Funding recommendations for awardees will commence October 1, 2020, for FY 2021, with later adjustments to funding awards to be made based on approval of the FY 2021 incentive (grant) budget.

A motion was made by Jodi Jeffreys-Tanner, seconded by Alice Zendel Simon to approve the minutes from the August 15, 2019, BCC Executive Committee Meeting. The motion was approved unanimously.

Approval of ArtServe, Inc. grant application for funding in the Cultural Investment Program (CINV02-2021) in the amount of $200,000 and the Technical Assistance Program (TECH)-2021) of $40,000 for FY 2021. Approval of a new Supplemental Grant Program

a.) A special grant application process and approving a special one-time "Supplemental Grant Program" and guideline solely for FY 2020 grant awards, to assist current and eligible grantees with financial support for art projects and activities that preserve jobs in the arts sector in Broward County as a result of the.COVID-19 pandemic;

b.) A special grant application deadline of May 15, 2020, at 11 :59 p.m., under the one-time special Supplemental Grant Program guidelines;

c.) A one-time waiver of Section (29.14 General Information Program application limit) and 29.17 (general restrictions) of the Broward County Administrative Code with respect to proposal limits for applicants applying for operating and project funding support with regards to the new Supplemental Grant Program guideline;

d.) Limiting the cohort of prospective applicants to the "Supplemental Grant Program" to be restricted solely to current and eligible grantee not-for-profit cultural organizations already approved by the Broward County Cultural Council (Council) as recipients in the following Cultural Division's operating support categories: Cultural Diversity Program (CDP); Cultural Investment Program (CINV); Cultural Institution Program (CINP))programs) during FY 2020.

e.) The adoption of budge Resolution transferring $456,000 from the reserve within the Cultural Special Purpose Fund to provide funds to establish a one-time supplemental cultural arts grants program to provide operating assistance during the COVID-19 pandemic.

g.) The use of any pre-approved contract forms with any modifications determined necessary by the County Administrator and the County Attorney's office; providing for severability, and providing for an effective date.

h.) Motion to Delegate authority to the Broward Cultural Council (BCC) on June 4, 2020, to approve the grant panel's recommendations from the panel meeting on May 21, 2020, for the Broward County Cultural Division's Supplemental Grant Program.

Jim Shermer reported on conversations on the Capitalization and Community Workshop for Broward County. One for funders and one for grantees. Defining capitalization and Grantmakers in the Arts (GIA) embarkation on the National Capitalization Project to seek answers to the under-capitalized tendency of the nonprofit arts field.

Chair Gregory Reed give his report, which included discussion of the City of Miramar Food Distribution which fed over 1000 families in the Miramar area during Easter weekend. The chair is also requesting all members of the Executive Council Committee speak to their commissioners for support of the New Supplemental Grant Program.

Phil Dunlap reported on the following: • The Supplemental Grant Program is on the Commission Agenda for approval. • Ongoing meeting with Funding Arts Broward, Community Foundation and The Broward Center. • Our Marketing Team has been doing a great job of collecting event cancellation from grantees and grantees that can benefit from doing online programs. • Collecting resources from Artist to apply for support on ArtsCalendar.com or Broward Artist Website • Beginning to look towards next year to streamline our grants and contract process.

Bio

Jacklyn Laflamme, an artist and an entrepreneur, originally from Montreal, Canada, graduated with degrees in Creative Arts and Interior Design, both with honors.

She began a professional career leveraging her design sensibilities as a Visual Display Artist; an early training ground she shares with such artists as Jasper Johns, Robert Rauschenberg and Willem DeKooning. She joined Image Display; Canada's leading Visual Display Company, and attributes her infallible sense of line, balance, structure, form and harmony to her five years with this company.

Moving onwards and literally upwards, Laflamme's career took off as she entered the world of interior design for corporate jets. Over the next 10 years she designed for Bombardier in Montreal, Lear Jet in Tucson and Gulfstream in Savannah. In this work she traveled the world designing complete interiors (and supervising the build out process) for heads of state, nobility and the leaders of the business, sports and entertainment worlds.

In 2000, she decided to live her dream and work as an artist. She was emboldened in this decision by the success of her first solo show; she committed herself to making art full-time. She has sold hundreds of paintings through galleries and direct commissions. She is an award-winning artist and illustrator, a grant recipient and is now emerging in the public art scene with her vibrant colorful murals and sculptures. Vibrant jewel tone colors, accompanied by line, form and balance create mysticism and motion in my work. It transports the viewer into otherworldly dimensions. There is an energetic playfulness and pure quality that creates a marriage of fantasy and fluency.

Using bold elements which depict the turbulence of water, explosiveness in nature along with visual character development as the images unfold they reveal an expression of exhilaration as if one were on a rollercoaster ride.

My work displays a wide range of art and style influences of the last half­ century: atomic, surrealism, pop, abstract and psychedelia. Experimentation with the interaction of hues and the juxtaposition of tints and shades is also central to my message. Deeply influenced by the discoveries of Joseph Albers I work my palette to the far boundaries of the spectrum, manipulating the paint to form layers of color to the point where my subjects literally glow.

PROJECT DESCRIPTION: The artwork will be located in a newly constructed 1.3-acre pocket park, as part of a County road improvement project. The pocket park is sited along Pine Island Road , a major north/south vehicular corridor in central Broward County. It shall enhance the landscape design for the space which includes a meandering walking path, shrubbery and trees. The artwork shall be visible to individuals traveling northbound, without creating any obstruction or distraction. The artwork must be low maintenance and its artistic approach shall reflect the Town of Davie western equestrian theme. The artwork shall be spatially integrated into the site. Artwork location will be determined in coordination with the Highway Construction & Engineering Division.

ARTIST: Wendy Klemperer 16 Bio Wendy Klemperer earned a bachelor's in biochemistry at Harvard before moving to NYC to pursue art full time, earning a B.F.A. in sculpture at Pratt Institute in 1983.

She lives and works in Brooklyn, NY and Nelson, NH. She is represented in Maine by June La Combe. Residency grants include: the Skowhegan School, ME, MacDowell Colony, NH, Ucross Foundation, WY, Sculpture Space, NY, IKONS, Denali National Park in Alaska, and Stanislaus National Forest in Sonora, CA

Klemperer has taught welded sculpture for over a decade, and annually teaches a workshop at the Carving Studio and Sculpture Center in West Rutland, VT. She has been a visiting artist and lectured about her work at universities throughout the United States.

Artist Statement The imagery that pervades my work reflects a lifelong fascination with animals. As a child this led to hours ofwatching, drawing, and imagining. When I began making sculpture as an adult I developed these mental images in three dimensions. Facility is not the objective of my work, but a means to convey an expressive moment. The materials I use retain a raw, immediate quality. Presence and absence reverberate in the sculptures: a network of steel lines builds the form, drawing and re-drawing the animal, creating a tension like the sudden sighting of a wild beast. The surrounding environment penetrates the negative spaces between the lines of metal; the landscape itself is imbedded in the work.To make the sculptures I search scrap yards for pieces that have been discarded and ravaged by life in the yard. Bent and twisted, such pieces contain energy and a potential new life. Industrial refuse is transformed to living form.

I also make small sculptures in wax. Complexity and beautiful accidents can happen. Layered colors and subtle textures build the form and explore the painterly side of sculpture. The surface is a living skin, with varied thicknesses, pierced and broken here and there, allowing glimpses of the interior. I melt white microcrystalline wax in a pot and add paint, pouring out thin sheets to create a palette of different colors. I model the wax at room temperature like clay, building it hollow in colored layers over a simple wire armature. Using a propane torch to heat basic tools (a spoon, a butter knife) I carve and melt the surface and blend colors. I use three dimensional color to work at the intersection of painting and sculpture.When finished, I brush the surface with a clear urethane resin for a hard, protective coating.

Large or small, steel or wax, the sculptures use the body language of animals to express a feeling or state of being, with motion conveying emotion. 17 CV

PROJECT DESCRIPTION: In partnership with the Parks and Recreation Division, Broward Cultural Division's Public Art & Design Program is seeking to commission one artist or artist team to design, fabricate and install a site-specific public artwork for the Everglades Holiday Park, Fort Lauderdale, Florida. It is envisioned that the artwork will become a permanent feature in the park. This artwork will be part of the overall Park improvement upgrades that are primarily intended to enhance the aesthetic appeal of the Everglades Holiday Park. The artwork shall contribute a sense of place in the park.

PROJECT This project calls for the commission of a professional artist or team of artists DESCRIPTION: to create an original interactive artwork that will be integrated into the design of the Terminal 4 sterile corridor walkway spaces. Artwork opportunities include a large scale experiential artwork that interacts with passengers moving through the walkway creating a unique sensory experience through the use of sound, light, video, or any other creative and innovative manner .

. Artist Cameron McNall dba,Electroland, was commissioned for the project. He proposed an interactive artwork, illuminating five bays of the glass in the sterile corridor located above the main concourse and concessions areas, to create a large rectangle of dynamic art. Mosaic is a 240' luminous LED light display that is visible to two audiences: people arriving in the safe corridor above, and travelers in the Terminal T 4 concourse below. It is composed of 240 cells, each about 3' wide by 2'-9" high. It performs at many scales, so while it must have a visual logic that encompasses its entire 240', most travelers will view only a portion of it at a time.

Mosaic interprets the color spectrum as a time spectrum so that each color along the spectrum is associated with a sixty-minute clock. This approach has inspired many artists known as Abstract Color-Field artists. Every few seconds a few dispersed cells shift in color so that the entire artwork slowly morphs from one dominant color to the next. This cycle repeats every hour. The artwork is primarily static, but features these constant micro-changes giving it a twitchy alive sensibility. Over several minutes the visi~ors will begin to notice a huge chromatic shift.

PROJECT DESCRIPTION: Selected artists will design innovative video and other moving images for nighttime projection onto buildings identified by the Public Art & Design Program. Genres such as video art, 3D mapping projections, light sculptures, and interactive works using light projections would be suitable for this project. The colors and themes of the images will reflect Broward County's rich environment and culture.
