Pakistan -Party System (Part 3)

DEEPIKA GAHATRAJ MODULE II, PAKISTAN PARTY SYSTEM (PART 3) (v) The Pakistan People's Party (PPP) is the incumbent party in the 2013 elections, having led a coalition government through a tumultuous period in Pakistan's political history. The party won 124 out of a possible 272 seats in the National Assembly after the 2008 polls, largely due to anti- incumbent sentiment amongst voters and a swell in support following the assassination of party leader and former prime minister Benazir Bhutto. Founded in 1967 by Zulfiqar Ali Bhutto, Benazir's father, the PPP positions itself as a secular, centre-left socialist party, with a strong emphasis on using public-sector expenditure as a way to address income and social disparities. The party has been voted into power four times since its inception (1977, 1988, 1993 and 2008), but this last term was the first time it completed its full five- year term in office - making it the first Pakistani civilian-led government to do so. Since its formation, the PPP has been a major political player, relying on a combination of pro-poor rhetoric and inspirational leadership (primarily in the form of Zulfiqar Ali Bhutto and Benazir Bhutto - both of whom were killed while carrying out political activities and are considered martyrs by the PPP faithful). The party, to many voters, represents a force that stands against the country's powerful military and civilian establishment - even if that analysis does not stand up to substantive scrutiny when examining the PPP's stints in government. -

Prof. Dr. Umbreen Javaid1 Zarb-e-Azb and the State of Security in Pakistan Abstract The state of internal security in Pakistan emerged as a challenge to the state-writ due to the societal fragmentation and rise in extremism and terrorism. Incidents of terrorism linked to TTP developed as the major internal security threat in Pakistan. The failure of PML - (N)’s government in bringing the TTP to the dialogue table coupled with a terrifying rise in number of terror attacks on security personal and soft targets led to the hard stance culminating in a comprehensive joint military operation ‘Zarb-e-Azb’ in North Waziristan (FATA) against TTP’s hideouts and their foreign supporters. The paper will focus on the internal security dynamics of Pakistan in post 9/11scanario and the circumstances that led to the massive, large scale military chase in the history of Pakistan [Zarb-e-Azb] to curtail terrorism and to root out extremism. Keywords Internal Security, Operation Zarb-e-Azb, Pakistan, extremism, FATA, terror Introduction Security is a dependent concept, it is complex and seamless in nature, it needs to be defined under specific circumstances and precise condition or it is meaningless unless it is defined under relational mode with a major concept [as power and peace]. As per Kraus & Williams, “security is a derivative concept; it is meaningless in itself. To have any meaning, security necessarily presupposes something to be secured; as a realm of study it cannot be self-referential” (1997: ix). Realist considers security as the sub-derivative of power or some of the theorists consider it parallel to power, while liberalists believe that security is the essential element for retaining peace (Javaid & Kamal, 2015: 116-117). -

INTRODUCTION In the aftermath of the Indo-Pakistan War in December 1971, the independent nation-state of Bangladesh was born.' Within the next four months, more than fifty countries had formally recognized the new nation.2 As India's military intervention was primarily responsible for the success of the secessionist movement in what was then known as East Pakistan, and for the creation of a new political entity on the inter- national scene,3 many serious questions stemming from this historic event remain unresolved for the international lawyer. Pakistan was originally intended by its great leader, Mohammed Ali Jinnah, to transform the lives of British Indian Muslims by providing them a homeland sheltered from Hindu oppression. It did so for some, although they amounted to less than half of the Indian subcontinent’s total number of Muslims. The north Indian Muslim middle class that spearheaded the Pakistan movement found itself united with many Muslims who had been less than enthusiastic about forming Pak- istan, and some were hostile to the idea of an explicitly Islamic state. Pakistan was created on August 14, 1947, but in a decade self-styled field marshal Ayub Khan had replaced its shaky democratic political order with military-guided democracy, a market-oriented economy, and little effective investment in welfare or education. The Ayub experiment faltered, in part because of an unsuccessful war with India in 1965, and Ayub was replaced by another general, Yahya Khan, who could not manage the growing chaos. East Pakistan went into revolt, and with India’s assistance, the old Pakistan was bro- ken up with the creation of Bangladesh in 1971. The second attempt to transform Pakistan was short-lived. It was led by the charismatic Zulfikar Ali Bhutto, who simultaneously tried to gain control over the military, diversify Pakistan’s foreign and security policy, build a nuclear weapon, and introduce an economic order based on both Islam and socialism. -

They have declared war on anybody who does not think and act exactly as they wish they would think and act. We may not like this and wish it would go away, but it’s not going to go away, and the reality is we are going to have to confront it. (Prime Minister Steven Harper, 8 Jan 2015) With an increasing number of Western Muslims falling prey to violent extremist ideologies and joining Jihadi organizations such as Al-Qaida and the ISIS, Western policy makers have been concerned with preventing radicalization of Muslim youth. This has resulted in a number of government sponsored efforts (e.g., MyJihad, Sabahi, and Maghrebia (Briggs and Feve 2013)) to counter extremist propaganda by arguing that extremist violent tactics used by Jihadist organizations are not congruent with Islamic tenets of kindness and just war. Despite the expenditure of significant resources since 2001, these efforts have had limited success. This article argues that in order to succeed we need to better understand Muslim core social identity beliefs (i.e., their perception of what it means to be a good Muslim) and how these beliefs are connected to Muslims perceptions of Westerners. A better understanding of the interdependent nature and dynamics of these beliefs will allow us to design counter radicalization strategies that have a better chance of success. 1 Dr. M Afzal Upal is a cognitive scientist of religion with expertise in the Islamic social and religious movements. -

Honors Scholar Theses. 608. https://opencommons.uconn.edu/srhonors_theses/608 Decentralization and the Provision of Public Services: A Case Study of Khyber Pakhtunkhwa, Pakistan Abstract: The effective provision of public services is integral to a functioning democracy as it connects the public to the government and grants it legitimacy. Public services are ones that are provided by the federal and local governments and paid for with constituent taxes. Public services provided by the state are education, health, water/sanitation, environmental measures, security, policing, labor and legal guidelines and so on. Whether the structure of the government is centralized or decentralized is an important factor which impacts the provision of services. Decentralized governments are state or local governments which receive monetary and institutional resources from the federal government. Previous research has shown that decentralized services are more effectively delivered than centralized services. My study examines the impact of decentralization on the provision of two services, health and education, in Khyber Pakhtunkhwa from 2008-2018. There are two parts to the study. First, I will use process tracing to portray the historical context of decentralization in conjunction with sociopolitical factors of the region of KP. -

Qadeer London and New York: Routledge, 2006 ISBN: 978-0-415-37566-5 Pages: 336, Price: £85 In post-colonial era, many non-western societies have set their own goals of development and they have been successful to an extent in achieving their objectives, therefore, according to Mohammad A. Qadeer the view that poor especially Muslim societies are socially stagnant and resistant to modernization is not justified. Pakistan is an important Muslim country with reference to its historical and geopolitical location. Despite of not having a high level of economic triumph Pakistan represents a model of culturally and socially dynamic country. Qadeer himself regards this book as a ‘contemporary social history’ of Pakistan that elaborates geography, history, religion, state, politics, economics, civil society and other institutions of Pakistani society in a historical and evolutionary perspective.1 Qadeer demonstrates the dynamicity of Pakistani culture through economic development and social change, and has given the demographic figures on urbanization, population growth and such related phenomena. The book specifically explains the topics like popular culture, ethnic groups and national identity, agrarian and industrial economy, family patterns, governance and civil society formation, and Islamic way of life. Even a new state emerged in the mid of 20th century, Pakistan’s history and culture can be traced thousand years back in the Indus Valley Civilization. Pakistan is a key ally in U.S.-led counterterrorism efforts. The history of democracy in Pakistan is a troubled one marked by ongoing tripartite power struggles among presidents, prime ministers, and army chiefs. Military regimes have ruled Pakistan directly for 34 of the country’s 60 years in existence, and most observers agree that Pakistan has no sustained history of effective constitutionalism or parliamentary democracy. In 1999, the democratically elected government of then-Prime Minister Nawaz Sharif was ousted in a bloodless coup led by then-Army Chief Gen. Pervez Musharraf, who later assumed the title of president. In 2002, Supreme Court-ordered parliamentary elections—identified as flawed by opposition parties and international observers—seated a new civilian government, but it remained weak, and Musharraf retained the position as army chief until his November 2007 retirement. In October 2007, Pakistan’s Electoral College reelected Musharraf to a new five-year term in a controversial vote that many called unconstitutional. The Bush Administration urged restoration of full civilian rule in Islamabad and called for the February 2008 national polls to be free, fair, and transparent. U.S. criticism sharpened after President Musharraf’s November 2007 suspension of the Constitution and imposition of emergency rule (nominally lifted six weeks later), and the December 2007 assassination of former Prime Minister and leading opposition figure Benazir Bhutto.
