Thursday, April 5, 2018 Vice-Chairman Bartholomew, Senator Talent, and members of the U.S.-China Economic and Security Review Commission, thank you for the opportunity to participate in this hearing. A central component in the Chinese Communist Party’s (CCP) domestic and foreign policy toolkit is the “United Front” (統一戰線). This “mysterious” whole-of-society strategy, which engages all aspects of society, integrates party-state organizations under CCP-rule in a comprehensive stratagem that aims to control, indoctrinate, and mobilize non-CCP masses—both native and foreign—in service of the Party’s policy objectives. The system that executes this political warfare strategy has been traditionally composed of multiple party, military, and state organizations, but this system has undergone centralization in recent years with the establishment of the CCP Central Committee’s Leading Small Group on United Front (中央統戰工作領導小 組), and updated in the recent re-organization of several State Council departments responsible for overseas Chinese, religious, and ethnic minority affairs under the CCP’s United Front Work Department (UFWD).2 The most well-known and successful United Front campaigns in CCP history are the ones with the Nationalist Party (KMT, Kuomintang). In alliances forged out of necessity, the KMT and CCP formally united forces at least twice to resist their common enemies prior to the formation of the People’s Republic of China (PRC) in 1949: first to expel imperialists and warlords in China then to resist the Japanese invasion during the Second Sino-Japanese War. -

OVERVIEW Chairman Schiff, Ranking member Nunes, distinguished members of the Committee, thank you for inviting me to appear before you. The Chinese Communist Party’s influence and, particularly, its political interference in the United States is an important topic as we establish a new baseline for U.S.-China relations. Any sustainable, long-term strategy for addressing China’s challenge requires the integrity of U.S. political and policymaking processes. This requires grappling with the challenges posed by the party’s efforts to shape the United States by interfering in our politics and domestic affairs. The United States, its political and business elite, its thinkers, and its Chinese communities have long been targets for the Chinese Communist Party. The party employs tools that go well beyond traditional public diplomacy efforts. Often these tools lead to activities that are, in the words of former Australian prime minister Malcolm Turnbull, corrupt, covert, and/or coercive. Nevertheless, many activities are not covered by Turnbull’s three “Cs” but are still concerning and undermine the ability of the United States to comprehend and address Beijing’s challenge. Here are a few of the ways in which the Chinese Communist Party has shaped the ways in which Americans discuss, understand, and respond to the People’s Republic of China, its rise, and its activities: ● We have been persuaded that the Chinese Communist Party is not ideological and has substituted its Leninist tradition for a variation of capitalism. -

Cross-Strait Relations: First the Easy, Now the Hard Alan D. Romberg After two rounds of renewed cross-Strait dialogue in 2008, PRC President Hu Jintao took the initiative at the end of the year to put forward an ambitious agenda for advancing the relationship and consolidating it for the long run. He embedded his proposals squarely in the long-standing orthodoxy on “one China” and ultimate reunification. But in the most important aspect of the speech, he fundamentally, if largely implicitly, recognized that unification is at best a distant prospect. Consistent with his approach to date, he exhibited a willingness to be patient as long as developments were consistent with—or at least not inconsistent with—these two ideas. On a tactical level, while officials on both sides continue to speak of the need to move “step-by-step,” in fact, some people in Taiwan as well as on the Mainland have shown a desire to accelerate the pace, trying to get as much as possible done while Ma and Hu are both in power. Moreover, while agreements to date have focused on specific issues such as cross-Strait transportation and tourism, Hu’s endorsement of an umbrella economic agreement—an idea Ma had first floated in the 2007– 08 presidential campaign—has raised the issue to new prominence in the cross-Strait dialogue for 2009. It has also precipitated a sharp debate in Taiwan about the merits of such a deal. Finally, the tyranny of the calendar brought the issue of Taiwan’s participation in the annual World Health Assembly meeting front and center. -

China's One-Child Policy
REUTERS/Kim Kyung-Hoon CHINA’S ONE-CHILD POLICY In late 2015, China announced the end of its One-Child Policy, which was introduced in 1979 to control the country’s population growth. The policy has resulted in serious population imbalances, namely, too few girls and too few young people. OVERVIEW In 1979, China introduced its controversial One-Child Policy, which limited most families to having just one child (rural families could have two children if their first child was a girl). At the time, China’s leaders worried that the country’s large population would be a drag on economic growth and their efforts to raise living standards. In their minds, health care, education, and housing, not to mention natural resources like land and water, were too scarce to support so many people. They believed that to improve the quality of life in China, they had to control the quantity of people. And the only way they could do this, they argued, was by taking drastic measures. Was the policy a success? It depends on who you ask. Supporters say it worked: since the late 1970s, China’s economic growth has lifted hundreds of millions of people out of poverty. That would not have been possible, they say, without controlling population growth. But critics say the policy was unnecessary, and ultimately replaced one problem—too many people—with another—too few. Specifically, China now has too few females and will soon have too few young people. These imbalances are creating social tensions that will be difficult to un-do, even now that the one-child restriction has been replaced with a two-child policy.
