Compared to conventional (or first generation) ethanol production from food and feed crops (mainly sugar and starch based crops), cellulosic (or second generation) ethanol provides better performance in terms of greenhouse gas (GHG) emissions savings and low risk of direct and indirect land-use change. However, despite the policy support (in terms of targets) and significant R&D funding in the last decade (both in EU and outside the EU), cellulosic ethanol production appears to be still limited. The paper provides a comprehensive overview of the status of cellulosic ethanol production in EU and outside EU, reviewing available literature and highlighting technical and non-technical barriers that still limit its production at commercial scale. The review shows that the cellulosic ethanol sector appears to be still stagnating, characterized by technical difficulties as well as high production costs. -

Assessment of bio- ethanol and biogas initiatives for transport in Sweden Background information for the EU-project PREMIA EU Contract N° TREN/04/FP6EN/S07.31083/503081 May 2005 2 Abstract This report is the result of an assignment on assessment of bio-ethanol and biogas initiatives for transport in Sweden, granted by VTT Processes, Energy and Environment, Engines and Vehicles, Finland to Atrax Energi AB, Sweden. The report of the assignment is intended to append the literature and other information used in the “PREMIA” project The work has been carried out by Björn Rehnlund, Atrax Energi AB, Sweden, with support from Martijn van Walwijk, France. The report describes the development of the production and use of biobio-ethanol and biogas (biomass based methane) as vehicle fuels in Sweden and gives an overview of today’s situation. Besides data and information about numbers of vehicles and filling stations, the report also gives an overview of: • Stakeholders • The legal framework, including standards, specifications, type approval, taxation etc. • Financial support programs. Public acceptance, side effects and the effect off the introduction of bio-ethanol and biogas as vehicle fuels on climate gases are to some extent also discussed in this report. It can be concluded that since the early 1990’s Sweden has had a perhaps slow but steadily increasing use of bio-ethanol and biogas. Today having the EC directive on promotion of bio bio-fuels and other renewable fuels in place the development and introduction of filling stations and vehicles has started to increase rapidly. From 1994 to 2004 the number of filling stations for bio-ethanol grew from 1 to 100 and during the year 2004 until today to 160 stations. -

Global Production of Second Generation Biofuels: Trends and Influences Executive Summary For more than a century, fossil fuels have been the primary source of a wide array of products including fuels, lubricants, chemicals, waxes, pharmaceuticals and asphalt. In recent decades, questions about the impacts of fossil fuel reliance have led to research into alternative feedstocks for the sustainable production of those products, and liquid fuels in particular. A key objective has been to use feedstocks from renewable sources to produce biofuels that can be blended with petroleum-based fuels, combusted in existing internal combustion or flexible fuel engines, and distributed through existing infrastructure. Given that electricity can power short-distance vehicle travel, particular attention has been directed toward bio-derived jet fuel and fuels used in long distance transport. This report summarizes the growth of second-generation biofuel facilities since Dovetail’s 2009 report1 and some of the policies that drive that growth. It also briefly discusses biofuel mandates and second-generation biorefinery development in various world regions. Second generation biorefineries are operating in all regions of the world (Figure 1), bringing far more favorable energy balances to biofuels production than have been previously realized. Substantial displacement of a significant portion of fossil-based liquid fuels has been demonstrated to be a realistic possibility. However, in the face of low petroleum prices, continuing policy support and investment in research and development will be needed to allow biofuels to reach their full potential. -

Regional disparity and heterogeneous income effects of the euro Sang-Wook (Stanley) Cho1,∗ School of Economics, UNSW Business School, University of New South Wales, Sydney, Australia Sally Wong2 Economic Analysis Department, Reserve Bank of Australia, Sydney, Australia February 14, 2021 Abstract This paper conducts a counterfactual analysis on the effect of adopting the euro on regional income and disparity within Denmark and Sweden. Using the synthetic control method, we find that Danish regions would have experienced small heterogeneous effects from adopting the euro in terms of GDP per capita, while all Swedish regions are better off without the euro with varying magnitudes. Adopting the euro would have decreased regional income disparity in Denmark, while the effect is ambiguous in Sweden due to greater convergence among non-capital regions but further divergence with Stockholm. The lower disparity observed across Danish regions and non-capital Swedish regions as a result of eurozone membership is primarily driven by losses suffered by high-income regions rather than from gains to low- income regions. These results highlight the cost of foregoing stabilisation tools such as an independent monetary policy and a floating exchange rate regime. For Sweden in particular, macroeconomic stability outweighs the potential efficiency gains from a common currency. The Renewable Fuel Standard Program: Measuring the Impact on Crude Oil and Gasoline Prices Philip K. Verleger, Jr.1 This paper examines the impact of the Renewable Fuel Standard program (RFS) on crude oil and gasoline prices. The RFS program was enacted fourteen years ago in 2005, but the particular focus of this paper is on the period from 2015 to 2018. The conclusions offered from this research are that the RFS program has provided economic benefits to consumers in the United States and worldwide. Retail gasoline prices are lower thanks to the program. The findings from an econometric model show that the savings to consumers resulting from the RFS averaged $0.22 per gallon from 2015 through 2018. Quantifying the Benefits of Renewable Fuels The first and most obvious benefit from renewables lies in the price of crude oil. The blending of approximately one million barrels per day of ethanol into U.S. motor fuels over the 2015 through 2018 period has lowered the average price of crude by $6 per barrel. This reduction has cut the retail gasoline price by $0.22 per gallon from the level that would have obtained absent the presence of ethanol in the motor gasoline supply. The lowering of gasoline prices confers a second benefit on consumers. Because gasoline demand is price inelastic, consumers have been able to allocate a smaller percentage of their total consumption budget to fuel purchases. This has allowed them to expend more on other goods. Over four years, US consumers have been able to spend almost $90 billion per year more on other goods because of gasoline prices being pulled down by renewable fuel use. -
