Brett Sappington OTT Development OTT Video services expand to global levels by Brett Sappington, Senior Director of Research, Parks Associates Pay-TV providers have felt the impact of this OTT revolution on both subscriptions and AR- PUs. In the U.S. market, one of the most mature global markets for OTT video services, pen- etration of pay-TV services has declined over the past few years as volume of OTT subscrip- tions has increased. A 2015 Parks Associates study showed that one-third of U.S. consumers that downgraded their pay-TV service claim that OTT leader Netflix and similar services influenced their subscription decisions. Brett Sappington, Director, Research As a director of research at Parks Associates, Brett Sappington leads Parks Associates services research team, includ- ing access and entertainment services, digital media, OTT, cloud media, video gaming, and technical support services. Brett is an expert in worldwide television and broadband services. His personal research focuses on the activities and trends among operators and the market forces affecting their businesses. Brett is a regular speaker and moderator at international industry events. Brett has spent over eighteen years in the industry as an analyst, executive manager, and entrepreneur. Previously, he founded and served as vice president for Teligy, a software company specializing in software for wired and wireless communications systems. Large vertical mergers in key industries have caused harm to consumers and failed to deliver on their promised innovations, efficiencies, and public benefits. The current Guidelines’ bias toward false negatives, or non-findings of harm, enables incumbents to consolidate market power and undermine competition. Recent vertical mergers in the telecommunications and entertainment industries illustrate the deficiencies of the current regulatory regime and provide evidence of the need for new guidelines.

Unlike other K-drama distribution sites that serve audiences outside of South Korea, Viki utilizes fan-volunteers, called fansubbers, as laborers to produce its subtitles. Fan subtitling and distribution of foreign language media in the United States is a rich fan practice dating back to the 1980s, and Viki is the first corporate entity that has harnessed the productive power of fansubbers. In this thesis, I investigate how Viki has been able to capture the enthusiasm and productive capacity of fansubbers. Particularly, I examine how Viki has been able to monetize fansubbing in while still staying competitive with sites who employee trained, professional translators. I argue that Viki has succeeded in courting fansubbers as laborers by co-opting the concept of the “fan community.” I focus on how Viki strategically speaks about the community and builds its site to facilitate the functioning of its community so as to encourage fansubbers to view themselves as semi-professional laborers instead of amateur fans.

Over the Top (OTT) television has become a shorthand term for a range of different online video services that may circumvent existing pay TV and broadcast business models, using the Internet as a means of distributing ‘Over The Top’ of those legacy services. The context of OTT growth is a slowing global pay TV market. Whilst still the dominant business model, pay TV operators all over the world are now experiencing slowing growth rates in their core subscriber metrics. To date, North America is the only region where there are signs that the traditional pay TV sector is actually contracting in size, prompting fears that consumers are genuinely starting to ‘cut the pay TV cord’. However, the industry has justifiable concerns that ‘cord cutting’ will eventually spread to all markets around the world as OTT alternatives become more attractive. Close behind Liberty is Sky Europe, which operates in Italy and Germany as well as the UK. All of the other top ranked pay TV players in Europe are primarily known as ‘telcos’ – but most use a variety of different distribution technologies to deliver their video services to paying customers (cable, satellite, IPTV and terrestrial).
