  • Culture of Memory and Politics of History in Lithuania in 1989–2018
119 Professor Alvydas Nikžentaitis The Lithuanian Institute of History, Vilnius, Lithuania ARTICLES CULTURE OF MEMORY AND POLITICS OF HISTORY IN LITHUANIA IN 1989–2018 Abstract This article aims to analyse the transformation of the culture of memory in Lithuania and the most important directions of Lithuanian politics of history in the period from 1989 to 2018. While discussing these questions, special attention is paid to the role of political factors (internal and external) and inter- state relations, as well as to changes in the relationship between Lithuania’s culture of memory, and the cultures of memory and identity of the national minorities in Lithuania. The paper emphasises the processes of transformation of the Lithuanian culture of remembrance which started around 2005, when it was most recently updated. The research material presented herein shows that Lithuania’s culture of memory is full of contradictions and conflicts, and that its central figure has changed. Keywords: culture of memory, politics of history, identity, inter-state relations, national minorities Financial disclosure: The article has been written as part of the research project “Modernisation of Identity? Challenges of ‘Europeanisation’, Nationalism and Post-Sovietism for Memory Cultures” (No. MOD-17006, supported by the Research Council of Lithuania). Institute of National Remembrance 1/2019 120 n recent years, a number of works have been published on Ithe culture of memory and politics of history (Erll, Nünning 2008). I have discussed the terminology of these concepts in other publications (Nikžentaitis 2013, pp. 517–538), throughout which one can clearly see a certain trend: these concepts are often used interchangeably (synonymously) (Łuczewski and Bednarz-Łuczewska 2011), although in my opinion they should not be.

ALEXANDER LUKASHEVICH, PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1267th MEETING OF THE OSCE PERMANENT COUNCIL VIA VIDEO TELECONFERENCE 14 May 2020 On manifestations of anti-Semitism in OSCE participating States Mr. Chairperson, Last week, we marked the 75th anniversary of the end of the Second World War. The Holocaust was one of the most heinous acts of that war, which we managed to overcome together. While it seemed that we had put an end to anti-Semitism once and for all, this terrible phenomenon continues to pose a serious threat today in countries of the OSCE area. Russia, unfortunately, is no exception. Recently, in the early hours of 13 April, an unknown person set fire to the “Star of the North” Jewish cultural centre and synagogue in Arkhangelsk. Moreover, individual publications featuring anti-Semitic content appear periodically in my country and are promptly included in the Federal List of Extremist Materials in accordance with the law. The mass distribution of such publications has been made a criminal offence. Between January and April this year, around seven such publications were included in this register. I should like to stress that the problem of anti-Semitism is not alien to Russia, but all incidents are duly responded to and thoroughly investigated by the law enforcement agencies.

  • Lithuania Has Adopted Monistic Approach Towards the Implementation of International Conventions in National Legal System
Report on the status of the Additional Protocols to the Geneva Conventions of 1949 relating to the protection of victims of armed conflicts, as well as on measures taken to strengthen the existing body of international humanitarian law, inter alia, with respect to its dissemination and full implementation at the national level. (According to the Resolution adopted by the General Assembly 73/204 20 December 2018 ,,Status of the Protocols Additional to the Geneva Conventions of 1949 and relating to the protection of victims of armed conflicts”) 1. Legal background The Republic of Lithuania has adopted monistic approach towards the implementation of international conventions in national legal system. Article 135 of the Constitution of the Republic of Lithuania provides that Lithuania in implementing its foreign policy shall follow the universally recognised principles and norms of international law. In accordance with the Article 138 of the Constitution, international treaties ratified by Seimas of the Republic of Lithuania shall be constituent part of the national legal system. The commitment to abide by the treaties that have entered into force is reinforced in the Law on Treaties. Moreover, the Law on Treaties establishes the prevailing character of ratified international treaties over the national laws in case of inconsistency. These provisions ensure the most favourable conditions for the implementation of the international humanitarian law and international human rights law. The Republic of Lithuania is a State Party to all major instruments of the international human rights law and international humanitarian law, including all four Geneva Conventions and the 1977 and 2005 Additional Protocols to the Conventions (ratified accordingly in 2000 and 2007).

  • The Centenary of Lithuania's Independence: National
98 PLURAL Vol. 6, nr. 1, 2018 The Centenary of Lithuania’s Independence: National Mobilization and Democracy Development throughout Modern Lithuanian History Vilius IVANAUSKAS Abstract Modern Lithuania developed consistently in response to external and internal challenges. During the rebirth of the modern nation in the 19th century several vectors emerged that constantly influenced intellectual discourses, politics, and resistance. First, there was the development of national ideology, which aimed at guaranteeing the rights of the Lithuanian nation to establish an independent state. Secondly, the direction of democracy became increasingly evident in the projection and development of the independent state. This article seeks to show the development and overlap of national ideology and democracy, highlighting the main challenges faced in the history of modern Lithuania, discussing the periods of interwar Lithuania, World War II, the Soviet occupation, and contemporary Lithuania, and describing the country’s political and ideological trajectories, including the local politics of history. By taking the concept of the nation as a “category of practice” one notices that nationalism became an important factor not only in the liberation from the occupying empires (Russia and the USSR), but also in justifying the new order in the new state or even when challenging democracy. However, development of democracy in many situations coexisted with manifestations of nationalism. Yet during certain periods of modern history it became problematic and embraced

Nation-Building in Newspapers: A Comparison of Lithuanian and Ukrainian Ethnic Newspapers in America, 1940 -1953 Emily Johnson HIST 485 Dr. Steven Harris 5/9/2021 1 Abstract: The scholarly debate surrounding the American diaspora’s involvement in setting the foundation for myths about nationalist fighters used in Eastern European memory wars today places responsibility for these myths with the Displaced Person (DP) wave of immigrants. However, ethnic newspapers during World War II reveal that nationalist sentiments and favorable feelings toward nationalist movements existed before the DPs arrived. As expressed in such newspapers, these sentiments pushed those of Lithuanian and Ukrainian descent in America to advocate for Eastern European nations’ independence from the Soviet Union. Consequently, a nationalist foundation was already set for the DP population to build upon when they arrived, enabling them to withhold information on the violence of the nationalist movements to portray the nationalists as patriotic victims.
