وﻧﻤﺎذج اﻷﻋﻤﺎل وﻃﺮق اﻟﺘﻌﺎﻣﻞ، وﻳﻤﻜﻦ اﻟﻘﻮل أن اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﻗﺪ أﺻﺒﺢ ﺑﺠﺪارة ﻧ ﺸ ﺎ ﻃ ﺎً ه ﺎ ﻣ ﺎً ﻗ ﺎ ﺋ ﻤ ﺎً ﺑﺬاﺗﻪ. ﻟﺬا ﻗﺎﻣﺖ اﻟﻌﺪﻳﺪ ﻣﻦ دول اﻟﻌﺎﻟﻢ ﺑﻮﺿﻊ اﺳﺘﺮاﺗﻴﺠﻴﺎت ﻟﺘﻄﻮﻳﺮﻩ ﺑﻬﺪف ﺗﺴﺮﻳﻊ ﻋﻤﻠﻴﺎت إﻧﺘﺎج وﺗﻮزﻳﻊ وﺗﺴﻮﻳﻖ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ وﺗﻄﺒﻴﻘﺎﺗﻪ ﻋﻠﻰ اﻟﻤﺴﺘﻮﻳﻴﻦ اﻟﻮﻃﻨﻲ واﻟﺪوﻟﻲ. وﻣﻦ اﻟﻮاﺿﺢ أن اﻻهﺘﻤﺎم ﺑﺎﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ وﺗﻄﺒﻴﻘﺎﺗﻪ ﻳﺘﺼﺎﻋﺪ ﺑﺴﺒﺐ اﻷهﻤﻴﺔ اﻻﻗﺘﺼﺎدﻳﺔ اﻟﺘﻲ ﻳﺘﺴﻢ ﺑﻬﺎ، وﺑﺎﻋﺘﺒﺎرﻩ وﺳﻴﻠﺔ ﻟﻠﺘﻌﺒﻴﺮ ﻋﻦ اﻟﻬﻮﻳﺎت اﻟﺜﻘﺎﻓﻴﺔ ﻟﻠﺸﻌﻮب. ﺑﺪأ اهﺘﻤﺎم اﻹﺳﻜﻮا ﺑﻤﻮﺿﻮع اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﻣﻨﺬ اﻟﻌﺎم ٢٠٠٣، واﻋﺘﺒﺮﺗﻪ رآﻴﺰة أﺳﺎﺳﻴﺔ ﻻﻗﺘﺼﺎد اﻟﻤﻌﺮﻓﺔ و ﻣ ﻴ ﺪ ا ﻧ ﺎً و ا ﺳ ﻌ ﺎً ﻟﻔﺮص اﺳﺘﺜﻤﺎرﻳﺔ ﻟﺪول اﻟﻤﻨﻄﻘﺔ ﻓﻲ ﺗﻜﻨﻮﻟﻮﺟﻴﺎ اﻟﻤﻌﻠﻮﻣﺎت واﻻﺗﺼﺎﻻت. وﺑﺮﻏﻢ ﻣﺎ ﻳﺒﺪو ﻣﻦ ﺗﺤﺪﻳﺎت ﺗﻮاﺟﻪ ﺻﻨﺎﻋﺔ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻌﺮﺑﻲ ﻓﺈن ﻓﺮص اﻟﻨﺠﺎح ﻟﻠﻤﺸﺎرﻳﻊ ﻓﻲ هﺬﻩ اﻟﺼﻨﺎﻋﺔ ﺗﻌﺪ آﺒﻴﺮة ﺑﺠﻤﻴﻊ اﻟﻤﻘﺎﻳﻴﺲ. وﻳﻌﺘﺒﺮ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ، ﺑﺄﺷﻜﺎﻟﻪ اﻟﻤﺨﺘﻠﻔﺔ، اﻟﻌﻤﻮد اﻟﻔﻘﺮي ﻻﻗﺘﺼﺎد اﻟﻤﻌﺮﻓﺔ ﻣ ﻐ ﻄ ﻴ ﺎً ﺑﺬﻟﻚ ﻗﻄﺎﻋﻴﻦ أﺳﺎﺳﻴﻴﻦ هﻤﺎ: ﻗﻄﺎع اﻹﻋﻼم واﻟﻤﺤﺘﻮى، واﻟﻘﻄﺎع اﻹﺑﺪاﻋﻲ، ﺑﺤﻴﺚ ﻳﺸﻜﻞ هﺬان اﻟﻘﻄﺎﻋﺎن ﻣﺴﺎﺣﺔ واﺳﻌﺔ ﻟﺘﻄﻮﻳﺮ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ. وﻗﺪ ﻋﺮّﻓﺖ ﻗﻤﺔ ﺗﻮﺻﻴﻞ اﻟﻌﺎﻟﻢ اﻟﻌﺮﺑﻲ ٢٠١٢ اﻟﻤﺤﺘﻮى اﻟﻌﺮﺑﻲ ﺑﺄﻧﻪ ﻳﺘﺨﺬ ﻋﺪة أﺷﻜﺎل ﻣﻨﻬﺎ اﻟﻨﺼﻮص واﻟﺼﻮر واﻟﺴﻤﻌﻴﺎت واﻟﻤﺮﺋﻴﺎت واﻟﺨﺮاﺋﻂ واﻟﺘﻄﺒﻴﻘﺎت اﻹﻟﻜﺘﺮوﻧﻴﺔ، آﻤﺎ ﻳُﺴﺘﺨﺪم ﻟﻌﺪة وﻇﺎﺋﻒ ﻣﻨﻬﺎ اﻟﺘﻮاﺻﻞ واﻷﺧﺒﺎر واﻟﺘﺸﺒﻴﻚ واﻟﺘﻮﻇﻴﻒ واﻟﺘﺮﻓﻴﻪ واﻟﺘﺠﺎرة اﻹﻟﻜﺘﺮوﻧﻴﺔ واﻟﺒﺤﺚ وﺧﺪﻣﺎت اﻟﻤﻮاﻗﻊ واﻟﺘﻌﻠﻴﻢ واﻟﺘﺪرﻳﺐ وﻏﻴﺮهﺎ. آﻤﺎ ﺗﺘﻮﻓﺮ أدوات وﺗﻜﻨﻮﻟﻮﺟﻴﺎت ﻣﺘﻌﺪدة ﻹﻧﺘﺎج وﺗﻮزﻳﻊ اﻟﻤﺤﺘﻮى. وﻳﻌﺘﺒﺮ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻤﺘﻮﻓﺮ ﻋﻠﻰ اﻹﻧﺘﺮﻧﺖ ﻣﻦ أﺑﺮز ﻣﺤﺮآﺎت ﺗﻨﻤﻴﺔ ﻣﻨﻈﻮﻣﺔ اﻹﻧﺘﺮﻧﺖ. وﻣﻊ اﻟﺘﻮﺟﻪ اﻟﻌﺎﻟﻤﻲ ﻧﺤﻮ اﻟﺮﻗﻤﻨﺔ، ﻳﺨﺘﺮق اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ أ ﻳ ﻀ ﺎً ﻣﺠﺎﻻت اﻟﺒﺚ اﻹذاﻋﻲ أي اﻟﺘﻠﻔﺰﻳﻮن واﻟﺮادﻳﻮ واﻟﻜﺘﺐ واﻟﻤﻮﺳﻴﻘﻰ واﻟﺴﻴﻨﻤﺎ. وﻳﻨﺒﻐﻲ أن ﻳُﻨﻈﺮ إﻟﻰ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﺿﻤﻦ ﺳﻴﺎق اﻟﺒﻴﺌﺔ واﻵﻟﻴﺎت اﻟﻬﺎدﻓﺔ إﻟﻰ اﺳﺘﺤﺪاﺛﻪ وﺗﺨﺰﻳﻨﻪ وإﻳﺼﺎﻟﻪ وﺗﻘﺪﻳﻤﻪ. وﻻ ﻳﻘﺘﺼﺮ ذﻟﻚ ﻋﻠﻰ اﻟﺒﻌﺪ اﻟﺘﻜﻨﻮﻟﻮﺟﻲ ﻓﺤﺴﺐ وإﻧﻤﺎ ﻳﺘﻌﺪاﻩ ﻟﻴﺸﻤﻞ أ ﻳ ﻀ ﺎً اﻟﺒﻌﺪ اﻟﻘﺎﻧﻮﻧﻲ واﻟﺒﻌﺪ اﻟﺜﻘﺎﻓﻲ. وهﺬﻩ اﻟﻨﻈﺮة اﻟﺸﻤﻮﻟﻴﺔ ﻋﻨﺼﺮ أﺳﺎﺳﻲ ﻟﻠﺘﻌﺎﻣﻞ ﻣﻊ اﻟﻤﺴﺎﺋﻞ ذات اﻟﺼﻠﺔ ﺑﺘﻄﻮرﻩ١. وﻳﺄﺧﺬ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ أ ﺷ ﻜ ﺎ ﻻً ﻣﺨﺘﻠﻔﺔ ﻣﻦ ﻧﺼﻮص وﺻﻮر وﻓﻴﺪﻳﻮ وﺳﻤﻌﻴﺎت ورﺳﻮم ﻣﺘﺤﺮآﺔ وﺧﺮاﺋﻂ وﺗﻄﺒﻴﻘﺎت إﻟﻜﺘﺮوﻧﻴﺔ، وﻳﺴﺘﺨﺪم ﻓﻲ وﻇﺎﺋﻒ ﻣﺘﻨﻮﻋﺔ ﻓﻲ اﻻﺗﺼﺎل وﺗﻨﺎﻗﻞ اﻷﺧﺒﺎر واﻟﺘﻮاﺻﻞ اﻻﺟﺘﻤﺎﻋﻲ واﻟﺘﻮﻇﻴﻒ واﻟﺘﺮﻓﻴﻪ واﻟﺘﺠﺎرة واﻟﺒﺤﺚ وﺗﺤﺪﻳﺪ اﻟﻤﻮاﻗﻊ واﻟﺘﻌﻠﻴﻢ واﻟﺘﺪرﻳﺐ وﻏﻴﺮهﺎ. آﻤﺎ ﺗﻮﺟﺪ وﺳﺎﺋﻞ وﺗﻜﻨﻮﻟﻮﺟﻴﺎت ﻣﺘﻌﺪدة ﻹﻧﺘﺎج وﻧﺸﺮ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﺬي ﺑﺎت ﻳﻌﺘﺒﺮ اﻟﻤﺤﺮك اﻷﺳﺎس ﻟﺸﺒﻜﺔ اﻹﻧﺘﺮﻧﺖ. وﻗﺪ ﺣﻘﻖ اﻋﺘﻤﺎد اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﻓﻲ ﻗﻄﺎع اﻹذاﻋﺔ واﻟﺘﻠﻔﺰﻳﻮن واﻟﻜﺘﺐ واﻟﻤﻮﺳﻴﻘﻰ واﻟﺴﻴﻨﻤﺎ ﻧﺠﺎﺣﺎت ﻣﺘﺰاﻳﺪة ﻓﻲ اﻟﺴﻨﻮات اﻷﺧﻴﺮة، وهﻮ ﺑﻤﺜﺎﺑﺔ اﻟﻮﺳﻴﻠﺔ اﻟﻤﻮاﺗﻴﺔ ﻟﻠﻤﺤﺎﻓﻈﺔ ﻋﻠﻰ اﻟﺒﻴﺌﺔ، ﻟﻴﺲ ﻣﻦ اﻟﻨﺎﺣﻴﺔ اﻟﺘﻜﻨﻮﻟﻮﺟﻴﺔ ﻓﺤﺴﺐ، ﺑﻞ ﻣﻦ ١http://www.itu.int/ITU-D/connect/arabstates/WG3.asp 4 اﻟﻨﻮاﺣﻲ اﻟﻘﺎﻧﻮﻧﻴﺔ واﻟﺜﻘﺎﻓﻴﺔ. وﺗﻌﺘﺒﺮ اﻟﻨﻈﺮة اﻟﺸﻤﻮﻟﻴﺔ ﻟﻠﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﺿﺮورﻳﺔ ﻟﻤﻌﺎﻟﺠﺔ اﻟﻘﻀﺎﻳﺎ ذات اﻟﻌﻼﻗﺔ ﺑﺘﻄﻮﻳﺮ هﺬﻩ اﻟﺼﻨﺎﻋﺔ. ﻟﻘﺪ ﺷﻬﺪت ﺻﻨﺎﻋﺔ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ واﻟﺨﺪﻣﺎت اﻟﻤﺼﺎﺣﺒﺔ ﻧ ﻤ ﻮ اً و ا ﺿ ﺤ ﺎً ﺧﻼل اﻟﺴﻨﻮات اﻷﺧﻴﺮة ﻣﻘﺎرﻧﺔ ﺑﻘﻄﺎﻋﺎت ﺻﻨﺎﻋﻴﺔ أﺧﺮى، وﻇﻬﺮت ﻧﻤﺎذج أﻋﻤﺎل ﻣﺨﺘﻠﻔﺔ ﻣﻨﻬﺎ ﻣﺎ اﻋﺘﻤﺪ أﺳﻠﻮب اﻻﺷﺘﺮاآﺎت، أي ﻣﻘﺎﺑﻞ ﺛﻤﻦ، أو اﻋﺘﻤﺪ اﻹﻋﻼﻧﺎت آﻮﺳﻴﻠﺔ ﻟﺘﺤﻘﻴﻖ اﻟﻌﻮاﺋﺪ اﻟﻤﺎﻟﻴﺔ، وأﺳﺎﻟﻴﺐ أﺧﺮى آﺎﻟﺘﻌﺎﻗﺪ ﻣﻊ ﺷﺮآﺎت اﻷﻋﻤﺎل واﻟﻤﺴﺘﻬﻠﻜﻴﻦ. وﻓﻲ ﺟﻤﻴﻊ هﺬﻩ اﻟﻨﻤﺎذج ﻓﺈن ﺗﻮﻓﺮ اﻟﺤﺰﻣﺔ اﻟﻌﺮﻳﻀﺔ ﻟﻼﺗﺼﺎل ﺑﻜﻠﻔﺔ ﻣﻌﻘﻮﻟﺔ، ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ اﻟﻤﺤﺘﻮى اﻟﻤﻨﺎﺳﺐ هﻲ ﻋﻨﺎﺻﺮ أﺳﺎﺳﻴﺔ ﻟﺘﻄﻮﻳﺮ ودﻋﻢ ﺳﻮق اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ وﻧﺸﺮﻩ ﻋﻠﻰ اﻟﻤﺴﺘﻮﻳﺎت آﺎﻓﺔ. أﻣﺎ ﻋﻠﻰ اﻟﻤﺴﺘﻮى اﻟﺪوﻟﻲ، ﻓﺘﺘﺴﻢ ﺻﻨﺎﻋﺔ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﺑﺘﺮآﺰهﺎ ﻓﻲ ﻋﺪد ﻣﺤﺪود ﻣﻦ اﻟﺸﺮآﺎت اﻟﻤﺘﻤﺘﻌﺔ ﺑﺨﺼﻮﺻﻴﺎت اﻗﺘﺼﺎدﻳﺔ، آﺎﻟﻮﺻﻮل اﻟﺴﻬﻞ إﻟﻰ رأس اﻟﻤﺎل اﻟﻤﻐﺎﻣﺮ، وﺳﻮق اﻷﺳﻬﻢ، أو ﺗﻮﻓﺮ اﻷﺳﻮاق اﻟﻮاﺳﻌﺔ اﻟﻄﻠﺐ. وﺗﺴﺘﻄﻴﻊ هﺬﻩ اﻟﺸﺮآﺎت ﻓﺮض ﻗﻮاﻋﺪ اﻟﻌﻤﻞ ﻓﻲ اﻷﺳﻮاق وﻧﻤﺎذج اﻷﻋﻤﺎل اﻟﺘﻲ ﺗﻨﺎﺳﺒﻬﺎ. وﺗﺤﺎول اﻟﺸﺮآﺎت اﻟﺼﻐﻴﺮة اﻟﻨﺎﺷﺌﺔ، ﺑﺎﻟﻤﻘﺎﺑﻞ، اﻟﺘﻜﻴّﻒ ﻣﻊ هﺬﻩ اﻟﻈﺮوف وﺑﺎﻟﺘﺎﻟﻲ اﻟﻤﻨﺎﻓﺴﺔ. وﻗﺪ ﺗﺤﻘﻖ اﻟﺸﺮآﺔ اﻟﻨﺎﺷﺌﺔ ﻓﺮﺻﺘﻬﺎ ﻓﻲ اﻟﻨﺠﺎح، ﻓﻲ أﺣﺴﻦ اﻟﺤﺎﻻت، ﻣﻦ ﺧﻼل اﺳﺘﺤﻮاذ إﺣﺪى اﻟﺸﺮآﺎت اﻟﻜﺒﺮى ﻋﻠﻴﻬﺎ ﻟﻘﺎء ﺛﻤﻦ ﻣﻐﺮ ﻻ ﺗﺴﺘﻄﻴﻊ ﺷﺮآﺔ ﺣﺪﻳﺜﺔ اﻟﺘﺄﺳﻴﺲ رﻓﻀﻪ. ﻟﻘﺪ ﺣﻘﻘﺖ اﻟﺘﺤﻮﻻت اﻻﺟﺘﻤﺎﻋﻴﺔ واﻟﺴﻴﺎﺳﻴﺔ اﻟﺘﻲ ﺗﻤﺮ ﺑﻬﺎ اﻟﻤﻨﻄﻘﺔ ﻗﻔﺰة ﻧﻮﻋﻴﺔ ﻓﻲ إﺛﺮاء اﻟﻤﺤﺘﻮي اﻟﺮﻗﻤﻲ اﻟﻌﺮﺑﻲ واﻟﻮﺻﻮل إﻟﻴﻪ ﻋﺒﺮ اﻻﻧﺘﺮﻧﺖ ﻣﻦ ﺧﻼل اﻟﺸﺒﻜﺎت اﻻﺟﺘﻤﺎﻋﻴﺔ واﻟﺘﻄﺒﻴﻘﺎت اﻹﻋﻼﻣﻴﺔ اﻷﺧﺮى، وﻣﻦ ﺧﻼل اﻟﻤﺴﺎهﻤﺎت اﻟﻔﺮدﻳﺔ وﺗﺤﻤﻴﻞ اﻟﻨﺼﻮص واﻟﻔﻴﺪﻳﻮ. ﻟﺬا ﻓﻠﻴﺲ ﻣﻦ اﻟﻐﺮﻳﺐ أن ﻧﺮى أن اﻟﻠﻐﺔ اﻟﻌﺮﺑﻴﺔ ﻗﺪ ﻗﻔﺰت ﻋﺎم ٢٠١١ ﻣﻦ ﻣﻮاﻗﻌﻬﺎ اﻟﻤﺘﻮاﺿﻌﺔ ﻓﻲ اﻟﺴﻨﻮات اﻟﻤﺎﺿﻴﺔ إﻟﻰ اﻟﻤﺮﺗﺒﺔ اﻟﺴﺎﺑﻌﺔ ﻓﻲ ﺗﺴﻠﺴﻞ اﻟﻠﻐﺎت اﻟﻤﺴﺘﺨﺪﻣﺔ ﻋﻠﻰ اﻹﻧﺘﺮﻧﺖ. وﻗﺪ ﻗﺪّرت دراﺳﺎت ﺣﺪﻳﺜﺔ ﺳﻮق اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻌﺎﻟﻤﻲ ﻟﻌﺎم ٢٠١١ ﺑﺄﻗﻞ ﻣﻦ ٣٠٠٠ ﻣﻠﻴﺎر دوﻻر، وﻣﻦ اﻟﻤﺘﻮﻗﻊ أن ﻳﺼﻞ إﻟﻰ ٣٨٠٠ ﻣﻠﻴﺎر دوﻻر ﻓﻲ ﻋﺎم ٢٠١٥. وﺗﻢ ﺗﻘﺪﻳﺮ ﺣﺼﺔ اﻟﻤﻨﻄﻘﺔ اﻟﻌﺮﺑﻴﺔ ﻣﻦ ﺳﻮق اﻟﻤﺤﺘﻮى اﻟﻌﺎم ا ﻋ ﺘ ﻤ ﺎ د اً ﻋﻠﻰ ﻓﺮﺿﻴﺎت ﺗﻘﺮﻳﺒﻴﺔ ﺑﻤﺎ ﻳﻘﺎرب ٨٨.٨ ﻣﻠﻴﺎر دوﻻر ﻟﻌﺎم ٢٠١١ و١١٢.٢ ﻣﻠﻴﺎر دوﻻر ﻟﻌﺎم ٢٠١٥. وﻣﻦ ذﻟﻚ، ﻗﺪّرت هﺬﻩ اﻟﺪراﺳﺔ ﻗﻴﻤﺔ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﻣﻦ إﺟﻤﺎﻟﻲ اﻟﻤﺤﺘﻮى ﻟﻴﻜﻮن ﺑﺤﺪود ١٨ ﻣﻠﻴﺎر دوﻻر ﻓﻲ ﻋﺎم ٢٠١١ و ٢٦ ﻣﻠﻴﺎر دوﻻر ﻓﻲ ﻋﺎم ٢٠١٥. ﻻ ﺗﺨﺘﻠﻒ ﺗﻮﺟﻬﺎت ﻧﻤﻮ ﻗﻄﺎع اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ ﻓﻲ اﻟﺪول اﻟﻌﺮﺑﻴﺔ ﻋﻦ اﻟﺘﻮﺟﻬﺎت اﻟﻌﺎﻟﻤﻴﺔ، وﻟﻜﻦ ﻣﻦ اﻟﻮاﺿﺢ أن ﻣﻨﺘﺠﺎت ﻣﻌﺮﻓﻴﺔ هﺎﻣﺔ آﺎﻟﻜﺘﺐ اﻹﻟﻜﺘﺮوﻧﻴﺔ وﺑﺮاﻣﺞ اﻟﺘﻌﻠﻴﻢ اﻹﻟﻜﺘﺮوﻧﻲ ﻣﺎ زاﻟﺖ دون اﻟﻤﺴﺘﻮى اﻟﻤﻘﺒﻮل ﻓﻲ اﻟﻤﻨﻄﻘﺔ، أﺿﻒ إﻟﻰ ذﻟﻚ اﻟﻨﻘﺺ اﻟﻮاﺿﺢ ﻓﻲ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻌﺮﺑﻲ ﻋﻠﻰ اﻹﻧﺘﺮﻧﺖ ﻟﺘﺮاث ﻗﺮون ﻣﻦ اﻟﻤﻌﺮﻓﺔ اﻟﻤﻮﺛﻘﺔ ﺑﺎﻟﻠﻐﺔ اﻟﻌﺮﺑﻴﺔ ﻻ ﺗﻀﺎهﻴﻬﺎ ﻟﻐﺔ ﺣﻴﺔ أﺧﺮى. 5 وﻻ ﺗﺰال ﻧﺴﺒﺔ اﻹﻋﻼن اﻟﺮﻗﻤﻲ دون ٢% ﻣﻦ ﻣﺠﻤﻞ اﻹﻋﻼﻧﺎت اﻟﺘﻘﻠﻴﺪﻳﺔ، ﻣﻤﺎ ﻳﺪل ﻋﻠﻰ ﺿﻌﻒ ﻧﻤﻮذج اﻟﻌﻤﻞ اﻟﻤﻌﺘﻤﺪ ﻟﻺﻋﻼن اﻟﺮﻗﻤﻲ ﻓﻲ دول اﻟﻤﻨﻄﻘﺔ. وﻣﻦ اﻟﻤﺘﻮﻗﻊ أﻳﻀﺎ أن ﺗﺴﺘﻤﺮ ﺣﺼﺔ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻤﻨﺘﺞ ﻣﻦ ﻗﺒﻞ اﻷﻓﺮاد واﻟﻤﺴﺘﻬﻠﻜﻴﻦ ﺑﺎﻟﺘﺰاﻳﺪ ﻣﻦ ﺧﻼل ﺷﺒﻜﺎت اﻟﺘﻮاﺻﻞ ﻷﺳﺒﺎب ﺳﻴﺎﺳﻴﺔ واﺟﺘﻤﺎﻋﻴﺔ، وآﻤﺎ هﻮ ﺣﺎﺻﻞ ﺧﻼل اﻟﺴﻨﺘﻴﻦ اﻟﻤﺎﺿﻴﺘﻴﻦ. وﻳﻤﻜﻦ اﻟﻘﻮل أن إﻣﻜﺎﻧﺎت إﻗﺎﻣﺔ ﺻﻨﺎﻋﺔ ﻣﺤﺘﻮى رﻗﻤﻲ ﻋﺮﺑﻲ ﻓﻲ اﻟﻤﻨﻄﻘﺔ آﺒﻴﺮة، واﻟﻔﺠﻮة ﺑﻴﻦ ﻣﺎ هﻮ ﻗﺎﺋﻢ وﻣﺎ هﻮ ﻣﻤﻜﻦ آﺒﻴﺮ، واﻟﻔﺠﻮة هﺬﻩ هﻲ ﺑﻤﺜﺎﺑﺔ اﻟﺤﺎﻓﺰ اﻻﻗﺘﺼﺎدي ﻟﻠﺤﻜﻮﻣﺎت واﻟﻘﻄﺎع اﻟﺨﺎص ﻟﺘﻄﻮﻳﺮ ﺻﻨﺎﻋﺎت وﺧﺪﻣﺎت ﻣﺤﺘﻮى وﻃﻨﻴﺔ وإﻗﻠﻴﻤﻴﺔ، وإﻗﺎﻣﺔ ﺷﺮاآﺎت وﺗﻌﺎون ﻋﻠﻰ إﺣﺪاث ﺳﻮق إﻗﻠﻴﻤﻴﺔ ﻣﻔﺘﻮﺣﺔ ﻹﻧﺘﺎج وﺗﻄﻮﻳﺮ وﺗﺴﻮﻳﻖ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻌﺮﺑﻲ. ﺗﺘﻜﻮن هﺬﻩ اﻟﺪراﺳﺔ ﻣﻦ أرﺑﻌﺔ أﺟﺰاء وﻣﻘﺪﻣﺔ ﺗﺴﺘﻌﺮض دور اﻹﺳﻜﻮا ﻓﻲ ﺗﻨﺸﻴﻂ اﻻهﺘﻤﺎم ﺑﺎﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻌﺮﺑﻲ ﻣﻨﺬ اﻟﻌﺎم ٢٠٠٣. ﻳﺘﻨﺎول اﻟﺠﺰء اﻷول اﻟﺘﻌﺮﻳﻒ ﺑﺼﻨﺎﻋﺔ اﻟﻤﺤﺘﻮى واﻟﺘﺮﻓﻴﻪ وﺻﻨﺎﻋﺔ اﻹﺑﺪاع واﻟﺘﺮاﺑﻂ ﺑﻴﻨﻬﻤﺎ وﺑﻴﻦ ﺻﻨﺎﻋﺔ ودﻋﻢ ﺗﺄﺳﻴﺲ اﻟﺸﺮآﺎت اﻟﺼﻐﻴﺮة واﻟﻤﺘﻮﺳﻄﺔ ﻓﻲ ﻣﺠﺎل ﺻﻨﺎﻋﺔ اﻟﻤﺤﺘﻮى اﻟﺮﻗﻤﻲ اﻟﻌﺮﺑﻲ. 6 EXECUTIVE SUMMARY Digital Content technology is transforming traditional knowledge industry structures, business models, and ways of doing things and is forming an important activity in its own right. Creating digital content strategies of increasing importance to national governments. Particularly in cases where cultural and linguistic heritage is highly valued, these programs demonstrate the commitment of the public sector to providing the type of digital content desired by the citizenry. Mechanisms for the production, distribution and marketing of various kinds of digital content are necessary in these plans. Since 2003, ESCWA has recognized that the digital content industry is one of the main pillars for the knowledge-based economy and could provide many opportunities for investing in ICT in the Arab region.

    Carnivalesque politics and popular resistance: A Bakhtinian reading of contemporary Jordanian political humour Yousef Barahmeh Submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth School of Area Studies, History, Politics and Literature February 2020 i Abstract This thesis examines contemporary Jordanian political humour in the context of the political history of Jordan and the 2011 Arab Spring revolutions. It applies Mikhail Bakhtin’s mid-20th century theory of carnival and the carnivalesque (folk humour) as a framework for thinking about Jordanian politics and political humour in social media spaces following the Arab Spring. The Bakhtinian approach to humour has predominantly focused on the role of humour as a revolutionary impulse that aims to attack and expose the shortcomings of established political power, as well as to highlight public attitudes towards that power. The analysis undertaken here of Jordanian politics and political humour in Jordanian social media spaces after the Arab Spring found that Bakhtin’s ‘marketplace’ is no longer the streets and material public spaces, but rather the social media spaces. The nature of the carnivals in social media spaces is in many ways just as carnivalesque as the ‘marketplace’ of Bakhtin’s Medieval France, characterised by polyphony, the overturning of social hierarchies and the presence of dialogism (and monologism) and the grotesque. To more fully address the relevance – and some of the limitations – of application of Bakhtin’s ideas about carnival to the Jordanian socio- political context after the Arab Spring, this thesis analyses key political cartoons, satirical articles, comedy sketches, politically satirical videos and internet memes produced by Jordanians from the start of the Arab ii Spring to early 2019.

Media Industries in Revolutionary Times Abstract This essay explores media industries in revolutionary times. Against the backdrop of the Arab uprisings, with specific efr erences to Egypt, Syria, and Tunisia, I summarize shifts that have occurred in the transnational, pan-Arab media sphere and provide snapshots of national media systems in flux. The Arab uprisings have spawned a wide array of new media, including a variety of new television channels, online media portals, digital video series, comedy programs, talk shows, and religious content. How these institutional and aesthetic developments will be integrated into national and pan-Arab media industries is an important question. In addition, entertainment has become a major issue of contention as Islamists of various stripes have ascended to power in Arab Spring countries and have worked to morally reshape the media industries, encountering vociferous resistance from creative people in arts and media and from counterrevolutionary forces most clearly visible in Egypt, which is reverting to a military dictatorship. Though the current situation is too chaotic to predict future trends, this essay tries to raise questions about new dynamics of production, precarity, and authorship in still-evolving revolutionary contexts.

    International Journal of Communication 14(2020), 3202–3219 1932–8036/20200005 Not Arabi or Ajnabi: Arab Youth and Reorienting Humor SULAFA ZIDANI University of Southern California, USA This article examines a type of online content created by Arab youth that mixes local and foreign popular culture and politics. This content is examined in relation to the position of Arab youth within transnational power dynamics looking at how they build on longstanding meanings to define their own unique culture. These creations mixing Arabic and foreign (arabi–ajnabi) languages, music, images, and videos, result in content that is humorous specifically to those who are literate in both of the cultures being juxtaposed. Drawing on academic literature on humor, remix, and mash-up culture, this article looks into how this new content, labeled here as reorienting humor, becomes a way for doubly marginalized youth to be cultural agents for themselves and disrupt the direction of cultural flows in a way that creates a disturbance in the power relations and calls into question binaries such as local–global dominant–marginalized, and center–periphery. This was the third IPA regional seminar, following African iterations in Lagos (May 2018) and Nairobi (June 2019), but the first in the Arab world, where publishing faces sets of challenges that are both peculiar to the region and found elsewhere in the world.
