    Chapter 5 An overview of Medinipur District CHAPTER 5 AN OVERVIEW OF MEDINIPUR DISTRICT 5.1 BACKGROUND Undivided Medinipur was the biggest district in the area (22°57’10’’N to 21°36’35’’N and 88°12’40’’E to 86°33’50’’E) of West Bengal (“Brief Industrial”). Census report 2011, reveals Medinipur district as having an area of 9,368 sq. km. and the population is 59,13,457 where 3,007,885 males and 2,905,572 females (“Paschim Medinipur”). The famous Chinese traveller Fa-hien and Hiuen Tsang visited Tamralipta (modern Tamluk). Midnapore town became the headquarters of Medinipur district which became famous for the struggle of independence against the British Administration (“District Census” 9). The district was divided into Paschim Medinipur and Purba Medinipur on 1st January, 2002 (“Brief Industrial”). The district of Paschim Medinipur is situated in the extension of Chota Nagpur plateau gradually sloping towards East and South (“District Human” 5). South-eastern railway track from Howrah to Adra runs through this district and also state highway no. 60 runs parallel to the railway track. The national highway no. 6 (Bombay road) also runs through this district. The western part of this south-eastern railway track in Paschim Medinipur is infertile laterite rocks and mostly laterite soil whereas the eastern part is fertile alluvial. It has a strong impact among the audience as the appeal of Bengali folk-drama is undeniable. ‘Bolan’ is a traditional folk drama of Bengal which is mainly celebrated in the month of ‘Chaitra’ (march-april). Geographically, it is prevalent in the mid- northern rural and semi-urban regions of Bengal (Rar Banga area) – mainly in Murshidabad district and some parts of Nadia, Birbhum and Bardwan districts. Although it follows the theatrical procedures, yet it is different from the same because it has no female artists. The male actors impersonate as females and play the part. Like other folk drama ‘Bolan’ is in direct contact with the audience and is often interacted and modified by them. Primarily it narrates mythological themes but now-a-days it narrates contemporary socio-politico-economical and natural issues. As it is performed different contemporary issues of immense interest audiences is deeply integrated with it and try to assimilate the messages of social importance from it. And in this way Mass (traditional) media plays an important role in shaping public opinion and forming a platform of exchange between the administration and the people they serve.

Megasthenes was the Greek ambassador to the court of Chandragupta Maurya from 324 BC to 300 BC. He also wrote a book on the structure and customs of Indian society. Al Biruni’s accounts of India are famous. He was a 1 Persian scholar who visited India and wrote a book about it in 1030 AD. Al Biruni wrote of Indian social and cultural life, with sections on religion, sciences, customs and manners of the Hindus. In the 17th century Bernier came from France to India and wrote a book on the life and times of the Mughal emperors Shah Jahan and Aurangzeb, their life and times.

The 25 th meeting of the above Expert Committee was held on 2 nd , 3 rd and 16 th July 2013 under the Chairmanship of Ms. Arvind Manjeet Singh, Joint Secretary to consider the proposals for financial assistance under CFGS. A list of the members who attended the meeting is annexed. 2. The Expert Committee considered 531 applications and which were complete and supported with all documents as required under the Scheme. The Committee examined each and every proposal individually before taking decision and recommended the following 264 proposals tabulated below for financial assistance under the scheme. The committee further recommeded that the organizations who have already conducted the programme/festivals/ Seminar/exhibitions etc. as submitted by them in project proposal, (marked * in the table) the expert committee has recommended the grant subject to the condition that the amount will be released after submission of the proof of the event having taken place within 40 days of the Minutes uploaded on website of the Ministry indiaculture.nic.in .
