Erode District Disaster Management Plan - 2020 1 Erode District Disaster Management Plan - 2020 CHAPTER - 1 INTRODUCTION 1.1. Aims and Objectives of the District Disaster Management Plan: ➢ To engage in activities which may help in minimizing the damages caused by disasters in both urban and rural areas. ➢ To make endeavors towards creating awareness among the people about disasters and its consequences and to prepare them in advance to face such situations and to ensure their participation in the disaster mitigation plans. ➢ Existing institutional arrangements, interdepartmental linkages, role of NGOs, voluntary agencies and local communities so as to understand their capabilities to mitigate specific disasters which will also facilitate effective coordination in their activities in times of need. ➢ To act as an agency for the execution of disaster management schemes of the Government and the NGOs. ➢ To evolve information reporting and monitoring tools for preparedness, immediate response and damage assessment, keeping in view the socioeconomic conditions of urban and rural areas. 1.2. Authority for District Disaster Management Plan: In accordance with the ‘Section 30’ of the ‘Disaster Management Act, 2005’ Sub-Section (1) The District Authority shall act as the district planning; coordinating and implementing body for disaster management and take all measures for the purposes of disaster management in the district in accordance with the guidelines laid down by the National Authority and the State Authority. 1.3. Evolution of DDMP: Historically, emergency management and preparedness has been a reactive science. The District Magistrate who is the chief co-ordinator will be the focal point for coordinating all activities relating to prevention, mitigation and preparedness apart from his existing responsibilities pertaining to response and relief. The District Coordination and Relief Committee is being re-constituted/re-designated into Disaster Management Committees with officers from relevant departments being added as members. Because of its enhanced mandate of mitigation and prevention, the district heads and departments engaged in development will now be added to the Committee so that mitigation and prevention is mainstreamed into the district plan. The existing system of drawing up preparedness and response plans will continue. There will, however, also be a long term mitigation plan. District Disaster Management Committees have already been constituted in Erode district. 2 Erode District Disaster Management Plan - 2020 The Line Departments and Taluk Tahsildars have assessed the Disaster pertaining to Erode District and prepared their own Disaster Management plans and submitted for the scrutiny of the District Disaster Management Authority which has the following members. 1. District Collector Chairperson 2. District Panchayat Chairperson Co-Chairperson 3. District Revenue Officer Chief Executive Officer 4. Superintendent of Police Member 5. Joint Director of Health Services Member 6. Personnel Assistant (General) to the Collector Member 7. Project Director of DRDA Member The plans approved by the District Disaster Management Authority will be included in the District Disaster Management Plan and submitted for approval by the State Disaster Management Authority. 1.4. Stakeholders and their responsibilities: The measures which have to be undertaken during the occurrence of different types of disasters are listed below: Sl. DDMP Frame work Usages:- At District level, a District Disaster Management Authority is already activated to mitigate any unexpected situation in the District. There are seven members included in this authority. The Institutional Frame work for disaster management has been developed at District and Taluk Level. Apart from Disaster Management Committee, each level has a Disaster Management Plan along with the various task forces like Search and Rescue, First Aid, Early Warning, Shelter Management etc., The District Disaster Management Authority will be chaired by the District Collector where all line departments are its consultative members. 1.6. Approval Mechanism of DDMP: Authority for implementation (State Level / District level orders):- The District Disaster Management Plan prepared by obtaining suggestions from all department officers is approved by District Disaster Management Authority chaired by the District Collector. This plan after obtaining the State Disaster Management Authority’s approval will be sent to all stake holders for effective implementation. 1.7. Plan review and updation: Periodicity The District Disaster Management Plan is valid for one year and will be reviewed, updated and approved at yearly interval. 5 Erode District Disaster Management Plan - 2020 CHAPTER - 2 DISTRICT PROFILE This District was bifurcated from Coimbatore District and came in to existence from 17.09.1979. It is an inland District situated in the southern part of Peninsula and in the Central Portion along with length (North South) lying to the east and north of Tiruppur and Coimbatore District of Tamil Nadu. On the North Kollegal and Chamraj Nagar Taluks of Karnataka State, on the east Salem, Namakkal and Karur Districts, on the South Karur and Tiruppur District and on the west Tiruppur, Nilgiris and Coimbatore District form the boundaries of the District. On the eastern side, River Cauvery runs as a natural boundary and the river Bhavani right from the Bhavanisagar Reservoir till its confluence with Cauvery runs in this District. Both these rivers during the north-east monsoon in October to December, get the flood water from the upper reaches and cause heavy damage to the areas lying on its banks every year. The numerous rivulets that take their origin from the hills in the north are also subject to flash floods during the monsoon condition. The water resources of the district are furnished division wise as follows :- ERODE DIVISION : Cauvery, Bhavani Rivers GOBI DIVISION : Bhavani, Cauvery, Jungle streams and Tanks. In Erode Division, Floods in river Cauvery are frequent due to discharges from Mettur and heavy rainfall below Mettur Dam and above Erode Taluk and also the heavy rainfall in the catchment areas of the river Bhavani which is also one of the tributaries for Cauvery. Excess outflow of water from Mettur Dam to Cauvery also poses problems to the people living in low lying areas on the river banks in Erode Taluk.
