minimum effort required in the circumstances of the case to comply with its obligation to cooperate with Cyprus for the purposes of an effective investigation into the murder of the applicants’ relatives.
