The bulk of the material deals with his time on the City of Philadelphia’s MOVE Commission as well as his work on the 1983 Holy Year of Redemption and the Council of Priest. Preferred Citation note [Description and date of item], [Box/folder number], Bishop Edward Cullen Papers, Catholic Historical Research Center of the Archdiocese of Philadelphia. - Page 3 - BIshop Edward Cullen Papers MC 103 Biographical/Historical note Bishop Edward Cullen was Bishop of Allentown from 1998 through 2009 and prior to that he was an Auxiliary Bishop of Philadelphia. Bishop Cullen during the early 1980s was a monsignor who served as the head of Catholic Social Services in the Archdiocese of Philadelphia. During that time he served on a number of committees. The main committee on which Cullen served was the Philadelphia Special Investigation Commission, which was formed in 1985 to investigation into the city’s decision to drop a bomb on the house occupied by MOVE. MOVE was a back to nature group that over time and an earlier shot-out with police in 1978 changed into what the commission deemed a terrorist cult. The siege of 6221 Osage Ave in Cobbs Creek ended after the Police Department dropped a bomb on the house to destroy a fortified bunker which MOVE had built on the roof. The resulting fire killed 11 people, including 5 children and estrous 61 homes, leaving over 250 neighbors homeless. The commission found that the city had acted failed to act responsibility throughout the conflict with MOVE and offered a number of recommendations for the future. Cullen also served on the 1983 Holy Year of Redemption Committee which was called by Pope John Paul II to commemorate the 1950th anniversary of the crucifixion of Jesus. The committee planed events for the Holy Year in Philadelphia. The third group that Cullen served on was the Council of Priests, which is an assembly of priests of the Archdiocese of Philadelphia which meet to give advice and assist the Archbishop in governing the archdiocese. Scope and Contents note This collection contains the papers of Bishop Edward Cullen when he was a Msgr. in the Archdiocese of Philadelphia while he was head of Catholic Social Services. This includes minute books, correspondence, and publications. The bulk of the collection is from 1981-1986 but has material dating to the late 1960s as well. Series I subseries I contains material relating to the City of Philadelphia’s Philadelphia Special Investigation Commission. This part of the collection deals with the commission’s investigation into the city’s decision to drop a bomb on the house occupied by MOVE. This includes minute books and witness interviews as well as transcripts from the public hearings. There are also reports and memos dealing with different aspects of the investigation, including the final published findings of the commission. There are also folders with copies of court cases between the Fraternal Order of Police and the city and the Commonwealth of Pennsylvania against Ramona Africa. - Page 4 - BIshop Edward Cullen Papers MC 103 Series I subseries II deals with the planning of the 1983 Holy Year of Redemption. This part of the collection contains minutes and correspondence from the organizing committee as well as publications made for the Holy Year. There is also a number of folders dealing with the 1975 Holy Year, which was likely used as reference for the planning of the 1983 one. Series I subseries III contains material relating to the Council of Priests. The bulk of the material deals with Cullen’s time on the council from 1981-1983 but also contains information on the council going back to 1967. There is also a national diocesan survey on the salary of pastors. Series II subseries I is similar to series I subseries II in that it deals with the planning of the 1983 Holy Year of Redemption. This subseries contains committee meetings, correspondence, and event information. Series II subseries II is similar to series I subseries III in that it contains material relating to the Council of Priests. This subseries has bills from the council as well as canon law and information of parish renewal. February 20, 2017 1 Introductory Remarks The Archdiocese of Philadelphia is one of the oldest ecclesiastical jurisdictions in the United States. It was erected as a diocese in 1808 and elevated to an archdiocese in 1875. It has long had the reputation of being one of the most staunchly “Catholic” and conservative dioceses in the country. The Archdiocese also has the very dubious distinction of having been investigated by not one but three grand juries in the first decade of the new millennium. The first investigation (Grand Jury 1, 2001-2002) was prompted by the District Attorney’s desire to find factual information about sexual abuse by Catholic clergy in the Archdiocese. The second grand jury (Grand Jury 2, 2003-2005) continued the investigation that the first could not finish before its term expired. The third grand jury investigation (Grand Jury 3, 2010-2011) was triggered by reports to the District Attorney that sexual abuse by priests was still being reported in spite of assurances by the Cardinal Archbishop (Rigali) after the second Grand Jury Report was published that all children in the Archdiocese were safe because there were no priest sexual abusers still in ministry. Most of what the three Grand Juries discovered about the attitude and practices of the archbishop and his collaborators could be found in nearly every archdiocese and diocese in the United States. Victims are encouraged to approach the Church’s victim assistance coordinators and assured of confidentiality and compassionate support yet their stories and other information are regularly shared with the Church’s attorneys in direct violation of the promise made by the Church.

To show his love for the Baptist, Jesus echoes his words: “Repent for the kingdom of heaven is at hand.” How easy it can be to get comfortable with and increasingly blind to our daily patterns of pride, envy, anger, lust, gluttony, sloth and greed. Suspicions of Lawrence's pedophilic behavior were brought to the attention of the Church as early as 1970 while Lawrence was attending St. Charles Borromeo Seminary. A student evaluation found within the records of the Diocese and obtained by the Grand Jury indicate that Lawrence was "a mysterious type who craves the attention of younger students" and that Lawrence showed "a little too much interest in younger students." Regardless of these observations, in 1981, Bishop Joseph McShea wished Lawrence well and noted that Lawrence "and a group of young people from Saint Catherine's 49 Parish will be making a retreat on the weekend of November 20d1 -22nd." The Bishop's salutations are contained within his November 5, 1981, letter to Lawrence on the subject.

    Father John P. Connor Father John P. Connor, an admitted child molester in his home diocese of Camden, New Jersey, served from 1988 until 1993 as assistant pastor of Saint Matthew parish in Conshohocken. He did so thanks to an understanding described by Cardinal Bevilacqua’s assistant from his tenure in Pittsburgh as a “tradition of bishops helping bishops.” That “tradition” led Cardinal Bevilacqua to help his friend, Bishop George H. Guilfoyle of Camden, by assigning Fr. Connor to a diocese where parishioners did not know that the priest had molested a 14-year-old student. Bishops Guilfoyle and Bevilacqua agreed to place Fr. Connor first in the diocese of Pittsburgh and later, after Bevilacqua’s transfer, in Philadelphia, each time with access to a fresh group of children unprotected by informed parents. When Archbishop Bevilacqua assigned Fr. Connor to duties at Saint Matthew Church, it was with the directive to “educate youth.” Cardinal Bevilacqua tried to justify his actions to the Grand Jury by claiming that he first learned that Fr. Connor’s 1984 arrest was for sexual abuse of a minor by reading about it in a newspaper in April 2002. The Grand Jury finds that this testimony was untruthful. In 1985, before he accepted the priest into the Diocese of Pittsburgh, then- Bishop Bevilacqua handwrote on a memo that Fr. Connor could present a “serious risk” if assigned there. In 1993, when Fr. Connor’s New Jersey victim threatened to sue the Camden diocese and expose Fr. Connor’s abuse, Cardinal Bevilacqua was fully aware of the potential scandal and acted quickly to have Fr.
