WHEREAS,in the Notification issuedwith the StatutoryOrder secondread above, this Commissionprescribed a formatforthe saidpurpose by invokingsub-rule (2) of the rule 116of the saidRules; 3. WHEREAS,this Commissionconducted ordinary elections to the urban local bodies duringOctober 2011 as notified in the StatutoryOrder third readabove; 2 4. WHEREAS, the District Election Officer/District Collector, Erode District, in his letter fourth read above reported that 652 candidatescontested in the said Ordinary Elections for various offices failed to lodge copiesof their accountof electionexpenses as directedby this Commission; 5. WHEREAS, based on the report of the said District Election Officer/District Collector, Erode , a show causenotice was issuedin the referencefifth read above to each of the contested candidate, who failed to lodge a frue copy of the account of election expenses in the Ordinary Elections heid during the month of October 2011, through the District Election Officer,/District Collector, calling for explanation within 2I days of the receipt of the said notice, as to why action shouldnot be taken againsthim as per sub-section(6) of section58 of the CoimbatoreCity Municipal CorporationAct, 1981(Tamil Nadu Act 25 of 1981)read with section 8 of the Erode City Municipal CorporationAct,2008 (Tamil Nadu Act 8 of 2008) and sub-section(2-A) of section49 of the Tamil Nadu District MunicipalitiesAct, 1920(Tamil Nadu Act Y of 1920),as the casemay be; 6. WHEREAS, the said District Election Officer,lDistrictCollector, in his letters sixth read above, has now reported that out of the said 652 contested candidates,three contested candidates expired, 42 contestedcandidates lodged their accountsof election expensesalong with explanation within the time prescribed and the remaining 607 contested candidateshave neither submitted their explanationsnor lodgedthe accountof election expensesinspite of the show causenotices issuedto them; and 1. WHEREAS, in view of the said report of the District Election Officer/District Collector, Tamil Nadu State Election Commission is satisfiedthat 607 candidateslisted in column (3) of the Table below against the contestedelection mentioned in the correspondingentry in column (2) thereof, have failed to lodge their accountof election expensesas required by or under the said Act and have no good reasonorjustification for the failure. 8.     Erode District Disaster Management Plan - 2020 1 Erode District Disaster Management Plan - 2020 CHAPTER - 1 INTRODUCTION 1.1. Aims and Objectives of the District Disaster Management Plan: ➢ To engage in activities which may help in minimizing the damages caused by disasters in both urban and rural areas. ➢ To make endeavors towards creating awareness among the people about disasters and its consequences and to prepare them in advance to face such situations and to ensure their participation in the disaster mitigation plans. ➢ Existing institutional arrangements, interdepartmental linkages, role of NGOs, voluntary agencies and local communities so as to understand their capabilities to mitigate specific disasters which will also facilitate effective coordination in their activities in times of need. ➢ To act as an agency for the execution of disaster management schemes of the Government and the NGOs. ➢ To evolve information reporting and monitoring tools for preparedness, immediate response and damage assessment, keeping in view the socioeconomic conditions of urban and rural areas. 1.2. Authority for District Disaster Management Plan: In accordance with the ‘Section 30’ of the ‘Disaster Management Act, 2005’ Sub-Section (1) The District Authority shall act as the district planning; coordinating and implementing body for disaster management and take all measures for the purposes of disaster management in the district in accordance with the guidelines laid down by the National Authority and the State Authority. 1.3. Evolution of DDMP: Historically, emergency management and preparedness has been a reactive science. The District Magistrate who is the chief co-ordinator will be the focal point for coordinating all activities relating to prevention, mitigation and preparedness apart from his existing responsibilities pertaining to response and relief.
