Dorset is committed to providing a comprehensive system of education and has a variety of different school structures in different parts of the county. All schools are organised into groups of schools called pyramids/areas and full details are included at the back of this booklet. If applying from or to other Local Authorities they may have different arrangements or structures which you need to consider.

Dorset operates different systems in different pyramids as follows :

Early Years Education

Under the government’s Early Years programme some children are eligible for free nursery school places. Contact the Family Information Service (01305 221066 or [email protected] ).

The majority of Nursery and Pre-schools in Dorset are provided independently (even when on school sites). Attending a particular pre-school/nursery setting does not provide any link or guarantees for admission to attached or neighbouring maintained school. Please read admissions policies for schools.

Children Starting School for the First Time Sometimes called rising 5 or 4+ admissions

Children reach compulsory school in the term following their fifth birthday. All children born between 1 September 2008 and 31 August 2009 are due to start school in the year beginning September 2013. An Application must be submitted by the parent for a school place through the home Local Authority . Registering details with a school or attending a pre-school or nursery setting does not constitute an application. Details on how to apply if you are a Dorset residents are on page 15. Part time or Deferred Entry for Children Starting School for the First Time The vast majority of children start school full time in the September, as it is beneficial for all pupils to undergo the planned induction process and establish friendships within the group. Some schools may offer a phased integration. Parents should contact schools directly if they wish to discuss the following options: Part time arrangements: Parents can request part-time arrangements for any period until the child reaches compulsory school age. Deferred Entry: Entry can be deferred (delayed) until later in this first academic year, but only until the child reaches compulsory school age. Parents must still pursue the normal application process to secure a school place. The school and parent will agree and record a date for expected entry into their allocated year group and the place will be held for that child until this date. The child will still progress with the other pupils in their year group and advance to Year 1 and attend full time the following September and so the child may miss all, or part, of the Reception Year and the Foundation curriculum. The place can be withdrawn and offered to another child only if the parent confirms they no longer want the place or the child does not start on the agreed date. Children born in the summer term (who do not take up their place by the end of the Reception year) will enter immediately into Year 1 and a fresh application would have to be made and there is no guarantee a place would be available. Deferred entry does not allow the child to enter into the Reception Class the following year.

The law allows children who reach the age of 16 during the 2013/2014 school year to leave school on 27 June 2014 . The date is set by law and there is no discretion to alter it. Students are encouraged to continue their studies either through sixth form, college or work with training.

Post 16 Education

There will be a sixth form or college serving your local area, which can offer a wide range of A Level, vocational and other courses. Each will have its own admission policy and admission number for external applications and entry requirements. An appeal can be lodged if refused admission to a school sixth form. Children with Disabilities or Special Educational Needs

The local authority has a policy that all schools will support those pupils with special educational needs or inclusion issues. Every school accommodates pupils with a variety of need, making excellent provision, supporting children and young people within their schools and achieving excellent outcomes.

If your child does have special educational needs, disabilities or a medical condition that requires special management (but does not have a full Statement of Special Educational Needs) you should contact prospective schools to discuss the facilities and support available. Dorset Parent Partnership may be able to help and can be contacted on 01305 221000 . Please note that the School Admissions Team will process the application for school places only in accordance with the admissions policies.

If your child has a full Statement of Special Educational Needs the school application and placement process will be dealt with through the Special Educational Needs Team. Parents must contact the Special Educational team on 01305 224888.

Applying for a school place is important. You will need to make appropriate and realistic decisions. Schools can regularly be oversubscribed or already full, particularly if applying ‘in year’ or in a late round for the normal year of entry. Schools should not confirm or predict the allocations in advance of the offer date for normal year of entry applications.

If applying into an already established year group you must contact School Admissions to discuss place availability. Moving to an area does not guarantee a place at your preferred, catchment or nearest school . You need to be aware of any likely alternative schools which may be offered and the implications of this on your family if you move to an area where schools are full.

For the normal year of entry you can look at the statistical data in Appendix 2 which shows how the first round of allocations was made in previous years (for the last academic year it shows the final number expected in the school following the late rounds). Other data such as census information and pupil fore- casts are available on the website, through the Schools database. However, you should bear in mind that preference trends may change and the primary age population is rising significantly.

You must consider how your child will get to and from school for the entire duration they will remain at the school. If you are stating a preference for a school which is not the nearest or catchment school (or if you move house and this changes this criteria) you will be responsible for getting your child to and from the school. (See School Transport page 10)

Places are allocated strictly in accordance with admissions policies and set admission numbers (provided at the end of this booklet) for each school. The policy for Community and Voluntary Controlled schools is on page 13. Some schools set their own criteria for admission (own admission authority) and it is impor- tant that you refer to these if considering one of these schools. (Policies supplied to the LA are contained in Appendix 1 others are available on the individual school’s website.) Please check each schools policy carefully, as additional information may be required to meet certain criteria.

You may want to gather information to help you decide which school you think would best suit your child. The best way to do this is to visit the school in person, look at the school prospectus and also consider: • The school’s aims and objectives; • Details of the curriculum offered; • National Curriculum test results; • Attendance figures; • Details of policies such as behaviour and discipline; • SEN, disability equality schemes and accessibility plans; • Out of school activities offered.

Schools usually host open days and/or evenings for parents about new admissions to schools in the Au- tumn term and you should arrange visits directly with them - see their website or telephone them for de- tails. Most schools ask pupils and parents to commit to a home-school agreement.

The Office for Standards in Education (OfSTED) inspects all schools and you may wish to obtain copies of the latest reports and the subsequent action plans for development. They can be obtained from the school, local libraries or via the internet on www.ofsted.gov.uk/reports .

Parents living outside of Dorset local authority and wishing to place their child at a Dorset school should be aware that, whilst all schools have access to comprehensive support both internally and in many cases externally e.g. County Behaviour Support Service, etc, it is not possible for pupils living outside of Dorset to access any of the Local Authority’s five Learning Centres under any circumstances regardless of at- tending a Dorset school. In such situations schools are required to contact the pupils “home” authority in accordance with the guidance Exclusions from maintained schools, Academies and pupil referral units in England for appropriate support.

Who Can Apply

Applications can be considered from all UK residents, British citizens living abroad, those with passports endorsed with a right of abode and from EEA citizens, and who have proof of a UK property (see Home Address below). Proof must be received by the admissions team to consider the applications.

Non EEA citizens must provide proof of an appropriately endorsed visa, a UK address (see below) and proof of date of arrival in the UK for the relevant family members (parent/s and child/ren). We may accept copies but require original passports/ visas to be produced to the school at the time of admission. Asylum seekers will be consider on an individual case by case basis in conjunction with other agencies.

Application must be made by a person with Parental Responsibility (see below). If your child’s day to day care is passing to someone else on a long term/permanent basis, or you are taking over the care/ guardianship of a child on a permanent/long term basis, we require letters from the person with Parental Responsibility confirming the new arrangements and confirmation of arrangements, with proof of address, from the new carer . If a child lives with someone other than a close relative for 28 days or more, it is a legal requirement that Children’s Services are notified (01305 877445) . For children in care see page 9.

Parental Responsibility (PR)

In England and Wales, if parents were married to each other at the time of the child’s birth, or have jointly adopted a child, both have parental responsibility. If parents were not married, the mother always has parental responsibility. The father has parental responsibility only if he has jointly registered the birth with the mother (since 1 December 2003), if he has a Court Order or has a Parental Responsibility agreement. The School Admissions Team may seek legal advice if there is any doubt and documentary evidence may be required.

Should more than one parent have parental responsibility, only one application will be considered. Unless a court order rules otherwise, the application must be made by the parent who has day to day care of the child for the majority of the school days/weeks. Where this is unclear, disputed, or care is split equally and there is no agreement between the parents, the application considered will be that made by the parent at the address identified on the child’s registered General Practitioner (GP) record.

If separated parents reside at the same address, they should reach agreement or, if not possible, obtain a Court Order to clarify the preferences before an application can be considered by the Local Authority.

Where a child has recently moved from one parent, who has had care responsibility, to another, we will require written confirmation from both parties of the new arrangements. Where there is no agreement, we will write to both parents advising of our intention to proceed with the identified application in line with our policies and the information supplied, allowing a short period for a parent to respond if this is not appropriate. If a Court Hearing is pending to determine arrangements, the outcome must be notified to the Local Authority immediately after the hearing, with proof, in order for the application to be processed.

Any correspondence will be solely with the authorised applicant(s) in special circumstances, formal permission may been given to liaise with another nominated person (e.g. social worker, translator, other family member). In all cases, we reserve the right to request evidence and/or to take legal advice before processing an application.

The Published Admission Number (PAN) for a School

Places are allocated against the Published Admission Number for the school/relevant year group. This is decided and consulted on based on available accommodation or, in the case of some primary schools, to meet class size limits. The admission numbers for schools in Dorset can be viewed on the Pyramid Lists enclosed or on the School Admissions website.

The home address is the main residence where the family/child spends all or the majority of their time. Proof of address, or future address may be required. If asked you need to provide one of the following: • A solicitor’s letter confirming exchange of contracts on your sale and purchase; • A copy of a tenancy agreement showing the address of the property, date, duration of the tenancy and the signatures of yourself/ves and the landlord/s together with proof of your Notice to Quit or vacation of your current property; • If you are moving in with a friend or relative, we can only consider the application from the Dorset address once you have vacated your property and are resident with them. We then require a letter from them confirming the arrangements and proof of their address; • In the case of Armed Services/Crown Servants, we accept a posting order as proof address, if a home address is not available. • Confirmation that the family are living in a Refuge, due to domestic violence If you are changing address and making an in year application, clearly mark on the application if you wish this to be processed from your current address or your new address (proof of address will be required). Normal year of entry applications can only be based on your address as at the relevant closing date. If you change address after the closing date, you will need to liaise with the admissions team.

Considering your Preference School/s

You are asked to list your preference schools in order on the application form. Living in or moving into a catchment area, having a sibling link or attending a feeder school does not guarantee a place at a local/ preferred school. If your highest preference(s) is for a school other than your nearest or catchment school, this constitutes a “ parental preference” and you must be aware that: • you will responsible for travel arrangements for your child (unless you meet other qualifying criteria) even if your circumstances change (see Transport Chapter) • There is no guarantee of a place for any sibling(s) you later wish to attend the school • There is no guarantee of a place in a recognised receiver school so your child may not transfer with the other children in their year group or you are likely to be responsible for transport arrangements. Please be aware : • Naming only one preference school will not improve your chances of getting it - places are allocated strictly on the admissions criteria. • If you do not submit a second and/or third preference, then a school will be allocated by the admissions team at the end of the prioritisation process - this could mean travelling a considerable distance if all of the local schools are fully subscribed. • If you do not include your catchment or nearest school as a preference and we cannot offer you the school(s) you listed, you are not assured of a place at your catchment school, as it may be full or oversubscribed. It may also affect your transport entitlement (see Transport Chapter). • You need to consider how your child will travel to school, especially if circumstances were to change (e.g. changes in bus routes, different work location or changes of working hours). • If you later decide to change or add preference any original offer may be rescinded (unless the child is already in attendance). • Changing School once exam courses have started may prejudice your child’s education as schools are unlikely to match all or any options nor pursue the same courses or exam Selective School Applications: Where schools offer places based on a child’s aptitude or ability their websites will provide full detail on their process and notification of the outcome - these will be provided before the closing date for first round applications for the normal year of entry.

Your Catchment Area School

Catchment area information on the website is a guide but for full implications and information (especially if you are making a late or in year application) contact the Admissions Team. You should consider naming your catchment school as a preference, as not to do so can affect your transport entitlement. You are not guaranteed a place at your catchment school as it may be full or oversubscribed. If the Local Authority refuses your catchment school it will offer an alternative school(s) - this will be the next nearest school with places available taking account of efficient school transport (entitlement and cost). The term sibling means full, half, step, adopted or non-blood related brother or sister living with single, married or co-habiting parent(s)/carer(s) at the same home address. See ‘own admissions authority’ schools’ policies for further information on requirements to meet this criteria. Where there is shared care of siblings, a solicitor’s letter or Court Order stating the children reside together, with the main carer, at the home address, will suffice as evidence. In other cases or where this evidence is not provided, the home address of the child is clarified in the Parental Responsibility chapter. In the case of sixth form siblings the Local Authority will confirm application and genuine expectation that a place will be offered and accepted.

Feeder School Links

Some schools or pyramids operate with feeder/receiver school links within their admissions policies. See the pyramid list for details. Attending a feeder school does not guarantee a place at the receiver school. Nurseries, pre-schools and independent schools are not deemed feeder schools for Dorset. For the normal year of entry into a receiver school the feeder school link will only apply until the first school day of term in September and thereafter will be superseded by the next relevant criteria for admission.

Children now or previously in Care / Looked After Children

Clarified as Children with or who had a Care Order (full or interim) or who are/were accommodated under Section 20/22 of the Children Act 1989. Children now or previously in Care and subject to an adoption, residence or special guardianship order are considered as the highest criteria with any admissions policy for Dorset schools. Applications should be submitted by the person or local authority who has Parental Responsibility for the children. Evidence of the status must be included with the application. Please read the Guide for Carers for in year applications on the website or by calling 01305 221060. . In Year Fair Access Protocol (IYFA)

All schools have a duty to co-operate with the Local Authority and other relevant partners to improve the well-being of children in the local area (Education Act 2011). The Protocol agreed with all schools ensures appropriate education is secured for difficult to place children - those without a school place, the most vulnerable or those with challenging behaviour. Children of UK Service Personnel

Dorset Local Authority support the Government’s commitment to removing disadvantage for service children and will endeavour to meet the parents’ preference for school admission and transport arrangements wherever possible. For families of service personnel with a confirmed posting to the area, or crown servants returning from overseas to live in the area, the Local Authority will allocate a place in an already established year group ‘in advance’ of the family arriving in the area (providing the application is accompanied by an official letter declaring a relocation date and a Unit postal address or quartering area).

Children Placed ‘out of year group’

Applications are considered for the year group based on the chronological age of your child. It is Dorset policy that children should, wherever possible, be educated with their peer group. Any decision to place a child outside of their normal year group, can have longstanding implications. Any proposal to admit a child ‘out of year group’ would require the case to be presented to the relevant school, who would make their decision on the individual circumstances.

Denominational/Religious/Faith Criteria

Admissions Policies state very clear criteria and the evidence required to consider an application under this criteria and may require a Supplementary Information Form - see page 10

When considering your preference your school you must very carefully consider how your child will get to school not just now but for the future if your circumstances change. Information on whether your child would automatically qualify for free transport from the Local Authority is available on page 18.

If you express a preference for a school where transport is not automatically provided, you need to ensure your child will be able to get to school now and in the future including if there is a change to your circumstance ie your car breaks down, your financial circumstances change, illness, a change or withdrawal of concessionary seating/routes etc. Please ensure you read the transport policy on the website or available in hard copy from 01305 221060 for full information.

If you name your catchment and/or nearest school and it is not possible to offer a place the Local Authority is only obliged to provide transport to the most appropriate alternative school with places considering the availability and cost of transport. This may not necessarily be the same as your next preferred school. This does not prevent you naming other schools, but you should bear this in mind when considering your application. Contact the school admissions team if you have any questions or require help in this matter.

If you do not name your catchment school or could have applied for a school place by the first closing date for in the normal year of entry, but omitted to do so and a place would have been allocated had you done so the Local Authority is not obliged to provide any transport support.

Important : See Page 11 for information on Transport Entitlement following Government Guidelines and Legislation. Allocations can only be considered within the admissions policy and not based on sustainable transport.

Sustainable travel to school*

When you are thinking about the schools you would like your child to attend, please consider the following:

• Children who walk to school are fitter, have better developed social skills, are more familiar with their surroundings, have better road sense and arrive at school more relaxed and ready to learn.

• Your active involvement with you child’s education has a far greater impact on their achievement than the school you choose. *1

• Parents want ‘A good school locally’. By choosing a local school and taking an active part in your child’s education, you are likely to achieve better results for your child as well as delivering a healthy and sustainable community.

• Unless the Primary School you choose is less than 1km (a 15 to 20) minute walk) from your home, you will probably drive your child to school. What schools are within walking distance of your home? *2

Remember , if you choose a school that you will have to drive to, it is a long term commitment. Will you still want to / be able to drive your child to school in 7 years time?

• If all Dorset parents chose to send their children to their nearest school we would see car use fall by 10.7 million km and a saving of 2,182 tonnes of CO 2 per year.

• Consider the cost of driving your child to school. Current figures put the average cost at £930 per year! *3

Where walking, cycling or public transport are not feasible, car sharing may be an option. This can save time and money and helps cut traffic congestion and air pollution as well as being sociable for children.

If you are interested in encouraging walking, cycling or bus use, then please speak to the Headteacher who will able to explain the school’s School Travel Health Check and School Travel Plan to you.

You will be advised of your child’s transport entitlement on allocation of a school place. However, if your circumstances change or you feel you may have other grounds for applying for transport, for example your child has a disability or medical condition, you are in temporarily in ‘emergency’ accommodation or applied on denominational grounds and meet the criteria above, please complete a Transport Request Form. If, following that advice, you believe all walk routes within the statutory qualifying distance to the catchment/nearest school may be unsafe for your child to walk accom- panied by an adult complete a Request for a Safety Audit of the Route. This is available on the website or contact the Road Safety Team on 01305 224558 to request a hard copy form.

Should transport support be refused you have the right of appeal and this will be explained to within the notification of the outcome of your application.

Concessionary School Transport

If your child does not qualify for free transport you may be able to apply for a paid concessionary seat if there is a Local Authority contract bus with seats available. The present charge for a concessionary seat (2012/2013) is £420 and is subject to annual increases. Full details and application forms are available on the website. Dorset Local Authority is the admissions authority for Community and Voluntary Controlled schools. For Academy, Free, Foundation and Voluntary Aided schools’ see individual policies. See the pyramid list to- wards the back of this booklet, the website or contact schools directly.

The admission of children with Statements of Special Educational Needs is covered by Sections 324 to 328 of, and Schedule 27 to, the Education Act 1996. Guidance on the Admission of Statemented pupils is given in the Special Education Needs Code of Practice.

Where all parental preferences for places at the school can be satisfied all children seeking a place will be admitted. Where places are oversubscribed they will be allocated in the following priority order:

(i) Children who are looked after by the local authority i.e. children with either a care order (full or interim) or who are accommodated under Section 20 of the Children Act 1989. Or the child who was previously looked after but immediately after being looked after became subject to an adoption, residence or special guardianship order – a copy of the adoption order and a confirmation letter from the local authority that last looked after the child should be provided with the application. (ii) Where a Child Protection Order or Child in Need document identifies that there is a need for the child to be educated in a school closest to home or in an identified particular school/setting for their own safety (see footnote 2) (iii) Children who have a physical or medical disability where the identified school would be the only school providing specially adapted facilities to support the needs of the child or in the case of the condition resulting in prolonged or recurring absence each year, would be best sup- ported attending a particular school. This must be fully evidenced and supported by a community paediatrician or consultant (see footnote 2) (iv) Children living within the school’s catchment area who have a sibling(s) attending the school at the time of admission. (See footnote 3 & 4) (v) Children living within the school’s catchment area (vi) Children living outside the school’s catchment area who will have a sibling(s) attending the school at the time of admission (See footnote 3 & 4) (vii) Children living outside the school’s catchment area who attend one of the preferred school’s recognised maintained feeder schools during the previous year (see footnote 5) (viii) Children living outside the school’s catchment area and whose parents wish them to attend a CE voluntary controlled school on denominational grounds (see footnote 6) (ix) Children of staff with at least two years continuous service at the school or who have been re- cruited to a vacancy to meet a demonstrable skills shortage as at the date of application (in year) or relevant closing date under the local authority co-ordinated scheme (normal year of entry) and who still intend to be employed at the school at the time of the child’s admission (see footnote 7) (x) All other children living outside the school’s catchment area

If oversubscribed within any of the categories above, places will be allocated based on the shortest straight line measurement using a geographical information based system which identifies an Easting and Northing for the home address and the school building and calculates the distance between the two loca- tions. This is often categorised as Distance/Proximity Criteria. (NB School transport is based on walking and driven distances.)

In the event that the local authority is unable to distinguish between applications despite applying the pri- ority categories above, lots will be drawn by an independent person (of the local authority) to determine the final place(s).

Where applications are received from families with multiple birth siblings for their catchment or nearest school, and by adhering to published admission number (PAN) these siblings could not be offered the same school, the admission number will be exceeded to accommodate the multiple birth siblings. This recognises the exceptional nature of emotional bonds between multiple birth siblings and the LA’s commit- ment on local schools for local children. 1. – After allocating places to children who are in the care of the local author- ity, priority will be given to up to 26 pupils who can demonstrate an aptitude in Visual Arts. Should the number of applications for these places exceed availability, places will be allocated in accor- dance with the LA admissions policy. Remaining places up to the planned admission limit of 260 will be allocated in accordance with the local authority admissions policy. Remaining places up to the planned admission number limit will be allocated in accordance with the local authority’s admission policy.

4. Christchurch Infant and Junior, Infant and Junior, Upton Infant and Junior and Wyke Regis Infant and Junior are linked schools and the sibling criteria will apply concurrently across both schools

5. This does not include independent or early years provision.

6. In order to qualify for consideration under this category, parents/guardians will need to show that at least one adult family member and the child to whom the application relates to have been attending their local church at least once a month for a minimum of a year prior to the closing date for applica- tions. The application must also be supported by a written statement from the vicar/priest/minister or leader of the church confirming this. It is the responsibility of the parent to seek this confirmation and submit it with the application.

7. The term “children” includes those non-blood related but resident through marriage, civil partner- ships or family co-habitation arrangements at the time of application or deadline.

The criteria varies slightly for Primary/First school in Gillingham and Verwood and these are included on the Admissions Policies in Appendix 1 or from the relevant schools.

The law says that parents are entitled to express a preference for a school they wish their child to attend. This does not give parents the right to choose a particular school and have their choice met. All preferences are considered equally, in line with the relevant admissions policy. Those who express a preference for a school are considered for places above those who have not.

Applications are considered solely on the confirmed situation at the relevant closing/batch date. Parents must ensure relevant information is provided on time to the Admission Authority or it cannot be considered. The Local Authority reserves the right to verify the information provided. Information will be passed between admission authorities where relevant. The home Authority will advise parents of the outcome of the application. Please check other Local Authority Information where relevant.

For children with a Statement of Special Educational Needs you should contact the SEN Team. Application cannot be made for Pupil Referral Units (PRU/ Learning Centres), Special Schools/bases.

Types of Application

Normal Year of Entry applications: • New Starter Applications: Sometimes called 4+ or rising 5 admissions. If your child is due to start at their very first school for the first time. • Transfer Applications: Usually when your child is due to leave their current school at the end of the summer term and proceed to the next age range school. This is Year 3 for Junior school, Year 5 for Middle, Year 7 for Secondary and Year 9 for Upper School (also Year 8 for Purbeck area) . AND • In Year Applications: Sometimes called casual or incidental admissions. Where a place is required into an already established class/year group. This is usually where a family is moving house to a new area or the child is already in a school but is requesting to change.

Only name schools relevant to the normal year of entry on the Transfer Application and complete the in year form if you name preferences for an already established year, as these are considered separately.

Completing the Application Form (and Supplementary Information Forms)

Complete your Home Local Authority application form. Dorset residents can: • APPLY ON-LINE. Visit www.dorsetforyou.com/schooladmissions to complete the application. A confirmation e-mail is sent when you register and a further confirmation when your application is submitted - You will also be able to view your offer on line. OR • Apply on Paper. Download a form from the website or call 01305 221060. Return it to the child’s current school or post it to School Admissions at the address on the form. It is the parents responsibility to ensure the application is received and we recommend you obtain proof of posting (free from the post office) particularly if this is close to, or on, the closing date. Please send a stamped addressed envelope if you require acknowledgement of receipt.

Complete the correct form in full naming all schools, up to a maximum of three schools, in your preferred order. Provide full information and evidence to support your application / criteria under which you are applying.

Some schools require Supplementary Information Forms to verify the criteria for example denominational/ faith or other criteria. The Pyramid Lists and admission policies (Appendix 1 & 2) indicate which schools require these. You will need to complete the correct form for your child’s age group : PYR for new starters / PY03 for Junior School / MP05 for Middle School / SY07 for Secondary School and SY09 for Upper School

Co-ordinated Admissions Scheme for the Normal Year of Entry

All local authorities are required by law to operate an equal preference Co-ordinated Admissions Scheme for the normal year of entry. The purpose of co-ordination is to ensure that every child receives one offer of a school place and ensure safeguarding and fairness. Equal preference means all preferences are considered together with the highest ranked preference available offered. This can mean a second/third preference, not offered their first preference, can be ranked and offered a place above a first preference of lower criteria if a school is oversubscribed. The arrangements and timetables set out in this booklet are the Dorset Schemes. We will honour other Local Authority timetables as far as is reasonably possible. Late rounds will be considered based on the Dorset timetable.

The Deadline for First Round Applications

Secondary and Upper Schools First, Infant, Primary, Junior and Middle Schools

Closing Date 31 October 2012 15 January 2013

Offer Date 1 March 2013 16 April 2013 Applications are based on the applicant’s confirmed circumstance as at the closing date.

Parents who meet the first deadline will be notified of the outcome in accordance with the scheme above.

On-line applicants will be able to view the outcome electronically after 9.30 am on the offer date.

Letters with full details of the allocation and transport entitlement will be posted out to all Dorset residents on the offer date. We must be notified of any change of address in order to ensure the letter reaches you.

Please note: Prior notification of the outcome cannot be provided under any circumstances .

Applications received after the original closing date can only be considered on time if they meet the following strict criteria and must be submitted at the earliest possible opportunity after the closing date.

• Where both parents, or one in a single parent family, has been ill for the vast majority or entire period between 1 September and the closing date and, as a result, did not receive the information about applying and/or were unable to complete the application. Medical evidence is required.

• A bereavement or life threatening illness of immediate family resulted in the whole family relocating for the period between the 1 September and the closing date and, as a result, did not receive the information about applying or were unable to complete the application (proof would be requested).

Late Applications for Dorset Schools

Late applications for Dorset Schools will be processed in rounds in accordance with the timetable below. Outcomes for or from applications for other local authority schools, where this does not affect, involve or disadvantage Dorset applicants, may be notified in accordance with that local authority timetable if we are aware of the relevant information. Parents must contact the other Local Authority for information. Late applications are considered alongside the waiting list and pending appeals.

Applications received after 16 July 2013 will be processed as quickly as possible after 23 July 2013. Applications received after 1 August 2013 will be processed alongside, and in the same manner as, in- year applications, but are subject to obtaining and clarifying information with schools. Parents should be aware, it is not always possible to process applications during the summer break, as information may be required or pending from schools.

Whilst appeals are heard as quickly as possible, it cannot be guaranteed that appeals resulting from applications received in June, July and August will be heard before the start of the new academic year.

We are obliged to adhere to the above timetable and cannot provide outcomes prior to the dates above. Schools set their own induction days. Should a parent/school determine that a child can attend an induction day, before the outcome of a late application has been processed, this is done entirely at the parents’ risk and discretion.

In Year Applications Form Reference IY

There is no requirement for local authorities to coordinate in year applications for the offer year 2013 and subsequent years. All schools must work with the Local Authority to ensure it is in a position to provide information to a parent about places available in schools within the area and an application form to complete when applying for a place for any school for which the local authority is not the admission authority. Any parent can apply for a place for their child at any time to any school outside the normal admissions round (normal year of entry) by making application to the Admission Authority for the school. Applications can only be considered in line with the admission policy and oversubscription criteria.

Own admission authorities must on receipt of an in year application form notify the Local Authority of both the application and its outcome. The admission authority is responsible for informing parents of their right of appeal and how to do so in the event of refusal of a place.

Where an in year application is for a Community or Voluntary Controlled school, or where a school agrees the Local Authority will co-ordinate the application/s, it will be considered no more than half a term in advance of the date the place is required. The application will follow a batching process as identified within the in year co-ordinated scheme. This includes applications for a place into an established year the following September ie into a year outside of the normal year of entry for a school.

We aim to process all applications received by the end of June before the end of the summer term, subject to all relevant information being provided. You will be contacted as soon as possible but, due to the number of applications at this time, this may not be until mid July.

If an application meets the In Year Fair Access Protocol (see page 9) parents will be advised directly in regard to the process and timescales for consideration of the application.

The outcome of the application and school transport entitlement will be communicated to you in writing by the home Local Authority. Where this is a refusal of one or all preferences, it will include the grounds for refusal and information on waiting lists and the right of appeal.

If you are moving to or changing school in the Dorset area you must contact the School Admissions Team to discuss space availability, transport arrangements and any other relevant local information. Once offered, the place should be taken up within the timelines indicated in the in year scheme.

Applicants are responsible for enclosing all relevant information in support of their application . Please read the admissions policies for the schools you are applying for to ensure everything that is required to meet the criteria is provided. If the relevant information to support an application is not provided at the time of application, or by the batch date where relevant, the admissions authority cannot be held responsible for seeking this information. Applicants must make the School Admissions Team aware if there are any material changes prior to the allocation of a school place e.g. a house move. Parents are responsible for ensuring the correct postage is applied. The Local Authority will not cover short postage, or accept an application as being on time, which arrives late because of short postage.

Changing or Adding Preferences

It is very important to carefully consider your original preferences. Every year the admissions team receives a significant number of changes to preference after the closing date for the normal year or entry, which are not related to a house move. Parents need to be aware that schools may be oversubscribed or full from the original round, including if this is your catchment school, and it may not be able to offer a place at any new preferred school/s.

If you wish to change or add preferences you must complete and submit the Change of Preference form available on the website or from 01305 221060. If you post this form and wish for an acknowledgement of receipt please include a Self Addressed and Stamped Envelope. Any original application will still be processed unless you specifically withdraw it. This is to ensure a place is secured. On receipt of the change form your changed/new preference will be considered in line with the relevant closing date for late rounds above. Please clearly state all of your preferences (old and new) in the order of your preference, bearing in mind that we will offer the highest preference available.

If it is possible to offer a new, higher preference, the original offer will be withdrawn and could be offered to another child.

Withdrawing an Offer

Once an offer has been made, it may be withdrawn only in limited circumstances,: • Where the application was fraudulent or deliberately misleading; • Where the offer is made in error • Where an offer has been wrongly made by someone other than the admission authority; • Where, following reminders from the school/local authority, and appropriate warnings as to the consequences, the parent does not respond to accept the place within one week of the final reminder and therefore is deemed to have declined the offer of a school place.

Declining a Place

If you decide to decline the school place offered you must advise the School Admissions team in writing and, if your child is of legal school age clarify what alternative arrangements you are making for your child’s education. The offer will be withdrawn and can be offered to another applicant. Appeal panels are advised of any offers made, so accepting a place whilst awaiting the appeal, will have no bearing on the panels decision.

All applications are recorded onto a pupil database and processed on the information as confirmed at the relevant closing or batch date. The application information is exchanged with other Local Authorities for preference schools in their area or with own Admission Authorities who do not delegate the function to the Local Authority. The criteria for admission is checked against individual policies. Applicants are ranked in accordance with the criteria, not order of preference – known as the equal preference system. Applications for places are then considered by criteria against spaces and the highest possible allocated. This may mean a second preference, where the first preference is full, will get a place if a higher criteria than a first preference applicant.

If it is not possible to meet any of the stated preferences and you live within Dorset Local Authority area then an alternative offer of the nearest school taking into consideration efficient use of resources in regard to any potential transport support will be made. Places are allocated to those that have named a school first and if places are still available can be considered for those unallocated in order of criteria. The Local Authority will endeavour to ensure an offer where siblings can attend the same or proximity schools where the applications are submitted together.

Your local authority receives and records your application

Where relevant the local authority passes your details to the Selective school admission authority or other local authority for each school named testing by ability or as a preference on the application form aptitude takes place

Each admission authority considers your details along with those from everyone else who has put in an application, pending appeals and the waiting list.

The admission authority ranks applications in the order they meet the school’s admission criteria and where relevant advises the local authority.

The Local Authority writes advising the outcome of your application. You will receive a letter from your Home Authority advising your of the outcome of your application. The letter will include full information on what to do next, including how to accept an offer or the reasons why, and what you can do, if you have been refused a place. You will be provided with information on how to go on a waiting list, if relevant, and details regarding your right to appeal against the decision. The letter will also include information on school transport entitlement

If you are lodging an appeal you do not need to wait for this to be heard before requesting to go on a waiting list. You can submit an appeal and request to go on a waiting list for this and other schools at the same time.

Waiting Lists

Normal Year of Entry Applications : All schools must hold a waiting list for at least the first term of the normal year of entry. Under the co-ordinated scheme a child can only hold one offer of a school place. If the Local Authority is able to offer a place from the waiting list the original offer will be rescinded. In Year Applications : Most but not all schools hold an ‘in year’ waiting list.

General Information : • You must confirm your request to go on a waiting list in writing and information on how to do this is included in the refusal letter. For other Local Authority Schools please contact that Authority directly. • For Dorset Voluntary Controlled and Community Schools, waiting lists operate on a termly basis. If you wish your child’s name to remain on the list for the following term you must confirm this in writing at the beginning of each new term. • Waiting lists do not operate on a “first come, first served” basis. When a place is available those on the waiting list, pending appeals and current applications are considered together and the place allocated in accordance with the relevant admissions policy. • It is not necessary for parents to contact School Admissions to enquire about their child’s position on a waiting list (as it can change regularly) and should a place be available to offer to your child under the relevant admissions policy you would be contacted immediately.

School Admissions Appeals

If your child has a Statement of Special Educational Needs contact the SEN team on 01305 224888 as alternative arrangements exist under the Education Act 1996.

In all other cases there are two types of appeal. The refusal letter should confirm which type of appeal to pursue and you must ensure you complete the right form:

• Infant Class Sizes appeal: Where the majority of children will reach the age of 5, 6 or 7 in the academic year and are taught in classes of 30 per qualified teacher. Generally Reception and Key Stage 1. These have very limited grounds for appeal (see over) • Standard appeal: All other circumstances

The form should be returned to the Clerk to the Appeals Panel at the address on the appeal form and they will contact you later with the date, time, place and arrangements for the hearing.

Infant Class Size Appeals

The law states that where the majority of children in a class will reach the age of 5, 6 or 7 during the aca- demic year a maximum limit of 30 children should be placed on the size of an infant class that is taught by one teacher.* Admission Authorities must comply with that requirement.

If the admissions authority refused a place because of the need to comply with that requirement, an ap- peal can only be submitted if the parent believes:

• the child would have been offered a place if the admission arrangements had been properly imple- mented; and/or • the child should have been offered a place as the admission arrangements were/are contrary to the mandatory provisions in the School Admissions Code and Part 3 of the School Standards and Framework Act 1998; and/or • the decision to refuse admission was not one which a reasonable admissions authority would have made in the circumstances of the case ie the decision was perverse.

Unless the Panel is satisfied that one or more of the above reasons applies, it has no power to uphold an appeal, regardless of what the personal circumstances of an appellant are.

If you wish to submit an Infant Class Size Appeal you must clearly state which of the above you believe applies to your applicant and provide reasons to support this on the form

* There are very limited exceptions where this number may be exceeded and these are considered on a case by case basis:

• children admitted outside the normal admissions round with statements of special educa- tional needs specifying the school; • looked after children and previously looked after children admitted outside the normal ad- missions round; • children admitted, after initial allocation of places, because of a procedural error made by the admission authority or local authority in the original application process; • children admitted after an independent appeal panel upholds an appeal; • children who move into the area outside the normal admissions round for whom there is no other available school within reasonable distance; • children of UK service personnel admitted outside the normal admissions round; • children whose twin or sibling from a multiple birth is admitted otherwise than as an ex- cepted pupil; • children with special education needs who are normally taught in a special educational needs unit attached to the school or registered at a special school who attend some infant classes within the mainstream school.
