INTRODUCTION The purpose of this document A.1 Conservation areas are "areas of special architectural or historic interest, the character and appearance of which it is desirable to preserve or enhance" as set out in the Planning (Listed Buildings & Conservation Areas) Act 1990. Conservation Area Appraisals are documents that define and analyse this special architectural and historic interest according to guidance published by English Heritage and justify their designation as conservation areas. A.2 Under the same Act the Council has a duty to publish proposals for the preservation and enhancement of conservation areas. The management strategy in Part Two of this document sets out how the Council manages the conservation area in accordance with guidance from English Heritage. A.3 Together, the conservation area appraisal and management strategy are material considerations in the planning process and provide a sound basis for planning policies, decisions and appeals. Public consultation A.4 People in the conservation area were consulted for their views on this document in October and November 2009 and a public meeting was held at Dover House Sports Pavilion on Thursday 15 October 2009. The public meeting was attended by 8 people and one other representation was sent in. Issues discussed included boundary treatments, development in the conservation area and trees. Designation and adoption dates A.5 Westmead Conservation Area was designated on 24 May 1989. A.6 This document was approved by the Council's Planning and Transportation Overview and Scrutiny Committee on 22 February 2010 and the Council's Executive on 1 March 2010. Wandsworth Licence Number: 100019270 (2010) Westmead Conservation Area Appraisal & Management Strategy 6 Wandsworth Conservation & Design Group PART ONE: CONSERVATION AREA APPRAISAL Westmead Conservation Area Appraisal & Management Strategy 1. SUMMARY OF SPECIAL INTEREST 1.1 Westmead Conservation Area was designated on 24 May 1989. The special character of this conservation area is derived from the high quality of the three distinct phases of suburban development that occurred on the sites of the country estates of the former Dover House, Roehampton House and Spencer Lodge. 1.2 The first phase was the housing built on the former Spencer Lodge Estate between c.1899-1915. This is a quiet suburban enclave consisting of a grid of four streets of Edwardian detached and semi detached houses developed piecemeal by local builders. 1.3 The Willett Estate was built between 1924 -30 on land that was owned by Dover House and is so called because it was developed by a single builder, William Willett. Beech Close was built as a cul-de-sac in the 1950s. Putney Park Lane has a character of its own being a rural lane that gave access to The Pleasance, the site of the early eighteenth century hunting lodge for Putney Park. 1.4 The Westmead Conservation Area contains mostly positive buildings and the whole area is generally of good quality and well maintained. Houses are complemented by good sized gardens and many trees, some of which are remnants from the former country house estates. LOCATION AND CONTEXT 2.1 Westmead Conservation Area is situated in the west of the Borough on the edge of the substantial open spaces of Putney Heath and just to the northeast of the Roehampton Village Conservation Area. Putney town centre is approximately 1 mile away to the northeast. The area consists of two grids of quiet suburban streets. The only main roads are Putney Heath, running east-west connecting Roehampton with Putney and Dover House Road, a north-south route that connects Roehampton to the Upper Richmond Road. 2.2 The conservation area is a low density, suburban enclave surrounded by contrasting and extensive housing estates that reflect a wide variety of different types of local authority housing. The Dover House Estate to the north - also a conservation area - is an early example of an L.C.C. Cottage Estate; the Ashburton Estate to the east consists mostly of higher density flats, whilst the extensive Alton Estate to the west is a mix of high, medium and low rise housing. The Alton Estate is also a conservation area.

Its strong, diverse communities represent the best of modern London. Wandsworth’s council wards were last changed in 2002. The Labour Party in Wandsworth welcomes the Local Government Boundary Commission for England’s review of the warding arrangements and notes their recommendation that there should be a reduction from 60 councillors to 58 for future elections. This document sets out the thinking of the Wandsworth Labour Group of councillors and how our proposed ward maps meets the criteria set out in law. Boundaries matter: in the 2018 elections Labour won more votes than any other party – but the Conservatives got a seven-seat majority on the council. Our boundary proposals are based on fairness and common sense. To ensure fairness, each new ward is within 5% of the target size so that every voter has the same representation. The wards are based on the public’s common sense view of the community they live in. Places that go with the grain of everyday experience, such as Balham, Tooting Broadway, Southfields, Battersea Park and Nine Elms. To set ward boundaries, we’ve used existing landmarks such as railway lines, main roads, our green open spaces and the river Wandle. Every effort has been made to respect conservation areas, residents’ associations and parishes where possible. The blocks built between the wars were similar to those built in the 1900s with the only obvious visual difference being that those with external walkways usually had the balcony walls in brick rather than the iron railings of the earlier blocks. All blocks were designed to have a fairly plain but solid neo-Georgian look with regularly-placed symmetrical windows, but few of the Art and Crafts-influenced design features to the roofs or windows that were present in the earlier blocks. Fig. 1: All the LCC housing developments to 1937i As can be seen from the red dots in Fig. 1 above, a considerable number of blocks were built. The first major post-WW1 block development was to continue with the Tabard Street improvement in Southwark which resulted in the Tabard Garden Estate (all blocks, despite the name). Blocks were also built in Hughes Field Deptford to accompany those built before WW1. Some schemes were very large for blocks-only developments. As examples, Clapham Park Estate (1930-36) was on 16 acres and provided for 4,900 people, and Honor Oak, Brockley (1932-24) was on 30 acres and provided for 6,800 people. Although these estates are physically large, their density per acre was much lower that for Boundary Street (368/acres on 15 acres) and Millbank (443/acre on 10 acres).
