ROYAL VICTORIAN ORDER (GCVO / KCVO / CVO / LVO / MVO / RVM)

Towards the end of the reign of (1896), Her Majesty asked the Prime Minister of ( Salisbury) if he would object to an honour that would be entirely in the hands of the Sovereign. He did not object as long as the Government did not have to contribute to the expenses of the new order.

The new order with five classes was instituted to honour such persons as might have rendered extraordinary or important or personal services to the Sovereign or who might thereafter merit the Royal favour. The first two classes, () and Knights (Dames) would confer knighthood. While these two classes ranked behind the existing Orders, members of the Third Class (Commanders) ranked senior to Companions of the and the Order of Saint Michael and Saint George. Commanders of the wore their around their neck while Companions of the other two orders still wore their badges on their left breast. This anomaly was corrected in 1917 with the addition of the Order of the when Companions of the Order of the Bath and of the Order of Saint Michael and Saint George took precedence over Commanders of the Royal Victorian Order and these Companions now also wore their badges around their necks in a similar fashion to a CVO. The Royal Victorian Order took precedence over the Order of the British Empire and therefore a CBE ranked immediately after a CVO.

The Fourth and Fifth Classes of the Order were both called Members (MVO). This was not changed until 31 December 1984 when a Member of the Fourth Class was changed to a of the Royal Victorian Order (LVO) and only a member of the Fifth Class is now called a Member of the Royal Victorian Order (MVO).

The Chapel of the Order is the Queen's Chapel of the Savoy. Queen Victoria's Birthday, 20th June is the day for the Order. The motto of the Order is 'Victoria'.

The Order was given very sparingly by Queen Victoria. It was awarded much more generously by Edward VII. He would quite often put an M.V.O. into the hand of a person who had rendered a relatively small service and often forgot to tell the record keepers that he had done so. King followed Queen Victoria's example and gave the very sparingly which helped to establish the Order as justifying its place of importance. King Edward VIII opened the Order to females and made his mother a Grand Cross but made no other appointments to the Order. Several persons who helped him during his abdication were made members of the Order by his brother. King George VI followed his father's example and by carefully screening all , continued to increase the prestige of this award. Queen Elizabeth II has continued this policy.

Queen Elizabeth, the Queen Mother was the first of the Order and served until her death in 2002. The Royal, Princess Anne, is the current Grand Master taking over in 2007. Princess Margaret was also a Dame Grand Cross.

The Duke of ( Andrew) and the of (Prince Edward) were appointed Knights Grand Cross of the Order in 2011. Prince Harry was made a KCVO on 4 June 2015.

While not a part of the Order, THE ROYAL VICTORIAN (RVM) is awarded by the Sovereign to those rendering personal services to the Queen. After 31 December 1984, the post-nominal letters RVM were allowed to be used by holders of the medal. It is awarded in silver gilt (gold), silver and bronze. The bear the current effigy of the reigning Sovereign with the current legend on the obverse. On the reverse is the upon an ornamental shield within a wreath of laurel. The medal is smaller than most medals being only 28-mm across. A holder of a bronze medal could wear both the bronze medal and a subsequent silver (or gold) medal if it were awarded; in addition, bars can be awarded to holders of the medals. In most circumstances, the silver medal is awarded. The medal is worn from the Order's ribbon (32-mm wide) on the left breast with other medals or from a bow by females not in uniform. The medal was worn after the and before the but after the changes on 31 December 1984, it is now worn after the Queen's Gallantry Medal and before the . a) GCVO ( or Dame Grand Cross): The of the Knight Grand Cross is of gold, composed of octagonal pieces and oblong perforated and ornamental frames alternately, linked together with gold; the said pieces being edged and ornamented with gold, and each containing upon a blue enameled ground a gold rose jeweled with a carbuncle. The frames are of gold, and each contains a portion of the inscription 'VICTORIA ... BRIT.REG ... DEF.FID ... IND.IMP' in letters of white enamel. The Legend is repeated three times so there are 12 frames and 11 pieces. In the centre of the collar is an octagonal piece, enameled blue, edged with red, and charged with a white , thereon being a gold medallion of the effigy of Queen Victoria, from which hangs the badge of the order. The BADGE consists of a white enameled of eight points, in the centre of which is an oval of crimson enamel with the royal and imperial cypher enameled in proper colours. The badge is edged in gold. When the collar is not worn, the badge is worn from a RIBAND, dark-blue with narrow edges of three stripes (red, white, and red), 95-mm wide for Knights and 57-mm wide for Dames, passing from the right shoulder to the left hip. The MANTLE is of dark-blue silk, edged with red satin and lined with white silk, and fastened by a cordon of dark-blue silk and gold. On the left side of the mantle is a representation of the star of the order. The STAR is a silver chipped star of eight points in the centre of which is a representation of the badge.

b) KCVO / DCVO (Knight of Dame Commander): The BADGE is a described above but smaller and is worn around the neck from a riband of 44-mm as described above. The STAR is quite different being in the form of a chipped silver Maltese Cross, with smaller rays issuing from the centre between the angles of the cross, and in the centre, the badge of the order which is described above but instead of having the cross of white enamel, it is of frosted silver. c) CVO (Commander): The BADGE is as described for a GCVO but smaller (51-mm across) and is worn around the neck from a ribbon, 38-mm wide, dark-blue with 6-mm borders of red/white/red. d) LVO (Lieutenant): The BADGE is as described for a GCVO but smaller (44-mm across) and is worn on the left breast from a ribbon, 32-mm, dark-blue with 5-mm borders of red/white/red. e) MVO (Member): The BADGE is as described for a GCVO but slightly smaller than an LVO (41-mm across) but rather than being enameled in white, the cross is of frosted silver. The ribbon is the same as for the LVO and the badge is worn on the left breast from a similar ribbon. All of the badges of the Order are numbered on the reverse. 1 f) RVM (Royal Victorian Medal): The MEDAL is one of the smallest medals being only 1 1/8" across and is as described above.

Brigadier Sir James Timothy Whittington Landon , KCVO, (born 20 August 1942, Vancouver Island, British Columbia, Canada; died 6 July 2007, , , England) served in the British and Omani armies and was instrumental in the development of the present Sultanate of Oman. He was one of Britain's wealthiest people. Born to a British Brigadier and a Canadian mother, Tim Landon attended Eastbourne College in . As a graduate of the Royal Military Academy, Sandhurst, Landon was posted to the 10th Hussars. With his regiment, he travelled overland from to Arabia and arrived in Oman in the mid-1960s. He was sent there as part of a British military operation to help Sultan Said bin Taimur defeat the Soviet-backed Dhofar Rebellion. He was stationed in the south as an intelligence , but was transferred to Muscat. There he became an integral part of the British-aided coup to remove the old Sultan, whose draconian of rule – which was all but preventing the country's development and progression – was feeding the flames of the Dhofar insurgency that was poised to spread the length of Oman and threaten the Straits of Hormuz, and subsequently much of the West's oil supply.

Landon, who was close to the Sultan's son Qaboos from his Sandhurst days, was allowed to visit his friend, although the Sultan had placed his son under house arrest. Convincing the son to oust his father from the throne was no easy task. The coup occurred on 23 July 1970, when Landon was twenty-seven. Said bin Taimur was confronted at his palace and told to sign over power to his son. The only confirmed casualty in this otherwise bloodless coup was the old Sultan's foot when he inadvertently shot himself. The deposed ruler was flown to London on an RAF Transport, where he died two years later in the Dorchester Hotel. He ended up living in a suite at the Dorchester hotel until his death in 1972. When asked once what was his greatest regret, the old man replied: "Not having had Landon shot."

Over the next fifteen years, the young officer helped his friends develop the Sultanate from a medieval backwater into a modern 20th-century state. Omani oil revenues enabled much of the country's advances and Landon became a leading advocate of "Omanisation" of the economy and government. By 1979, Landon's position as an adviser had become a figurehead role. He returned to England, taking up a diplomatic post at the Omani embassy in London and establishing a home at Faccombe, a village near Andover in Hampshire. The title the "White Sultan" was regarded with bemusement by Landon, who maintained that Sultan Qaboos was very much in charge of Oman's destiny, and he was simply a servant and friend there to give advice. He continued to shuttle between London and Muscat until he died, his Boeing often seen arriving at or leaving Farnborough, the nearest airport to his home.

Landon invested the money he had made during his time in Oman, diversifying his wealth into mineral exploration and farming in Africa, property and real estate investments in Europe and America, and a wide range of financial portfolios in global markets. His fortune was estimated at US$750 million or higher. Landon was known to be a patron of the arts and society as well as an avid conservationist, generously assisting with fundraising for foundations and charities.

Landon also played an important role as intermediary in several questionable deals like when giant telecom company Ericsson sold telecommunications equipment to Oman in the late 1990s. The connection was revealed by a joint investigation into Landon's business by the Swedish Public Television "Uppdrag granskning" and Swedish Public Radio's "Dagens Eko" in January 2007.

Landon was also behind another questionable deal when in 1999 Swedish jetfighter Saab and UK defence giant BAE offered millions of dollars in bribes to Czech politicians to buy the Gripen jet-fighter. The real beneficiary of the money paid out was the Austrian Alfons Mensdorff-Pouilly, a longtime agent for BAE and a relative of Landon through Landon's wife Katalina Esterhazy de Galantha. Mensdorff- Pouilly received secret commission contract of at least 81 million Swedish crowns for the final deal in 2003 when the Czech Republic leased Gripen jetfighter. Both the Ericsson Oman deal and the SAAB/BAE deal has been the focus of several and parliamentary investigations. By 2008 investigations had opened in the Czech Republic, Hungary, Sweden, Great Britain, United States, Switzerland, and .

Tim Landon was also involved in the smuggling of a Bofors cannon to the sultanate of Oman in the 1980s. "Sultan Quaboos of Oman got it into his head that his security would be enhanced if his yacht was kitted out with the Bofors guns. He wanted the Bofors guns and the government in Sweden objected to this deal, and this is where Landon and his associates always came into play. If something was denied them by diplomatic channels, they would take the scenic route."

In 1977 Tim Landon married Katalina Esterhazy de Galantha, a member of the Hungarian aristocratic House of Esterházy, noted for its felicitous marriages, great wealth, and large land-holdings, and historically loyal to the Habsburg Dynasty. The marriage produced a son, Arthur Landon, who studied film production and has begun to be involved in his business affairs in recent years. Arthur is, according to the Sunday Times Rich List , the wealthiest young person in Britain, with an inherited fortune of £200 million, and is "a close friend of the royal , William and Harry".

THE ROYAL VICTORIAN CHAIN

This honour was established by King Edward VII in 1902 as a special mark of the Sovereign's favour. It is given only rarely as a rare mark of the highest distinction and special esteem on the part of the Sovereign. It is NOT a part of the Royal Victorian Order but is often considered as the highest grade of that Order.

The CHAIN consists of lotuses, trefoils, and roses in gold (9 in all with 3 roses) linked together with a gold double chain (7 links), and in the centre, within a wreath, is the cypher E.R.II enameled in red, surmounted by the imperial crown, and pendent from the wreath is the badge of the Royal Victorian Order, the badge being the same as that for a GCVO.

The chain is not a neck badge and so is worn in with a neck badge above it if the holder has another neck decoration. The chain is returnable on the death of the holder. A miniature medal is not worn by holders of this award.

Only two Canadians have been awarded this prestigious honour.

The Right Honourable Roland Michener (1900-1991) was born in Lacombe, Alberta. A Rhodes Scholar and a highly successful lawyer, he served as Speaker of the House of Commons from 1957-1962 and as Canada's High Commissioner to India from 1964-1967 before being appointed Governor General.

THE (OM)

Although this order carries no title or rank, it is often considered to be the most highly regarded award in the hierarchy of British honours. It is a personal award from the Sovereign for exceptionally meritorious service towards the advancement of art, literature and science, for particularly outstanding service in the armed forces or for other very distinguished service in the British Commonwealth.

It was instituted by King Edward VII on 23 and is restricted to twenty-four Ordinary Members at one time. The motto of the order is 'FOR MERIT'. The holder of the Order of Merit comes immediately after a GCB in precedence; if awarded to a Canadian after 1972, it would come immediately before the Companion of the .

While a comparatively new order, it includes in its list of distinguished members, Florence Nightingale, Lord Lister, Lord Rutherford, Thomas Hardy, Sir , Henry Moore, Field Marshal (former Governor-General of Canada), Admirals of the Fleet Jellico and Beatty, Field-Marshals Roberts, Kitchener, Wolseley, Haig and Alanbrooke, General Baden-Powell and .

The BADGE us a gold cross pattee convexed, enameled red and edged in blue. In the centre is a green and gold laurel wreath, a white enamel circle and within this blue enamel on which is written in gold 'FOR MERIT'. In the centre of the reverse is the current royal cypher. When awarded for military service, the badge has two silver with gold hilts placed saltire-wise between the angles of the cross. The cross is surmounted by a crown and is worn at the neck from a RIBBAND, 51-mm wide, half blue and half crimson.

Prince Philip is the Grand Master of the Order and wears a non-military badge. The badge is not worn in miniature but the ribbon is worn in undress.

THE ORDER OF THE COMPANIONS OF HONOUR (CH)

This Order also carries no title or rank yet is a highly coveted honour, often considered as a junior class of the Order of Merit. Instituted in 1917 at the same time as the Order of the British Empire, it ranks immediately behind a G.B.E. in precedence. It is restricted to 65 Ordinary Members at any one time; 45 from the , 7 from , 2 from and 11 from Other Countries of the Commonwealth including Canada. It is not an award of the Sovereign but is awarded by the Sovereign on the recommendation of the Prime Minister, as may have rendered conspicuous service of national importance. As with the Order of Merit, honorary members may be appointed but these are rare. With the Queen’s New Year’s Honour List of 2018, the full 65 members of the Companions of Honour are alive meaning no further appointments can be made until some of the members die. The oldest is Dame Vera Lynn, age 100 (appointed in 2016) and the youngest, former Chancellor of the Exchequer, George Osborn. Other notable CH are J.K. Rowling, Dame Maggie Smith and Sir . Since 1917, there have been 363 recipients. This includes three honorary companions from outside the Commonwealth. In 2017, 12 people were appointed to the order, with a further 11 being appointed in 2016.

The BADGE us a gold oval-shaped medallion with a blue border with the motto 'IN ACTION FAITHFUL AND IN HONOUR CLEAR' in gold letters. Canadian diplomat Arnold Cantwell Smith served as the first Commonwealth Secretary-General from 1965 to 1975. He was born in Toronto in 1915 and attended in Toronto, the University of Toronto and University’s Christ Church, where he was a Rhodes Scholar. Fluent in English, French and Russian, in 1939 he became the editor of The Baltic Times in Estonia and worked concurrently as associate professor of political economy at the University of Tartu.

He joined the Canadian Diplomatic Service in 1943 and held numerous posts around the world and at home, including Ambassador to the United Arab Republic (1958-61), and to the Soviet Union (1961-63); and Under-Secretary of State for External Affairs. In early 1965, he was nominated by Canada’s Prime Minister Lester Pearson as a candidate for the post of Commonwealth Secretary-General. It was a post he would serve in for two five-year terms until 1975. Mr Smith’s stewardship of the Commonwealth is remembered most for the decision taken at the 1971 Heads of Government Meeting in Singapore to establish the Commonwealth Fund for Technical Co-operation (CFTC), which has become a unique agency for mutual assistance, as well as his clear guidance in the development of the Singapore Declaration of Commonwealth Principles that sums up the values of the association, namely, democracy, human rights and good governance. He was succeeded as Commonwealth Secretary-General by Sir Shridath ‘Sonny’ Ramphal of Guyana. Mr Smith died on 7 February 1994 in Toronto at the age of 79 after a long illness.
