The system of planning has triggered a positive trend in the development process. The advent of micro level credit planning at grass root level plays an important role by conceptualising the integrated approach towards Rural and Industrial Development which leads to balanced growth in all sectors. Both credit and non-credit inputs should go together to ensure a realistic growth. The Annual Credit Plan of Tiruppur District for the financial year 2021-22 envisages an overall outlay of Rs. 13415.00 Crores under Priority Sector Advances. The Bankers in the District have allocated Rs. 3683.90 Crores for direct lending to Agriculture Sector, constituting 28% of ACP 2021-22. In respect of MSME Sector, the Annual Credit Plan envisages Rs. 7732.40 Crores i.e., 59% of total outlay of the year and Rs. 297.40 Crores more than the ACP of 2020-2021 which has become absolutely necessary in the present scenario and to create more Industrial/Service Units and more employment opportunities in our Tiruppur District. Other Priority Sectors have got a projection of Rs. 1998.70 Crores, which is 13% of the ACP of 2021-22. I hope that all the Bankers in the District and the Officials of Government Departments and Agencies would devotedly involve themselves in this task along with the District Administration for the successful implementation of this plan in a phased manner. During this pandemic situation role of all the Bankers has been highly appreciable. I extend my special thanks to all especially to frontline staff. I appreciate, Canara Bank, which is the Lead District Bank, with the able guidance of Reserve Bank of India & NABARD in bringing out this Annual Credit Plan 2021-22 which contains exhaustive financial particulars of the district. Real development would come only by fulfilling the needs of Priority Sectors and I wish all success to the efforts aimed towards our common goal of the overall development of District. The Annual Credit Plan 2021-22 has been prepared carefully duly taking into consideration, the potentials and resources available in Tiruppur District and Credit needs identified for the various segments of the society in the District and based on the Potential linked credit plan of NABARD and the Branch credit plan submitted by the respective Branch Managers. The Bankers have been advised to enhance the flow of credit to the MSME Sector and Agriculture Sector which are the thrust areas for the deployment of credit, as these sectors generate more and more employment potentials and contribute to GDP. The ACP 2021-22 of Tiruppur District envisages a credit outlay of Rs. 13415.00 Crores under Priority Sector out of which, a projection of Rs. 7732.40 Crores has been made for MSME Sector and Rs. 3683.90 Crores for the Agriculture Sector and Rs. 1998.70 Crores for other Priority Sectors. In addition to the above, the District Plan also envisages continuing thrust for greater credit support to women entrepreneurs and Women Self Help Groups. All Government Sponsored Schemes shall be implemented with full vigour and spirit. A healthy and congenial recovery climate pre supposes this objective. The important factor of this planning is proper utilisation of resources for creating assets and wealth in the District thereby enabling the resources reaching wider areas and larger segment of population. I sincerely thank all my fellow Bankers for their continued co-operation and support for ensuring the all-round development of the district under the able leadership of our respected District Collector. I am sure, all of us involved in the planning process, shall put forth the best efforts in executing the same and achieve the set goals for developing Tiruppur District in a Greater Way.     Training on the Right of Children to Free and Compulsory Education Act, 2009 Rules and Related G.O.s The Government of India enacted the ‘Right of Children to Free and Compulsory Education Act, 2009’ for providing free and compulsory education to all children in the age group of 6 to 14 years. The Act came into effect from 1st of April, 2010. It was enacted under the 86th constitutional amendment which brought about an insertion of an Article 21-A which states that, “State shall provide free and compulsory education to all children of the age of 6 to 14 years, in such manner, as the State may, by law, determine”. The Government of Tamil Nadu republished the Act in the Government Gazettee on 24th February, 2010 and the Tamil Nadu Right of Children to Free and Compulsory Education Rules, 2011 were released on 8.11.2011. Besides, the Government of Tamil Nadu have released twelve G.Os for the implementation of the Act. The Government have proposed to disseminate the Act, Rules and G.Os to various Stakeholders in order to implement the Act effectively. Hence, DTERT has been designated as the nodal agency to organize training on RTE. Dr. M. Palanisamy, Joint Director (Schemes) has been nominated as the Nodal Officer for the RTE related Activities. An RTE cell has been created in DTERT with a telephone connection (044-28278742) open to public to clarify their queries. DTERT developed a training manual incorporating the Central Act, Tamil Nadu Right of Children to Free and Compulsory Education Rules, 2011 and 12 G.Os, a booklet of Frequently Asked Questions (FAQ) and Brochures.

Similarly, Syndicate Bank was established by people who were educationist, doctor, engineer etc. with an orientation of social welfare for catering to the financial needs of poor handloom weavers in and around Udupi by collecting small savings from the society. Investing on integrity with banking acumen, cherishing the ethos of service and growth, these banking entities were destined to grow and they grew to towering heights.
