1. Adopting Amendments to the Regulation DECISION On Wendesday, on 25 of October 2017, took place the next meeting of the Audiovisual Media Authority in which the following members participated: Gentian SALA Chairman Sami NEZAJ Vice Chairman Agron GJEKMARKAJ Member Gledis GJIPALI Member Piro MISHA Member Suela MUSTA Member Zylyftar BREGU Member Audiovisual Media Authority, AMA, after taking into consideration the issues of the agenda, approved the following decisions: 1. Adopting amendments to the Regulation "On setting criteria and procedures for the enumeration of audio and / or audiovisual services that are based on digital networks ", approved by AMA decision no. 218, dated 12.10.2016, as amended (Decision No. 196, dated 25.10.2017) 2. Approval of amendments to AMA Decision no. 98, dated 07.06.2017 "On the approval of the logical number of the program of general national program services and regional/ local private program services ". (Decision No. 197, dated 25.10.2017) 3. Approval of an annex to AMA's decision no. 98, dated 07.06.2017 " On the approval of the logical number of the program of general national program services and regional/ local private program services, according to the attached list. "(Adoption of NLP for the general national program services "Tv Klan" and "Tv Top Channel "). (Decision No. 198 dated 25.10.2017) 4. Replacement and renewal of the license of the company "Kombi" sh.pk, for local private audiovisual subject TV "Kombi". (Decision No. 199 dated 25.10.2017) 5. Approval of the data changes of the subject, replacement and renewal license of "Extra Channel" sh.pk, for the local private audiovisual subject "In TV ". (Decision No. 200, dated 25.10.2017) 6. Expanding the service delivery area of "ABCom" sh.pk, authorized for provision of audiovisual program service based on cable network "3N1 TV" and for repetition of audiovisual program service of third-parties based on cable network "ABCom" in the administrative units of Korça, Berat, Peqin Municipality and the Golem Village (part of the Golem administrative unit). (Decision No. 201, dated 25.10.2017) 7. Expanding the service delivery area of the subject Eltion Thanasi, authorized for repetition of audiovisual program service of third-parties based on cable network "APT" in the Municipalities of Përmet and Këlcyrë. (Decision No. 202, dated 25.10.2017) 8. Renewing the authorization of subject Gëzim Cake for repetition of audiovisual program service of third-parties based on cable network "Zargoćan cable TV". Renewal of the authorization of the company "Televizioni Kukësi" sh.a., authorized for the repetition of audiovisual program service of third-parties based on cable network "Kukes cable TV" and expanding the service delivery area in the Scroll and Bicaj Administrative Units ". (Decision No. 205, dated 25.10.2017) 11. Failure to authorize subject Fredi Hasa, for the repetition of audiovisual program service of third-parties based on cable network "Cable TV Pirg ". (Decision No. 206, dated 25.10.2017) 12. Acceptance of the request of the company "Fax Media News" sh.a., by deciding the change of the subject’s name from "Planet TV" sh.a., in "Fax Media News" sh.a, and the change of the name of the local private audiovisual subject from "Planet TV" to "Fax Media News ". (Decision No. 207, dated 25.10.2017) 13. Accepting the request of the company "3DS & AF Entertainment" sh.pk, by the change of the local private audiovisual subject’s name from "Tirana Tv" to "TNT".     MEDIA NË SHQIPËRI, PËRPARA PASQYRËS MEDIA NË SHQIPËRI, PËRPARA PASQYRËS MEDIA NË SHQIPËRI, PËRPARA PASQYRËS 1 77 Të dashur lexues, Në dt.24 Nëntor 2017, Komiteti Shqiptar i Helsinkit (KShH) me mbështetje të organizatës suedeze Civil Rights Defenders organizoi konferencën “Media në Shqipëri përpara pasqyrës”. Qëllimi i konferencës ishte vendosja e medias para pasqyrës për të diskutuar problematikat dhe sfidat me të cilat po përballet media dhe gazetarët në vendin tonë. Zakonisht gazetarët ndjekin dhe pasqyrojnë aktivitetet e terrenit, ndërkohë që problematikat që ekzistojnë për lirinë e shprehjes në Shqipëri nuk kanë patur vëmendjen e mjaftueshme të komunitetit të gazetarëve dhe rrje- dhimisht edhe të publikut, i cili ka si burim kryesor informimi median. Situata e aktuale e medias në Shqipëri u trajtua në këndvështrime reale dhe kritike në shumë dimensione nga të ftuarit e kësaj kon- ference, mes të cilëve ambasadorë dhe përfaqësues të trupës diplomatike në vendin tonë, drejtues të redaksive të lajmeve, studiues e pedagogë të gazetarisë, juristë e përfaqësues të shoqërisë civile. Me një larmi temash, të ftuarit analizuan problemet më të mëdha me të cilat përballet tregu mediatik sot, duke evidentuar edhe ndikimin e trendit global i cili ka shënuar regres në drejtim të respektimit të fjalës së lirë por gjithashtu edhe ndikimin e zhvillimit të epokës digjitale, të lidhjeve të papërshtatshme të interesave të biznesit dhe politikës me median. Në fokus të kësaj konference ishte edhe nevoja për një respektim më të mirë të të drejtave të gazetarëve, një pjese e të cilëve punon në informalitet, kufizohen për shkak të linjës editoriale dhe ndikimit të pronarëve të medias në transmetimin e fjalës së lirë dhe analizës profesionale.

    Programacioni në televizionet me mbulim kombëtar në Shqipëri, në prag të kalimit në transmetimin numerik tokësor Diana Kalaja Abstrakt Tema trajton prodhimin e përmbajtjes televizive, programet, emisionet sipas gjinive të prodhimit televiziv për televizionet me mbulim kombëtar në Shqipëri. Programacioni televiziv në Shqipëri ka lëvizur me shpejtësi në drejtim të rritjes sasiore dhe cilësore gjatë një periudhe 10-vjeçare, por ende është i mbizotëruar nga këndvështrimi top-down drejt audiencës, e cila vazhdon të jetë pasive. Televizionet ende imitojnë njëri-tjetrin në strukturat e tyre programore, duke i dhënë një përqidje të lartë programeve informative dhe bizedave politike. Tema prezanton shifrat statistikore të vitit 2013 të tre televizioneve me mbulim kombëtar raportet midis gjinive të ndryshme televizive. Ajo do të fokusohet në kontekstin e zhvillimit të televizioneve në Shqipëri, në prag të kalimit në transmetimin numerik televiziv dhe ecurinë e këtij procesi deri në qershor 2015, sipas afatit të planifikuar për kalimin në transmetime numerike. Menaxhimi i televizioneve, me karakteristikat e tij të veçanta, shprehet edhe nëpërmjet përqindjes programore që zë secili nga zhanret televizivë në strukturën e transmetimit të programeve TV. Ekonomia e televizioneve është pothuajse mbizotëruese mbi programacionet televizive edhe në prag të kalimit në transmetim numerik. Një tregues i prezantuar është edhe evoluimi i treguesit për tregun mediatik si Indeksi i Zhvillimit të Qëndrueshëm, dhe brenda tij faktori i menaxhimit të biznesit.
